The proper name for the art piece is "I See You", by Suzanne Gayle who has created a number of artworks in the city as part of the Hayward Mural Arts Program. It can be found on the exterior walls of the Superway Aquarium in Hayward, only on two sides of the building, the rest painted in yellow. It was unfortunate to see a couple broken windows in the middle of the painting (probably since this isn't the greatest neighborhood), but otherwise the condition of the artwork is decent, even after a decade. Worth checking out if visiting the local fish store.
