I figured this out in retrospect. I guess they figure if you're a cruise ship tourist, you're going to leave and never come back, so they can take advantage.
Here is the scam I was subject to: As soon as the pump stopped pumping, the guy told me to go check my fuel gauge. I turned to do that for some reason, but as I did, I noticed him change the amount on the pump manually to 998.98 Pesos. I immediately caught him and called him on it. He tried to bullshit me but it didn't work. He changed the amount to 504 pesos. I was going to be late to the cruise ship, and had to return the car on time, so I handed him my credit card and he charged me in that amount (in retrospect, I should have handed him less money in cash and told him to fudge himself), got it charged and walked away.
I was going to buy a bottle of Almond Tequila from the duty free station before getting back on the ship. However, due to this ripoff, I decided not to do so.
