We visited in March, 2019, and found two artisans at work here one morning who were friendly, explained their manufacturing process (in English), demonstrated it, patiently answered our questions, and did not pressure us to purchase.
Later, I visited their sales room and found multiple displays of damascene with prices clearly posted and no pressure to purchase from Vicente. As far as I could see, all of damascene was produced on the premises as I had seen two men producing similar pieces just steps away the same morning.
With close inspection I could see the damascene we purchased was not mass-produced like the sample that Vicente helpfully showed us for comparison.
The damascene we purchased from Vicente (several small pieces with total cost about 80 Euros) all had the sharp indentations in the gold leaf from tools used by hand to finish the process.
I saw enough manufacturing equipment on the premises as well as actual work conducted on the premises to not doubt Vicente's word that the pieces we purchased were produced there.
Vicente asked to see my passport, and I believe he charged the total of the prices on the individual pieces. I do not remember him adding any VAT.
