    Owners Beware!! Tenants Beware!!…read more The owner of Complete Rental Management (CRM) - Stephanie Pena - lives in West Virginia NOT Pueblo. CRM hobbles along with 2 part time employees who have no authority to get anything done. If and when Stephanie responds to an email, it is from her phone. Phone calls are never answered in the office and are rarely returned. I know "working remotely" is now the thing - but this is ridiculous. My elderly mother has been scammed for years by CRM to the tune of about $5,000.00 in unauthorized maintenance costs. My mother left her house in good order prior to moving and absolutely trusted and relied on CRM. Through a reliable source, we discovered that CRM is in the practice of REMOVING new appliances in the properties they manage and replacing them with older/refurbished appliances at full cost to the owner with an 8% price increase without owner's prior permission or authorization. CRM believes THEY are above complying with their own contract with the owner. Work is done (supposedly) and then invoiced to the owner and payment is withdrawn automatically from tenant's monthly rent payment. Reliable sources show that CRM has a rotating supply of used but newer appliances removed from their other properties they manage and installs them in other rentals as new. Invoices are abundant on the portal, but receipts are conveniently LOST. CRM failed to perform a yearly inspection of my mothers's rental for nearly 2 years. When they finally got around to to it, they failed to address our electrical, safety or maintenance concerns. CRM manipulated rent payouts at whim, blamed the tenant for being late and often did not disburse rent payments out until the next month. This left my mother (who lives on a very limited income) uncertain every month as to when a rent payment would be received. Thankfully, CRM has NOW terminated their contract with my mother since we have started to demand accountability, ledgers and receipts and explanation as to where $5,000.00 in repairs went. They did all repairs and replacement of appliances including a replacement of a NEW hot water heater with an older model WITHOUT PERMISSION and at a cost to my mother of $950.00. No receipts to be found and no explanation as to why the hot water heater was even replaced. Resignation by CRM was truly a gift. We are relieved beyond measure. We received January's rent right on time from the tenant - no issue at all and maintenance has been brought up to code. We are STILL waiting for our remaining $250 maintenance credit from CRM that was to be paid on January 5th and still nothing. All Emails, phone calls inquiring about the credit disbursement are simply ignored. If CRM is treating my very sweet, kind and trusting mother this way, they are more than likely doing the exact same things to other owners and tenants. I am a friendly, trusting and amicable person. I have tried in every way possible to give CRM and Stephanie Pena the benefit of the doubt and the opportunity to work with me on my concerns., but my efforts have simply continued to be ignored. I have now filed a Complaint with the Colorado Attorney General's Office who is very interested in investigating bad property management companies in Colorado right now. I have handed over my file to their office this morning and am assured they will investigate my complaint. Complaints are also now being drafted with DORA and the Better Business Bureau. All of which will require absolute and accurate accountability FINALLY from Complete Rental Management and it's owner Stephanie Pena.

My experience: 1) When I moved into a home managed by Complete Rental Management, the refrigerator was broken and there was no hot water in the house. This was due to the owner and company not having ensured that the house was move-in ready. 2) I had to call the city myself and arrange a time for an inspector to remove the lock that was placed on the gas. I had no hot water for more than a week. 3) The fridge was not replaced for two weeks, so I had to use a cooler during that time. That month's rent was not reduced in any way. 4) They were misleading about lawn work that was required, as well as a "pet deposit" that was later revealed to simply be a fee, and would not be returned. 5) Even though I have emailed several times and called, they have not shown any documentation (i.e., invoices, bills) to provide support for why they have chosen to keep half of my deposit. Furthermore, they have not refunded even the remaining portion of the deposit to me for still nearly 4 months after my lease has ended. Rental costs in Pueblo have skyrocketed in recent years, and CRM has taken advantage of this by acting in a predatory way towards an impoverished community that has neither the time, finances, or ability to fight back. Stay away from them.
