I would give this company a zero stars if I could. I bring my check early for a payment of about six days and they cash it immediately. I've never dealt with a company before who's ever done that ever. Every management company always cashes checks on the first of every month the earliest. When I call to complain to them about this, all they do is berate me and harass me about the situation. No apology, no sorry for the confusion, nothing. it's going to be hell living under these fucking conditions with these stupid fucking management people. Think I made the mistake by attending an HOA meeting. I would not normally attend but my neighborhood has had the same complaints reported for some time, wanted to know why it has not been addressed. The meeting was called to order, went down hill from there. Was volunteered budget and why repairs could not be done for financial reasons. BUT A $100,000 CD is continually rolling over making interest. The whole thing sounded odd. When asked the interest rate Denise (office manager) stated @ 7%, I had to ask where does she bank, she says "Chase" This is just not true. I would like board members and anybody else to actually visualize this CD. Cannot actually exist. Also states $115,423.33 Is considered reserve funds, RESERVED FOR WHAT if not repairs. Need more than one person to oversee the Financials. ​ Also, was informed by other HOA's, with enough signatures, D & E can be replaced. read more

OK, I wrote a review earlier on. And I'm learning even more about this company. It appears they are not licensed through the department of real estate. I'm not even sure the AG's office has any authority over them at this juncture. Is there anyone else experiencing issues? I know a lot of our issues are with our La Linda Rio Vista Board of Directors, this company is allowing them to run rogue and attack certain people with crazy violations locking people out of General session meetings, etc...This is not OK per the A.R.S laws under Title 33 here in Arizona. Not to mention, it has since been discovered that somebody who wasn't even on our border directors got a hold of a document on the same date it was written and attached it to an email as he incited incited homeowners There is major manipulation, no transparency, finances are a mess, their TEAMS calls apparently don't work, they offer no other alternative to attend a meeting in today's age of technology, other than to physically be at meetings even if you work full-time. They do not record meetings like our boards did in the past , that is at the direction of our last couple of Board of Directors which are the same intertwined scandalous people, because their obvious intent is not to record a lot of things covered or issues of concern expressed at our meetings because they don't want homeowners to know and they do not want a record of it. They simply write what they want people to know and omit vital issues of concern they do not want people to know. Anyone from any other association I would be greatly interested in speaking with you to get down to the bottom of things and to move forward, something just isn't right. Also, if anyone out there is suffering any kind of hostility, discrimination, and harassment from your HOA I would really love to talk to you about this. My board just gave me a violation letter because the air conditioning went out in 108° weather and it took three days for the HVAC company to get out and fix it for my tennant. The property management company that manages the tennant, put in a temporary window air conditioner. It didn't even protrude out the window. It was sitting on the inside screen of a room window, it was not "installed". The tenant also put up some misters to try to cool the other side of the condo. The board of directors went ahead and sent me a violation with an invoice for a fine, which is also against A.R.S rules where they should give you time to rectify the matter. It's not a repeated offense at all. Furthermore, the Attorney General's office put out a letter on May 25 stating that anything that is over 82 to 84° the landlord can get in trouble. You have to have options and your tenant should not suffer, I wonder what Dept of Fair Housing has to say about this?! That would be called human suffrage and the board of Director sees it as a violation to ensure comfort for the tennant in 108 degree weather. Unbelievable! read more

Neighbor poured concrete on my property and did not get a survey first. Most likely did not have approval from the "Architectural Review Committee." No response from D and E Management or Rivers Edge Board. Neighbor paved part of their front yard as a parking pad, but probably did not pay for an additional driveway permit, and the "driveway" fails to meet the definitional test "between the street and garage." D and E Management refuses to disclose the names and addresses of the duly elected board memebers, probably to prevent property owners from complaining about D and E Management. D and E Management fails to disclose its form of business practice. Is it a corporation, a partnership, a LLC, a LLP ???? Who are the principals? D & E Management sends out unsigned threats. No name and address of the sender and no signature. Like a terrorist! No supervision of fiberoptic cable installers who have damaged my landscaping and left the sidewalk in front of my house covered with gravel. VERY UGLY damage to rock landscaping beyond the easement in my front yard. Bratty kids in the neighborhood leaving basketball goals in the street and obstructing the sidewalk. Kids hit my house with golf balls and other balls. Kids trespassing on my property with vehicles. read more

D&E Management of The Green at Los Lagos HOA. This companies' customer service sucks. I've sent emails with pics and left 3 messages with the rep. responsible for The Greens. No resolution to the concrete patches remnants of the build next door last year. I stopped in 2xs to speak with whomever is responsible and "They were too busy" What a crock. Whoever owns this sham of a management company should be ashamed. As that prop. is now on market, if there is a problem with sale due to concrete rems, I will sue. Easy win. If you r late with payment or do not abate weeds to their liking u get billed. If u need something abated good luck, I have had 0 results. read more

I am in a HOA , D and E Management in Sunrise Vista Homes. I am a recent amputee and receive disability benefits. D & E management is going to fine me an outrageous amount for every 2 trees and one bush are not there which on benefits I cannot afford what they are asking. On one leg I am not able physically to do what they are asking. They know what I just shared on this review with you but they sent me a letter denying me what I had asked of them, not to plant the 2 trees and bush because I was unable to do so with one leg. I believe this company is not Licensed or governed by any board in Arizona. So beware we are currently having major problems with them . I have emails from the owner and staff lying about having insurance on our buildings . Also we will be most likely be filling a complaint with the Arizona Attorney General's office. Absolutely horrible management. Horrible and frustrating experiences. They do not return phone calls in a timely manner and I mean, not even a couple of days after you leave a message. They're ways of communication seems to be regular mail only. I don't even know why they have a website, it's completely useless and pointless. I wish my HOA would switch management teams. read more

Horror Story, D & E Management Bullhead City, Az. We have lived in HOA's before but this management company along with an inept Board Of Directors for El Camino Village Association in Bullhead City Az. is totally unable to lead a prosperous neighborhood with inane decisions and only capable of allowing D & E Management to lead them by the nose. First when we moved to this area we were given permission in writing to erect an RV parking site with improvements. After we installed them the Board & Management sent us a letter rescinded their prior approval. WHAT? I had to sue them for honoring an agreed upon contract and my RV parking stayed. When we sold at 5:am in the morning I put a motorhome chair in front of the garage so as to not wake my wife with the garage door opening. We were preparing & remodeling our motorhome for departure from this horrible HOA. We moved a chair back into the garage for eventual garbage disposal at 7:00 AM the same day. The reason, you cannot work outside during the day with temperatures above 110 degrees. Would you believe the big brother watching eyes of their patrol spotted the chair at 6:09 AM the same day with picture and wrote us up with a $15.00 fine. The HOA changed the rules whereby a person once would be warned if an infraction was observed but the new board and management changed rules and a letter is an automatic $15.00 charge. Now a few days later they sent up an enforcer to investigate someone living in the motorhome, this is called harassment since who would stay in a motorhome with no A/C and as stated temps over 110 degrees. We were living in our home yet that had not closed yet. Now that we have moved they will not reimburse us for money owed on our dues. D&E Management is a corrupt and abusive management company, Now sue me since I repeat you are a useless inept Property Management Company, now you can waste your time and money like you forced upon us.
