Citizen is a solid hotel restaurant in St. Paul. I have been here for both breakfast and lunch. Their omelets are great - I made my own with asparagus, goat cheese and sausage. It was cooked to perfection and served with potatoes. For lunch, I would highly recommend the burgers or the prime rib slider. They also have some nice $10 specials, which will surely fill you up! We stopped in for drinks after dinner one weekday evening and boy was it packed! Citizen has a wide array of wine, beer and cocktails to satisfy every member in your group! Great for date night or a larger group! The staff is always friendly and attentive. I look forward to coming back to Citizen the next time I'm in St. Paul. read more

We decided to stop in for dinner before a concert at Grand Casino Arena. It was within walking distance and had reservations open so it ticked all the right boxes. The food itself was pretty good considering it is a hotel restaurant. Our server was very friendly. Our drinks were a little slow coming out and one of my friend's glass was cracked which thankfully we noticed before she drank from it. The crispy Brussels sprouts elote was my favorite dish! The serving sizes were large enough for us to share but I wish that my Porchetta sandwich had some sort of sauce on it to help liven it up. The place was modern and cool but you do need to ask for a keycard to use the bathroom (located outside of the restaurant in the hotel lobby area). DONT GOOO HEREEEE!!!! Insanely expensive for no reason. The food was tasteless and tough. My boyfriend got the steak sandwich and it was impossible to bite through. Our server had asked if we wanted fries as a side that SHOULD have come with our meal but was an up charge of $9!!! WTF! Not to mention the manager was extremely strange towards us. we are high school students and his comments towards us were very unpleasant and unsettling. The service was EXTREMELY slow. This restaurant is inside the Intercontinental hotel. Our server was amazing. She was prompt and kept checking back. The drinks were fantastic. I ordered a double whiskey on the rocks but I think I got a triple. We ordered the calamari and the cheese plate. Both were very good. There are places for groups to hang out and there are standard tables. It was loud but it was also busy. I would recommend as a place to unwind if you're staying at the hotel. My bestie and I stopped at Citizen for brunch before heading to an event down the road. We didn't realize it would be buffet style, but for a buffet, we thought it was perfectly fine! I decided to try the hotel's restaurant, especially to patronize them, but I quickly regretted my decision. I went during early evening hours and noticed that the restaurant was empty, which was a little strange. I decided to try their grilled chicken sandwich with fries. This was the driest chicken sandwich I have ever had. It was not good at all. The manager apparently saw my disgust and immediately apologized, which I do appreciate. He did comp my ticket and gave me a slice of the turtle cheesecake, which was really yummy. I retried Citizen the next day for lunch and once again, for this to be a hotel restaurant, it was super empty. I also noticed that even though the menu the night before said "lunch," it was the same menu for my "actual" lunch. Went to this restaurant for lunch after my flight. Could tell immediately that it was understaffed because I had to wait a few minutes to be greeted and then even longer to have my order taken. Luckily they give tables a water pitcher so I didn't have to wait for my cup to be refilled. The waitress was really nice even though she was pretty much running back and forth across the restaurant the whole time I was there. I ended up getting the Smoked Salmon Toast, which was really good. A lot of salmon piled high. It's good if you're looking for a light lunch but definitely don't come here if you're really hungry. Would not recommend coming here for breakfast (unless it's free). I tried pretty much all the entrees during the week and while it wasn't horrible, nothing actually tasted good. read more

The gimlet was OK, nothing earth shattering, but not terrible. The portions of Our meal were interesting. The tortellini was a larger portion than expected. While my friends falafel platter only had four falafel's. The lighting and decor were nice. The place did not wow me. While the plate of tortellini was large, I felt it was overpriced. We ordered the cheese plate, the cauliflower with curry, yogurt, pistachios and raisins, and the angus steak tacos. First off. The cleanliness of the restaurant was less than appealing with dust bunnies and wrappers along the wall. We continuously had to wave fruit flies off of our plates as well. When our locally made cheese plate arrived the waitress plopped it in front of us and walked away..usually when ordering a cheese platter, there's an explanation of what the cheeses are or where they came from. The cauliflower was supposed to be seasoned with za'atar but was incredibly bland and unsalted. The restaurant didn't have many people but the wait staff was frazzled trying to get orders out and field complaints. A couple adjacent to us were having difficulties charging their bill to the hotel attached, but restaurant management wasn't stepping in to help. The couple ended up calling the hotel management to come assist them. This may not have been our situation, but what an embarrassment for this establishment. I had to ask for my bill twice and my husband stepped in and tracked down our waitress because we had tickets to a show. We waited for our bill for 20 min after our plates were cleared. We just had our Christmas evening meal and presents at Citizen and we're very happy with the pleasant server, Karen, and the food was good. Music was nice and they even had It's A Wonderful Life playing on the bar tv near our table. Highly recommend for families meeting in the middle just for a few hours to have a meal and fellowship. The wings are an African influences dry rub served with green goddess dressing and they bring a ton of flavor. I'd get these again. Our server was super friendly and helpful. That was nice to see and rare sometimes Ordered - Pinot Grigio (4/5) - Appetizer: Crab Cakes (4.5/5). This was the best dish out of the three course dinner. The texture was different than past crab cakes I've had. This one was literally bits and pieces of crab meat packed together while the one many are used to are more flour based. Yum - Entree: Cedar Planked Salmon (2.5/5). It was okay... I wasn't feeling the overall flavor despite having the optimal garnishes that I adore and admire e.g. pineapple, tomato, spinach, mango - Dessert: Peach Verrine (3.5/5). Simple, delicious, and filling. Went here for restaurant week and was very disappointed in the food, although the service was great. My friends and I all got different selections to share. Appetizers - cheese ball: this was fine. Honestly cheese and ritz crackers, hard to go wrong. Nothing special, I felt like I could have bought this premade at Cub. Swedish Meatballs - these were ok Deviled eggs - great. Mains Bavette - I asked for it medium rare and it came well done... not even the slightest bit pink. Flavor was actually quite good for it being overcooked, but the rest of the dish was too salty. Pot Roast - good, but some very fatty bits of meat Chicken and Dumplings - also good. Dessert Chocolate Cake - seriously? How hard is it to screw up chocolate cake? I have to admit upfront when I discovered that my brother had invited us to dinner at a place with Supper Club in its name, my heart soared a bit dreaming of those oh so classic Wisconsin joints serving classic cuisine in a dinerEsque setting. When we pulled up and discovered this was a hotel restaurant I had the opposite reaction. I generally have a low opinion of hotel restaurants as place for local dining. After eating here on a Saturday night I have to admit I was pleasantly surprised. The stylish and dare I say hip first floor restaurant space was roomy and relatively quiet for a Saturday night. We lingered over cocktails (old fashioned was spot on) then ordered some wine and a classic cheese ball with its obligatory ritz crackers-very good. After hearing the hype about the shaved cauliflower salad from our server, we ordered it (huge, enough for the whole table of 4) but it didn't match the build-up for us. The classic Cesar was spot on as well. The highlight was the delectable chicken and dumplings-a bowl with a delightfully crispy French chicken breast, a few succulent dumplings and a wonderful thyme scented gravy. While this dish wasn't huge, it was the perfect size for one. Service was attentive, although the "crowd" was pretty sparse-I think we were the only table our server had. Pace of the meal was nice and leisurely, perfect for us on that evening. All in all a surprising gem for a hotel restaurant in St. Paul. read more

Oh my goodness. This was my worst food experience. Easter brunch $33 a person - tasters - entree - salad and dessert bar. The Bloody Mary tasted like straight Tabasco with no flavor I had to send it back. The salad bar was loaded with choices but they had been sitting out so long that everything was limp and warm, shrimp were good. The entrees were cold and flavorless almost unbearable. The food was not great and the service was spotty. Honestly even if the service had been stellar I wouldn't come back. The food won't kill you or disgust you but there is MUCH better food less than a block away in downtown St. Paul. It was also really expensive for the quality of food. Service: I had to put in an order 3 separate times since the server kept coming back to tell us they were out of what I had ordered. This isn't a big deal since I'm sure the server just hadn't been informed but then even though I had ordered after everyone else my food came significantly before everyone else's. I had ordered a small plate (not an app) and a side and my side didn't come with my meal but came with everyone else's food. In terms of service the kitchen seems to needs some work in communicating to the servers and in timeliness. Food: I honestly forgot to take pictures of most of it and while it was presented in a fancy or 'foody' formatt the taste just didn't match. In fact I would say that in trying to have an out of the box presentation some of the food was difficult to eat. They have fireplaces that "hang" from the ceiling, which is pretty cool. Food: salmon deviled eggs - pretty good, sprinkled with everything bagels. My husband and I were in St. Paul to see a play and Citizens was one of the few restaurants in the area with reservations available. We like trying new restaurants and was excited for a date night out. When we arrived, there were 4 other tables seated. Took the waiter 10 minutes to come over and take our drink order. He was apologetic and could tell there were some internal service staffing issues he was stressed. We ordered food and drinks as we were suspicious it would take a while and we had somewhere to be. Drinks came out, however main food took 45 minutes. Ordered the pulled pork sliders and salmon. Salmon was ok, sliders were barely lukewarm and tasted like pork slopped in canned gravy. Had the cheese curds which were some of the best cheese curds which was the only highlight of the meal and our drinks the waiter comped for the sending out sliders back and slow food service. We had a 6:00 reservation and went a bit early to have a beer at the bar, bartenders were very personable and let us sample a few things before making a decision. The issue started when we moved to our table, we already knew what we wanted so ordered a cheese plate appetizer and our mains, the steak frites and steak au poivre. We waited about 20 minutes and she brought out our mains, when we asked about the cheese plate she said the kitchen forgot and asked if we still wanted it so we said no thanks. The steak au poivre was ordered medium rare but up being blue rare, I'm talking room temp in the middle. The server never came to check on us so she just ate around the middle on the parts that were more done. When she cleared the plates i mentioned the blue rare and she said she would take half off the bill which I appreciated. Then we ordered dessert and after 15 minutes of waiting we had to get going so tried to flag down the waitress to cancel the desserts but couldn't find her and after another 5 minutes she did come out with them so we had a few bites and had to leave to get to a concert. The whole experience minus the great bar staff was just a lot to be desired, probably won't be back. read more

We had 3:45pm reservations at Citizens on Sunday before attending a Gospel Fest within the Intercontinental Saint Paul Riverfront Hotel. It's a sexy restaurant, with great lighting, the bar is lit just the right way and you would walk in having great expectations.. hell even the menu is spectacular. LOL There is a big window that looks onto the street to people watch, there are tv's at the bar and a really cute HUGE tufted booth that's directly in front of the bar. Service: When I first made my way to the bar, i stood by the hostess station waiting for someone to address me. No one did. (mind you i had reservations, so someone knew i was coming. lol) I stepped into the restaurant and no one greeted me, the bartender looked at me and did not acknowledge me. Finally, a server asked if i had been helped yet, to which i stated no. She said okay and that she would be right with me and went to tend to her table. I think a cook or someone came out to see what was going on with golf... so I just asked him how his day was going and we chatted about the weather until someone came to assist me. Finally, Diane greeted me and asked if i had been helped yet, to which i stated no again. I advised her that we had reservations for 345pm for 2 and she sat us. She ended up being our server and explained that this was their transition time of day where they switch out servers and they have no hostess and apologized. Diane was very nice and I appreciated her honesty and kindness. She seemed genuine and kind. Food: Now, I must admit that upon being seated, I ran into an acquaintance who was a vendor at the concert I was attending and since none of us were aware of the dinner menu not being available for another hour and were stuck with happy hour menu, she informed me A HEAD OF TIME, to NOT get their chicken. She and her guest had tried the dry rub and the chili garlic i think..(sorry i can't remember) and that it had no taste. However, since there wasn't much i could devour (i hadn't eat ALL day; i was starving, thinking i was going to have a full dinner) i order the dry rub chicken wings and an order of fries. My girlfriend had cheese curds, crab cakes and a glass of white wine. Chicken wings: i had to add salt and they weren't really that good, though i asked Diane before ordering and she said they are good and that they don't receive complaints about them. Fries: my fries were great... lightly salted Cheese Curds: I'm not a cheese curd connoisseur, but i liked there flaky breading on the outside. My gf found them to be greasy and did NOT like the breading. Crabcakes: I don't recall her opinion on them, but all in all... we unfortunately did not finish any of our meal and were both rather famished. My girlfriend was rather disappointed, as she's the type to look up the chef at every restaurant and was ready to leave a good review for a fellow woman in this competitive business; unfortunately we could not. My opinion is that i may be a great place for drinks as you enjoy the ambiance of the restaurant and the river across the street. I MAY go back to try their dinner entree... maybe, i wouldn't go out of my way to drive back to St. Paul to do it though. This was a delightful experience that I'm appreciating even more as I think back on it. If you're traveling to St. Paul, MN in the downtown area this is a spot not to miss. I was there two days ago. The ambience is nice enough for a casual first date, a regular "our special place" spot, a nice dinner with friends or family, or chumming it up at the bar with bros. The variety of seating can suit any purpose and the immediate surroundings are great for an after dinner stroll over the bridge or overlooking the river. The menu is eclectic inspiring curiosity. Some of the most interesting and delectable pairings I've ever experienced plus gluten free and vegetarian options. It was restaurant week and I lucked up on 3 courses under $50. I ordered a watermelon salad with feta, tomatoes, cucumber, and mint (deep breath). It was so refreshing. I also had the seared scallops with carrot, pomegranate and ginger (YUM). Finally, flourless chocolate cake as seen in the photo. All very delish. I also had a watermelon gin fizz that fizzled but was easily overlooked by the rest of my fabulous experience. Dinner was good, but the service was even better! I had the swordfish, and it was fine, not great, but edible. My husband had the ravioli which was SO, SO good, and the third guest had the bavette steak which was great as well! Would absolutely return and would definitely recommend it to anyone.
