If you need to find this place, follow the people and not the street numbers or google maps (Eva Perón street is across from the park, you need to go towards the highway). As other reviews have stated, this cultural center is located under the highway, right in the middle of Chacabuco Park. It sounds scary, but if you go during the day or during weekends you'll find that there are tons of people and the area is actually quite nice.
I didn't have the pleasure of being able to see the scenario, but the theater area look bigger than the exhibition hall used during special events. It gets really crowded, and with that there's a lot of pushing, accidental spillage and frustration. I thought it could be greatly improved by adding some signs to clear up the different areas, so people know where they are going and can find whatever it is they're looking for, and better ventilation for the areas.
All in all, it's a nice place. I still insist that there's a dire need for improved signaling in and around the public spaces in Buenos Aires. It would make things easier! read more
