From what I can tell, they go through the motions in order to keep up appearances so the government funding continues. Compared to the truly effective approach of FDR in the Great Depression in creating actual jobs for people, this is a cruel joke of the current corporatocracy. Government gives lip service to the "general welfare" clause of the Constitution while awarding contracts to the Good-ol-boys club. If you do happen to jump through all the hoops to get a 1-on-1 with a counselor, as I did, be prepared for unexpected obstacles. I was interested in OJT and never got a satisfactory response or followup. I finally gave up in disgust. BTW, I just noticed that their phone number has changed in the last year or so. It prevented us from throwing good food and other stuff out. Nice guys. They each had their own stories which I won't share here because of privacy. We bought the m pizza and had lots of water on hand. We didn't think we would be able to put all our crap in a 28ft trailer but these guys made it happen.
