This ruin predates the nearby Torre di Pisa https://www.yelp.com/biz/torre-di-pisa-pisa?hrid=dXWLygyReqyxUpj_KhRtfg by a millennia or so. It is located just inside the medieval walls between the S. Zeno Abbey and Cathedral.
The ruins were first identified in 1548 when they were first defined as a laconicum, a room for sweating; its attribution to Nero goes back to the 13th century, and is part of the longstanding tradition by which relations between Nero and Pisa were very close. Archaeologists date the building to the final 20 years of the 1st century AD and link it to the Venuleii family, important in Pisan affairs between the 1st and 2nd centuries AD.
If you're nearby, it is definitely worth checking out though there is little information on site to direct or point out the more interesting parts.
