They make unauthorized withdrawals from my checking account and their accounting department can "not find" the duplicate withdrawal. After my bank rectifies their issue, Flores states my invoice was not paid and imposes a fee for returned check. Our company account manager Alex and customer service is non responsive and will not get me in contact with a supervisor after being asked multiple times. Unfortunately, my company chose this poor excuse as a company to process our benefit payments so I am forced to deal with them. i have worked as a COBRA consultant at a small, family owned business since 2014. We grew our client list over the years and have a very good reputation. Last fall, Flores moved in and took our largest, oldest agency away. Without this agency our company is unable to continue. The owner of the company contacted Flores, in good faith, to see if they were interested in buying the rest of our book, and she would then close the company. A Mr C.T. at Flores asked for information, which he was given, then we never heard back. Until the day after Christmas. He said he wasn't interested, as they're had to "tighten our requirements" and "this opportunity doesn't meet our current thresholds to move forward.". After 3 months, you'd think he may have gotten back sooner, so she could move on and find another buyer. From what I can see with all of these horrible reviews, I can't imagine how this company stays in business, unless they make it their business to screw over the little guy. Lotsa luck to anyone who puts their company's COBRA and other insurance compliance in the hands of these characters. You've been warned. read more

Very disappointing experience. A straightforward ER copay reimbursement turned into a weeks-long process filled with inconsistent instructions, repeated requests for documents that had already been submitted, and responses that made it seem like prior emails hadn't even been read. Flores used to be a company where you could reach the same claims administrator each time you called. They were associated with your employer's account. Now you call a "customer service line" that is anything but. Different person after each at least 15 min hd time. Im on hold right now and have been for 40 min. I have to explain to yet another person my situation. It has taken me over a month to receive payout on my APPROVED claim. They cant tell me why and I cant speak to anyone else. Update: Rollover is finally complete, only took 8 months. My company originally sent request and nothing happened. Then I mailed it to the address Flores gave to me, they never received it. Then they asked me to send it to another address. Then they asked me to fax it. Then after 8 months, I called and they said "just email it to this address". This company is a nightmare. They set up my FSA incorrectly so I couldn't file claims. They finally fixed it on April 2, 2026 which is two days after the deadline to file claims. They said I forfeited my money for not filing a claim by the deadline. The correct account didn't exist until after the deadline. So, due to their mistake, I am out $500. read more

Flores manages my FSA and my Life Balance Account. I submitted an LBA claim for yoga books, but they reimbursed it from my FSA instead. When I asked them to fix it by crediting my FSA and deducting the difference from my LBA, they basically accused me of submitting my claim to the wrong account. They said if I wanted it fixed, I would have to send them a check or money order for the the money they mistakenly took from my FSA. But legally, yoga books cannot be reimbursed through an FSA without a letter of medical necessity, so they are out of compliance. And I know they have the ability to fix it because they mistakenly deposited a duplicate reimbursement in my bank account several months ago. When they were alerted to their mistake, they promptly withdrew it from my account. When it's their own money at stake, they're suddenly pro-active. read more

They suck, never respond to emails, endless "customer service" bs others have mentioned. Impossible to get hold of a human. They want your PID and the last four digits of your debit card (if you are on COBRA, you likely don't have one). Their two-factor authorization rarely works, so you can't log in (likely ON PURPOSE). What are they good at? Sending "past due" notices. If the bill isn't paid by the end of the month for the next (coverage) month's premium, out goes the letter DESPITE being told by them that the 2nd of the coverage month is just fine. I have had several HSA and FSA accounts over the years and Flores seems to be the worst. I went through cancer treatment with a different company - absolutely zero issue. Flores requests proof of about 1/4 of my bills, most of which are from the actual hospital so clearly are medical. It is difficult to submit the bills they want, they are difficult to reach and not responsive to issues. At this point, I am considering if the tax savings justify the stress of dealing with them and thinking likely it is not worth it. read more

Requested funds out of HSA back in Nov. which I never received. They researched and canceled check I was told. They would reissue payment. Funds never received. Called several times and once told me they sent check again and the next said, no never did. So which is it? I never get anywhere and they don't have anyone else to talk with. No managers there? So this company is where I put funds in a FSA and HSA monthly, won't return my calls, have no documentation of the HSA reimbursement etc. BBB and Yelp indicate there is a clear problem with this company. If your company offers Flores & Associates for FSA and HSA, I suggest looking for other places to place your funds. No one seems to know anything. I have been ghosted and this is not acceptable. This company's customer service is sorely lacking. It is next to impossible to get a response from them, and their responses are vague and unhelpful. Most recently, they rolled out a new website and it has been a DISASTER. It is not user-friendly and the information you get is inconsistent -- depending on which link you use to access your transaction history, you see different transactions (for the same account). I was shorted almost $700 in my account balance (2025 rollover not credited to 2026, and a refund processed to my FSA card that was also not credited to my account). I've sent multiple emails and cannot get a response. I also tried calling, but after 25+ minutes waiting to speak to someone, I gave up. I DO NOT recommend this company. They clearly do not have enough service representatives to handle the volume of calls/emails received, and those they do have are poorly trained and unable to adequately assist anyway. Absolutely awful! My employer has used Flores for several years. I was excited originally when I received a card to pay for medical services and products. Unfortunately, there is typically a problem when I use the card. Today, I went on to check my balance, and it showed that the card had several thousand dollars available. I entered my $20 copay for some bloodwork, and it was denied. So this card has become an extreme frustration. It simply creates an opportunity to waste my time while trying to access my flexible spending account (money that is taken out of my paycheck). I have scored this a 1-star because of all the times in the recent past that it has been a problem. Today's payment reply was - We did not receive approval to process your payment. Please use a different account, card, or payment method. This is not really a service, it is a time waster and a frustration generator. Flores & Associates purchased Group Dynamics in Q4 2024 and promised to move funds from old HSA accounts/debit cards to the new Flores HSA accounts/debit cards. They missed the deadline, then told me funds would not be transferred, so I have two HSA accounts managed by two apps. My employer is changing to a new company because Flores is so terrible and I will be charged a fee to move each of the two accounts, instead of just one account. It's 12/5/24 and the Flores247 site has been down since at least 11/30/24. Flores cannot or will not say when the site will work again. I cannot use the site or app to see what my HSA balance is, I have money being taken out of my paycheck and not deposited, and Flores is not processing HRA payments. Stay away from this Flores & Associates. They are poorly run and horrible communicators. No state or federal agency has been able to help me. I hope I have not lost my HSA funds! read more

I am receiving insurance benefits through COBRA, and Flores is the COBRA administrator. Three separate times over the last eight months I've been receiving COBRA, the company has failed to report my automatic payments for the COBRA to my insurance companies, resulting in them canceling my insurance three separate times, causing all kinds of problems for me. As I said, these are automatic payments that come out of my checking account every single month and pay the cobra premiums on time. Each time there was absolutely no reason for cobra to be discontinued. And every time I called upon discovering that my insurance coverage was canceled I was given the runaround on the phone by various customer service representatives at Flores, who told me that the issue was being straightened out, but it would take weeks for them to resolve it almost to the time the next month insurance was supposed to begin. No option for a callback. The AI assistant can 1) change your password or 2) check your balance. That's it. I've recently had to use them for COBRA and unfortunately missed my December payment by a few days. I thought I had a 30 day grace period, which they tell you that you do, but that is in the month that it is due, so truly no grace period and they don't send a reminder either. Nothing like losing your job and then losing your insurance because you were just a few days past the date sending your payment at the holidays. FSA card has been fine, but child spending reimbursement account is always out of date (in excess of two months). Our Company has been with Group Dynamic for years. Flores bought the Company and it's been a nightmare ever since. They stopped the HSA cards on 9/20/24 that my employees had with Group Dynamic, and there is no way to fund the new accounts with Flores. My employees haven't even received their new HSA/FSA cards. No one will return my calls. Employees that have asked to set-up their new account online with them, have tried, but keep getting error messages. My employer uses this company for our dependent care in which I have participated for 10 years. I had never had any issues until recent. Prior I would submit a claim and about 2-3 days later I would receive the reimbursement direct deposit. Now the end of November their website and company systems were down so funds still came out of my check but could not access the website or over the phone they couldn't access my account for me to submit a claim. Once it finally was back up and I submitted a claim it took almost 2 weeks for the direct deposit to be issued on their end. That is about 3 weeks if not more that they had my money that I couldn't get. I just submitted another reimbursement on 12/31 (1/1 was a holiday so I understand that) but here we are going on a week later and my claim hasn't even been reviewed. I have canceled my 2025 enrollment with them because it is not worth the stress from such a terrible company. I hope my employer uses another company in the future. I hope others cancel as well and that this company can eventually close because they have caused me so much stress in the last 6 months that I cannot wait to wash my hands of them. All my medical claims were denied as BC/BS stated they had NO information on my coverage ( despite me paying the premiums for Sept to Dec 2021 to Flores as COBRA administrator) Had to get VERY insistent with Flores in December to straighten it out. SAME bul$$hit in May 2022. BC/BS denied all claims after December 31, 2021 as they stated they had NOT received any premiums from Flores since December 2021. WASTED 2 hours of my time trying to get this resolved with BC/BS and Flores. Their ho-hum attitude is infuriating. The American health insurance system is a travesty. NO OTHER civilized country has to deal with this crap. Too many fingers in the pot and too many players that do not do their job. An incredible waste of time. read more
