They took over the property less than a month ago and have since allowed the garbage to go weeks without pick up, offering to send maintenance to take it until they figure out the issue but never sending them. They also do not communicate well. Paul will speak to you like a subordinate if allowed to. Small things like replacing blinds and or routine maintenance of grounds becomes an issue and you will be chastised for reminding them that request have been marked as completed but never followed through with. Spend your hard earned money elsewhere. No one deserves to be spoken to with such disdain and then be expected to pay rent. You will have to remind Paul that you do not work for him and even if you did, he doesn't have the right to treat you like a plebian. My electricity was shut off due to failure to pay it, and it is included in my rent. My worries about my insulin and food were too annoying to Paul perhaps making them pay for it may give him some perspective. read more

Great apartments in the east ave/park ave area. My apartment was spotless when I moved in and any thing I asked them to fix was done before I moved in. I think I get a great deal for my apartment and I'm very happy with it. The only reason I am not giving 5 stars is because every time I had to go into their office they make me wait far too long. They start making phone calls and dealing with other stuff before they handle the customers that are there in the office (even when I have an appointment!). read more

My boyfriend and I recently signed a lease for an apartment in the Chapel Hill building. We have been living here for about two weeks now and I have little to no complaints. After reading the reviews on this website, I have a few things to say to people looking to rent in this building... 1. Rent will always be expensive when you're looking at apartments in prime areas of the city--east end, park ave, etc. I think that for the ability to have off street parking, a beautiful apartment, various amenities and the convenience to walk to work (for me), the choice was obvious to live here. 2. Upon move in, we did have a few concerns (a light was out, a few windows wouldn't lock, old junk from previous tenant) but a handyman came out later that week to fix what we needed. He was polite and respectful. My only problem with that was that no one alerted us that he was coming. He showed up at our door and almost came inside before we had a chance to get to the door! My question is, if we weren't there, would he have still come in? I am really not into the idea of landlords/handymen coming into my apartment without my knowledge/consent. 3. Yes, there is a laundry room but when it's $4.00 to wash/dry ONE load of laundry, it's more like a burden than an amenity. I ended up just taking my laundry to the nearest laundromat and saved myself almost a dollar per load. And I know what you guys are thinking but when you're a shopaholic as it is, I cannot even afford to my laundry here when I have so many loads to do. (More of a personal issue than a company issue) 4. I'm not sure where all this backlash towards management is coming from. My boyfriend and I looked at almost 6 different apartments under FCM. Sandra and Emma drove us around in Sandra's personal vehicle because it was raining which was so nice. I will say that their apartments outside of Chapel Hill do not even compare. If you are looking for semi-modern, don't even bother looking at any of their other buildings as you will be wasting your time. After we decided on the apartment, Sam, another FCM employee, worked tirelessly aside my boyfriend and I. She answered all of our questions and made sure that we understood everything before signing our name anywhere. She really personalized the experience for us and I'm really grateful because if it wasn't for her, we would've been in a smaller apartment but she helped us find a slightly bigger apartment that was still in our price range. 5. This might be unique to my building (or even my apartment) but the person above me LOVES to walk around her hardwood floored apartment in heels as she's getting ready at 6:45AM everyday. Maybe the walls could be more sound proof--or maybe she should get a rug or not wear shoes in her apartment. I have no idea but it's super annoying. 6. Bugs, bugs, and more bugs. Our apartment has a balcony and it's one of the main reasons we really wanted it. However, there are huge hedges right outside our door which makes it pretty much a hub for pests. Everyday, I put at least one silverfish outside and kill 2-3 ants. The door is horribly insulated which isn't too big of a problem as it's August, but I am not looking forward to the fall, when insects try to get inside to escape the cold. Not sure who does the landscaping but huge hedges and balconies with doors that aren't completely insulated are a real nightmare. All in all, I do love my apartment. I love the amount of natural light and from what I've seen, my neighbors are relatively decent people. I DO wish it accepted pets though.I was so sad that I couldn't bring my kitten especially when I would've paid extra to have her here. When I first started looking at apartments, I really didn't want to move into a building (Mostly because I was worried that #5 would happen) but I'm starting to enjoy it. My first apartment was in a house that was converted to apartments and I must say that I really enjoy living in a building. The main door is opened by a FOB which makes it easy to get in when I'm carrying groceries in but is also a great safety measure. Overall, I would recommend MY building, and my building ONLY to family and friends. read more

Management is not the best. They will do anything to take your deposit. Appliances are old and are not fixed completely before moving in. When you log into your account you can see the many complaints about anything wrong with an apartment and the amount of time it takes to get things fixed. Also hot water only runs for 5 minutes before the tank shuts off - they control this... I would not recommend renting from this company. read more

I am sad to say I'm giving Flower City Management 1 star after living in one of their apartments for 2 years with a mostly positive experience. Generally speaking, management took care of any repairs relatively quickly and were fairly responsive to input from tenants. However, my final interaction with Flower City Management, namely Sandra Billone, left a very sour taste in my mouth. When I first moved into my apartment, 2 sets of window blinds were broken. When I asked management to fix these blinds, they responded by saying the blinds were not part of the lease (which is true; they were left by the previous tenant), so they're unfortunately not able to fix them. Because the blinds were on a window I seldom used and it would have required use of a large ladder to fix them (high ceilings), I decided to leave them as is, as it wasn't too much of an inconvenience. When I moved out 2 years later, I went through the entire apartment and made sure it was spotless, even using bleach to make sure there were no marks in the bathtub. I left the apartment in pristine condition. It was cleaner than it was when I arrived 2 years prior. Several weeks after moving out, I received a letter from Sandra at Flower City Management telling me they are withholding ~$200 of my security deposit for the following reasons: - The broken blinds that were there when I first moved in (that they insisted were not part of the lease and refused to fix) - The bathtub was dirty (it's my word vs theirs, but this is simply false) - The kitchen floor needed to be cleaned (it was an old, scuffed up floor that was no more scuffed up than it was when I first moved in) When I contacted Sandra to address these issues in a professional, cordial manner, she was incredibly rude and disrespectful. She refused to admit any wrongdoing on her part regarding the blinds. It was very clearly documented through email threads that I notified Flower City Management about the broken blinds once I realized they were broken, that they explicitly stated they're not included in the lease, and that they would not fix them. Despite not being included in the lease, Flower City Management charged me for the broken blinds and labor to replace them. This phone conversation ended with Sandra refusing to talk about this matter any further and hanging up on me. After sending her the email thread and following up several times, I never heard back from Sandra or any representative of Flower City Management. Incredibly unprofessional mistreatment on their part. I would not recommend renting from Flower City Management because they will look for petty, inaccurate reasons to withhold your security deposit. Lastly, to be fair, I want to note that the rest of the staff at Flower City Management, including office and maintenance staff, are very kind and helpful people. My issue with Flower City Management is solely due to the owner Sandra Billone and her unprofessional, unethical business practices. read more

I recently moved into the Medical Arts building owned by Flower City Management. Luckily, I followed my gut and not the reviews on here. As a long time downtown renter in Rochester I've looked at and researched every property in the city. The Medical Arts Building is by far the best value for your money. The apartments are absolutely gorgeous with updated beautiful hardwood floors, large windows with tons of character and a state of the arts heating system put in place. The entire building was gutted and updated and Flower City takes pride in keeping this property secure, clean and maintained. I cannot tell you how strict they are on security making sure no one can enter the building. In fact, you can't even access your elevator floor without a key fob. Doors are locked and management takes all necessary precautions to make sure residents are safe. This is not the case in other downtown rentals. Sam the leasing agent is fantastic! She is in tune with what you are looking for and will help you find the perfect apartment. She answers all your questions in a timely manner and will do everything to make sure you are satisfied. Sandra, one of the owners is also friendly, helpful and dedicated to keeping the family business running well. She will personally take your calls and assist you with any issues. She runs a tight ship-exactly what you want in a manager. In regards to noise, yes there is noise in any city high rise apartment. If street noise bothers you this is not the place for you however there is nothing extreme. It gets a bit noisier on Friday nights and sometimes on Saturday but running a fan to minimize any outside noise works well. A small sacrifice for being in the heart of East Avenue in an upscale city apartment. read more

DO NOT rent with them! On the surface, they have properties in prime areas that are attractive to young professionals. Management hires interns who are polite and nice, and apartments are clean prior to moving in. All of these make you want to rent with them. You will be okay if there's nothing wrong with your unit, but if there is, good luck getting it fixed. I rented the Medical Art Building on Alexander St. Three units on the top floor (including mine) had horrible leaks, and they never fixed the roof for 6 months! Two of the three tenants terminated leases early. There are plenty other options around Park Ave/East Ave. I wish I had done more research on them prior to moving in - there are numerous complains against them with housing authorities, and management tries their best to not deal with problems. Sandra and Christine are flat out rude and irresponsible. They are the worst landlord I've encountered. read more

Doors have exterior locks that jam, the parking lot is not maintained or adequate, and despite multiple complaints by multiple residents, they have done nothing about people smoking marijuana in the building and stinking the place up. Consider another option before renting at the Medical Arts Building- recently the management sold out to the Cabot Group and the place is going down fast. What was once a building for professionals has turned into a college dorm. Cabot is renting to any and all people allowing loud music, more than one tenant packed into one bedroom apartments- doors left not secure in the lobby-it's a shame because the prior management ran this place like a charm. They have alot of nerve charging high rent for dorm living...Not worth the money unless you like loud 20 somethings and banging doors all night- Professionals Run!!!!! read more

I was rudely treated by the owner, disbelieved and altogether dropped in my pursuit of an apartment. Living in an apartment from Flower City Management was definitely WORST LIVING EXPERIENCE OF MY LIFE. RUN RUN RUN!!! Their apartments are old, really overpriced, and they will do anything not to address the issues you have in order to save money. It is all about money, they don't care about providing service and even decent living conditions (that are in the contract!) - just check the other reviews yourself. Some of the problems I had: 1) The house was INFESTED WITH MICE! Flower City Management wouldn't solve the problem. They would send a useless Pest Control Company that would only set up mice traps that never got any mice - I really think they had an agreement with this company to just make it look like they were doing something. I have videos of mice walking on top of my kitchen counter! They told me they never had mice before in the apt and that was a LIE, because I found a mouse trap underneath my oven with a mouse skeleton before talking to them - the same kind of trap that useless company put again later! I had to solve the problem putting mouse poison on the floor of my kitchen - and I lived like that for 5 MONTHS! 2) I had mold all over my kitchen wall twice (water was leaking from outside into the kitchen wall). They fixed it poorly the first time (of course), and took them a long time to fix it again when the mold showed up again. When I was about to leave the apt, it was showing up again, but I didn't bother asking for it to get fix. 3) When I visited the apartment, they told me I wouldn't pay more than $100 in utilities - not true! During winter I could pay even $130 living by myself! 2) The shared washing and drying machines always smelled like cigarettes - more than once I had to wash my clothes again. 3) The garage I rented during winter was creepy, the door wouldn't lock, and water was infiltrating the floor and creating holes and cracks. For a 'bargain' of $30-40 (if I remember well)! Once I scratched my car door on the garage door because they did not remove the snow in front of the garage and the car slipped. 4) They will schedule showings in great advance! Once I had one of the ladies call me saying that I didn't remove the garbage before they showed the apt - and I did! And I cleaned that old apt the more I could! The smell of cooking wouldn't leave! AWFUL. There are other things as well...but I think this list is enough! Looking back, I should had left and sued them! But I was new in the U.S. and in Rochester, was naive and afraid, because they are a big company here. Don't do the same mistake and if you are living there with these same issues, sue them and leave! They do this to a lot of people and get away with it. I repeat: they will do anything for the money, even at the expense of other people's misery if they need to. read more

I am writing this review solely based off of an interaction with the woman who was on duty while I was at one of the apartments today on East Avenue while seeing a friend off before he moved out of the city. It is not based on any personal experience with living in the building but I was bothered enough to share my experience with others. I came to see my friend off and brought my dog (a daschund Jack Russell mix) a small dog with me. I originally planned to keep him in the car as the visit was to be very short as he was packing his moving truck and we didn't want to be in the way. I had gone in to greet my friend, leaving my dog in my car. Before anyone tries to come for me or call PETA, all windows were down and I was inside less than 5 minutes... when I returned to my car, I let my dog out, picked up his droppings and put him back in the car---my friend said, just bring him in.. As I'm walking to the door, said FCM rep approaches me and nastily asks where I'm going, who is the tenant and then says, you can't bring that dog inside. It says so in the lease." I only said okay. Like 4 times and she continued to tell me her spiel about what their strict policy is...and then seals it with a "I'm just letting you know." stamp. I have no problem following policy-strict or otherwise, but I do have a problem with rude, less than courteous interactions. I'm certainly not going to endorse someone spending their money for their guests to be treated unkind. So consider your guests before you lease with them. read more

If I could give this place a zero, I would. Terrible experience living in this apartment building (268 Alexander). Mold was starting to grow on the living room walls and nothing was being done about it- they were going to paint over the stains but never even did that! One evening, a BAT (yes, a FLYING BLACK BAT) was in our apartment. My boyfriend had to take the screen off the window and shoo it out. Bugs EVERYWHERE. Hot water NEVER worked. Plowing in winter was terrible. My (and others) packages were being stolen right from the front of the building. And as I'm reading reviews now- this has been happening for 5 years!!!! Secure entrances were talked about- BUT yet again- nothing was done. Because the management company is SO CHEAP. Too cheap. And nothing has been done by the people who own this place. My car (AND my roommate's car) were broken into- and yet again, no compensation was given to us by the company for this. They have done nothing AT ALL to help us. The management of this place is quite terrible as well. No help with ANY of our issues. Soooooo rude. What happened to the mentality that the customer is always right? Please, please, please.. if you're thinking about renting from these people- don't. Don't give them your hard earned money. read more

I lived at a Flower City Management owned apartment on Park Ave for two years. In the two years I lived, I have never had an instance where I was not satisfied with their service. They have a web interface where you can log service requests and those usually get taken care of really soon. The building I lived in were mostly young professionals. There weren't any crazy parties; at the same time listening to music on your sound bar on a weekend was not an issue. The apartments are clean (they make sure to clean up the apartment real good when a tenant leaves). The management was kind enough to repaint the bathroom (even without me complaining about it after their routine inspection). The staff is very friendly ( I have mostly had conversations with Sam and she is amazing ) They put strips on the parking lot so that there is no mismanagement of space in the lot. So yeah, they do care. Lastly, about the security deposit, if you cleaned your apartment up after you move, you are not going to lose a penny. read more

I had a great experience with Flower City Management. When I first moved in to my apartment they replaced my outdated fridge and stove at my request without hesitation. Any time I needed any maintenance or assistance they were always very prompt and helpful. The staff is very pleasant to work with and very responsive. My building is well kept and cleaned regularly. It is very quiet and, aside from squeaky wood floors, I rarely hear my neighbors. I have and will continue to recommend them to anyone I know looking to rent in the Park Ave. neighborhood. read more

I rented from Flower City Management for just under two years and I had an excellent experience. Maintenance issues reported through their website were addressed promptly (within a few days) and any repeat problems were answered in great haste (immediate phone call). When I had to end my lease and move out early, their team put in the extra effort to find a new tenant. Showings were always scheduled ahead of time. Heat and hot water worked well, as did the kitchen appliances. The friendly staff and affordable apartments make FCM a great choice for students at ESM or UR. read more

I live in the Medical Arts Building, and couldn't be happier with my beautifully updated apartment and the excellent management. Before I moved here 2 years ago, I lived in another one of the properties owned by Flower City Management. Everyone I've had to deal with is warm and friendly, and very efficient in getting issues addressed, even though having one is rare. The building is quiet inside, though there is some noise outside at times, but that is to be expected with it being in an entertainment district. All part of living downtown! I had a pretty bad experience with Flower City Management and had to move out. The apartment was spotless and newly painted when I moved in, but most of the fixes that were written into the lease were not complete before I moved in (but finished within a month of move-in). I found management to be incredibly friendly and helpful at the start, but soon learned that the landlord-tenant laws were not applied, as they frequently came into my apartment without notice. The neighborhood is great for students, but the building was quite noisy (I could actually hear my neighbour's bed creak) and there were more than 5 instances of theft (car break-ins and stolen deliveries) mentioned by various tenants in just over a year. The parking lot was also full of potholes, and the garbage pickup comes very early in the morning and is impossible to ignore. Great spot for cheap rent and partying, but wasn't for me! read more

I had been a tenant at Flower City Management for the last two years, only moving because I was moving out of state. My apartment was large, and very clean on move in. The staff are friendly and very helpful. Normal things arise as you are living in place, but the maintenance people are great, and if you bring up the issues as they happen, the team is very good about addressing them. They also didn't raise my rent for my second year. I feel like every other landlord I've ever had, has increased my rate after the first year. Not only was it a pleasant experience renting from them, when it came time for me to move out, they were incredibly accommodating to me and understanding when I ran into trouble with my move. They could have been difficult about me not being out on time, but everyone in the office went out of the way to help me. Truly, I couldn't have asked for better landlords. read more
