Mr. Holler formally confirmed in writing to a state regulatory body that despite his agency receiving explicit notice of this progressive property hazard, he has no obligation or intent to notify the underwriting carrier or evaluate the risk unless explicitly authorized to do so by the property management firm.
Essentially, if a material physical hazard is unfolding, this agency's posture is to pass the buck to property managers and insulate themselves from proactive risk mitigation.
