The bathroom was finished in smooth stone and had plenty of counter space while the shower had rain and handheld spray options. I really liked the free and strong Wi-Fi. Their restaurant/bar that had indoor and outdoor dining options offered a daily free and satisfying breakfast of several choices like a "Filipino Breakfast" of either longanisa (sausage), daing (marinated milk fish), or corned beef hash with an egg, white rice, and juice, or pancakes or cereal, toast, fresh fruit and juice. For non-guests, this would come to less than $4 USD per entree. They also offered very affordable dishes that were pretty good like burgers and fries, paninis, and pasta. Service was excellent. The doorman who seemed to have multiple roles as needed was extremely helpful in telling me where to find high-quality native pastries and food. The hotel's very walkable to historic cobblestone streets which only allow foot traffic and kalesas (horse-drawn carriages) and are lined with lots of eatery choices and little shops. The girl (the baggage guy told us her name was Debbie) that checked us in could not find our reservation - - she was looking under the wrong name. We got to our room walked and walked in. Wait, this ain't the room we reserved on Agoda. It looked nothing like the photos of the room on the website. Another thing is that the room was dark & smelled musky - - just damp. We were too hungry from over an 8 hour bus ride, so we ate dinner in the hotel restaurant. After dinner, my wife explained to Debbie that the room was not the one that we saw on the website and that the musky/moldy smell irritated her and that it would be an uncomfortable stay. Debbie looked up without even thinking telling us that there are no more rooms - - basically telling us "to live with it". That night, neither one of us slept well. The next morning we did our sightseeing and went out looking for a new place to stay. We found one. We already prepaid for two more nights, but we just couldn't stay there & knew we would have to eat the costs of the other two nights. When we checked out & returned the key, we explained what happened to the manager and he was sympathetic; he even offered us another room. Sorry, but Debbie made it impossible for us to stay there. Location is good. It's one block from the famous Calle Crisologo. It does have an elevator if you don't want to climb stairs. One thing of note, they don't have bottled water in the room - - they have a water jug in the hallway that you can get water from. Is this water spring, filtered, or whatever - - who knows. Finally, when we were riding the bus to Vigan, we called the hotel to ask how to get there and were told to take a tricycle to the hotel. As we turning into the bus terminal we happened to see a Ciudad Fernandina Hotel van drive by our bus. Why wouldn't the hotel let us know they had a van to use - - we would have paid to get picked up. My wife believes that it was Debbie that she spoke to. They have toiletries, hair dryers, and various amenities in the room BUT only the single bed rooms seem to have a mini fridge available to them. My cousins who stayed at the double beds rooms have mentioned that they didn't have this available, One other complaint that I do have is the showers are very slippery, a rubber mat could easily fix this to prevent anyone from slipping. My biggest complaint though would have to be the roosters outside. Starting at 3am you will hear them going off every few minutes so if you're a light sleeper beware. One of the upside though is that you are given a free breakfast ticket daily which you must claim from the front desk sometime at the end of the day. There are also plenty of seats and games to just hang around with people throughout the property as well as an open bathroom near the lobby

Fast forward, Before going back home to the states we figured it was more convenient to just stay at the same hotel and because they were so friendly and accommodating on our first stay, decided to reserved 2 rooms again. But this time around it was a whole different tune. We check in first and had mentioned about having another reservation under the same name (gave check in date for the other room) and needed wheelchair access. First thing she mentioned they have foreigners guest??? I looked at her and said and why are you telling me this. We are all booked? So I ask her how will a wheelchair go up those steps and she mentioned I booked your other room on the ground floor ok makes sense. But when we check for wheelchair access to go up to the restaurant let's just say you need to go basically around. So I ask the front desk again for a lobby she replied once again they have lots of foreigners guest. (I guess I'm not a foreigner considering I'm from the states?!) Left did a few more sightseeing came back and another worker was at the front so I ask if any rooms was available on the lobby she check room was available with upgrade! So we did an upgrade. Not sure why the other front desk person didn't notify me when clearly I asked multiple times plus when I booked the room I clearly stated about a wheelchair. Wanted to give a 3star because of the front desk issue, but decided to do a 4star only because the restaurant services made up for it. Rooms are spacious and clean which is a plus both had a balcony for both times we stayed. We used the gym, it was extremely hot in there. They had a treadmill that was not working at the time we could not find the plug to it.

From the moment we walked in, the front desk stuff greeted us with smiles and warm hospitality. This was consistent among wait staff at the restaurant and everywhere else within the hotel. Java has a nice outdoor pool, tennis court, gym, and restaurant along with a number of in-room services including massages, manicures, and laundry. We did take advantage of all these during our stay and was impressed with the service and price. Java is currently working on an addition that will almost double the size of the hotel. Looking forward to seeing the finished hotel the next time we visit Ilocos.

The door to the balcony could not be opened due to the rain and the wood expanded. The phone did not work, the wifi was mediocre. The buffet was terrible. The clubhouse was a secondary eatery on the property but they do not advertise it. The executive chef was seen all throughout our meals eating from the buffet line and eating m&m's from their food displays. We asked a waitress whether they will serve more eggs for breakfast, she said she will check and never came back. Needless to say, no eggs were refilled. Just a terrible place to be.

We paid 5,000 for the VIP table to Miss Jo but our other friends weren't allowed in because they said it was already cut-off. I talked to the head of the guards to just add a fee, but he answered me (CUT-OFF IS CUT-OFF). We asked them where Miss Jo was so we could talk to her to prove that we had paid for the reservation, but they said she had already go home. Is this Flotsam's standard procedure?

My friends ordered the beef tapas and beef jerky comes to mind. My other friend ordered a burger and fries. The fries were probably fried in the same oil that my pork belly was. It was stale and soggy.
