I am a clean person and my dog is small and trained, so I know after 7 years, he did not have $375 worth of pee on the floor and it should not cost that to clean. On top of that, they said I was $50 in arrears if water. Which I p aid my water bill with rent. So disappointed with the greed and if you rent here don't expect to get your deposit back. They will nickle and dime until they can take every penny. I guess after so many years they do not honor there will be some wear and tear. Shameful and greedy.

Only way to get anything done is go into the office which is hard to do if you work and even then they usually just tell you they will do something and then proceed to do nothing. Maintenance staff is very friendly and good about getting things done but the only way I have requested maintenance is by stopping one of the maintenance man in the parking lot. When I reported maintenance issues to the main office at move in time, nothing got done. The worst part is that spectrum wifi and tv is required which is out at least 3 times a week and costs $90 a month. Also spectrum came in all the units recently to do "upgrades" but mine is done and it still goes out frequently and spectrum left a huge mess which i reported to the office and received no response. We moved into this community excited for a fresh start. The property is visually appealing, and we genuinely believed we had found a place we could call home. Unfortunately, our experience changed almost immediately after move-in when we discovered bed bugs in our apartment. We reported the issue as soon as it was discovered and fully cooperated with every request made by management and pest control. We followed instructions, allowed access for treatments, documented everything, and did everything we were asked to do. Despite those efforts, the situation continued to impact our family and eventually affected our sleeping areas. The stress this caused cannot be overstated. Instead of enjoying our new home, we spent our first days dealing with an infestation, losing sleep, worrying about our belongings, worrying about our child, and trying to figure out how to protect our family. One of the most frustrating aspects of this experience was the way potential solutions seemed to change throughout the process. Different options were discussed, including transfer possibilities and lease-related resolutions. As tenants, we tried to remain flexible and cooperative, but the process often felt uncertain and inconsistent. What stood out most was the lack of understanding regarding the impact this situation had on our family. During conversations about possible resolutions, much of the focus seemed to be on the costs associated with treatment, while we were simultaneously facing the possibility of having to relocate our entire household on extremely short notice. Perhaps the most upsetting part of this experience was being given only seven days to completely relocate our family. Anyone who has ever moved knows that finding housing, completing applications, obtaining approval, packing an entire household, arranging movers, transferring utilities, and relocating a family cannot easily be accomplished in such a short period of time. At the time, it felt as though we were being forced to choose between accepting the terms presented to us or facing the uncertainty of where we would live next. No family should have to experience the fear and stress that comes with wondering where they are going to live after just moving into what they believed would be their new home. Throughout this process, we documented our experience, communicated concerns promptly, cooperated with treatment efforts, and acted in good faith. My advice to anyone considering renting here is simple: ask detailed questions, get everything in writing, keep records of all communications, and make sure you fully understand how serious issues will be handled if they arise after move-in. This review reflects my family's personal experience and the events we experienced while living in this community.

This is their way of getting 5 star reviews before you have had a chance to interact with them for an extended period of time. Wait to provide a review until you move-out. This will give you more time to determine how Savoy West Chester (Hills Properties) truly operates. The management team is exceptionally good at being very friendly before and immediately upon move-in. Just read the other reviews...they are from people who recently took a tour of the property or recently moved-in. Then compare those reviews to the reviews provided by tenants that have moved out. You will see a vast difference in opinion.. Move-out becomes a problem if you have to break your lease and move out early. They tell you they have a "waiting list" and ask you for "accelerated" rent payments. They tell you they will refund any amount if they are able to place a new tenant before your lease expires and since they have a waiting list, that time period is typically 2 weeks. My 3 neighbors moved out at least 3 weeks before any work was even started on 2 of the units. If you need an honest opinion of Savoy don't rely on this review or anything you hear from the management team, with the exception of Taylor. Taylor is great to work with and has a great personality. Come by the place and talk to the 3rd party cleaning crew and ask their opinion of the management team. You will be amazed at what they have to say about the management team. There are plenty of other decent apartments in the area. I would encourage everyone to consider those first. You will regret staying at Savoy in the end. Again, please, please, please don't give them a 5 star review until you stay here at least a year or more and have had a chance to see how they handle move-out! What have you got to lose? Also, before signing the lease, ask them what the "Lease Break Fee" is and get it in writing. As mentioned before, working with Taylor was great. I can't say that about the leasing staff. Forget about calling the corporate office. The regional manager can't seem to return emails or phone calls. She gets the manager to do her dirty work. Then, we find that our ceiling in our laundry room is leaking where the dryer vent hooks up. So, the emergency maintenance guy comes out and unhook it. He then contacted the maintenance guy at the landings, and the guy never came out to fix it, or even check up on us. The emergency line people are awesome, but the maintenance people on site at the landings are awful. I would avoid this place at all costs. It is not worth the amount of money that you pay for these places.

I was one of the first to move in to these "newly renovated apartments". I knew there would still…read morebe construction going on, but had NO idea how horrible it would be to live here. I arrived on move-in day, and the apartment I was moving to was not emptied or cleaned. I had to wait on them to empty the apartment before I could move in. Then I had put in a couple of maintenance requests, two weeks later I still had no answer. I had to purchase a lock from the post office before I could start receiving mail. It was only $15, but still--that should have been the property's expense. Then my mailbox was gone for a few days... they took it away for painting. I had two mice in my apartment. I am guessing from the workers propping open the building doors all day long for weeks while they worked. My electric bills? OUTRAGEOUS. My apartment is 680 sq ft. My typical bill in the winter was $120. Not to mention I was only home three nights/ four days each week. There have been MULTIPLE all-day power outages. Maintenance came into my apartment to run the cable lines--they did not cover any of my things (TV, chairs, etc.). When I got home, there was dry wall dust all over my TV, and they didn't paint over the patches in the wall. Took them an additional week to come back to paint the wall. I have woken up in the morning twice to have no water in my apartment. When I first turned on my A/C in May, I had maintenance come to check it because it was EXTREMELY loud... they left a mess, and didn't clean it up. I received a letter on my door at the end of May saying that the pool would be open in Mid-June... It's June 25, and the pool is covered showing NO signs of opening anytime soon. It has been a nightmare living at Creekside Village. It is safe to say that I will NOT be renewing a lease.
