Months later, after Leon knew we didn't choose him for the job, he sends an invoice for $3,800 for his "time" in preparing a proposal. We had no contract and no agreement to work with him. After our project is completed, he files a lien on our project. Wouldn't recommend this guy to anyone. He's clearly a bottom feeder and can't be trusted. Stay away from him, even if he shows up at your job site unannounced.
