A company of YES MEN. Unless you are an attorney for landlord/tenant rights in West Virginia or KNOW an attorney who will represent you, do your due diligence. My experience with this company, not the apartment I selected, has been nothing short of despicable. Three and a half years of fighting for my legal right to PEACEFUL enjoyment in the apartment I CHOSE to reside in and it is my personal opinion that, this property management company is not only complicit in the flagrant and deliberate abuse of positions of power, rent increases without accompanying documentation from the governing agency, zero maintenance on the property, to the washers/dryers, parking lot, dumpsters and outside lighting, snow removal, branches, debris or garbage blowing all over the property and onto the neighboring properties. Individual apartments receive just a small step above. This property (Brook View Apartments) has not had on site maintenance for two years. The manager preys on people who do not know he is required by law to provide a minimum of 24 hours notice to enter our homes (hence the little trick of using the signature on maintenance requests) EVEN if you sign the maintenance form. Screaming, yelling, threatening and coercing elderly, vulnerable and alone human beings into submission is protocol. Scott Avenue Legal Aid has been nothing short of useless. I found every single piece of (7 months later) advice I had to BEG FOR...On-line. Unless you are willing to entrench yourself in laws to protect and enforce your rights as a paying tenant. I would suggest finding a company that doesn't LITERALLY TELL YOU... "YOU LIVE IN THE PROJECTS... WHAT DO YOU EXPECT." Regional supervisor direct quote.
I've had to go to war and beg agency after agency deemed authorities of "bad landlords" just to protect my rights, hold this property manager and all it's governing parts to THEIR part of the lease and to try and feel at peace & safe in the space I pay to occupy. And still I keep one eye open..
The "authorities" advice.... move. My response to this is, no. Honor your 1/2 of the lease.
Do your research. Protect your home and your rights. No matter where you live. I've avoided leaving a review until now because, one year ago, I thought the USDA would make a difference here.
