However, even before he had left the premise, the water heater was again tripping the breaker. Obviously, the problem wasn't being caused by the "bad elements" in the water heater. Frank still charged us $210. He claimed that the elements were still bad, even thought the cause of the short was somewhere else. Frank is a very personable guy.
