After encountering a handful of banks that had machines which either had down links, or just didnt…read morelike my atm card, it turns out the one near where i stayed worked best. The area may look a bit shady but it's quiet and youre off to the side in an alcove so people cant see you sticking out as you get cash. It worked which is all i can say and now ive got whats needed for a cash heavy society
