I offered to show them the paperwork FROM THE DEPARTMENT OF STATE REGARDING PHOTO GUIDELINES and the "manager" said Walgreens make the rules on how you can look. (No smile and all hair must be behind your ears and all on your back. I asked if I could take my chances and she said no. I left and went to Walmart instead and their fees are 1/2 the price of Walgreens!
