These individuals are rewarded with immediate attention and "service" while everyone who follows the rules and takes a number waits in frustration. It's a terrible system with zero enforcement of rules or respect. And then the "service" reps wonder why people are so disrespectful to them. They need to enforce protocols and actually implement the "turn taking" system. If you arrive after 2:30, you'll likely find that there are no numbers left to take in case you're someone who follows rules. I'm sure the people at the desks know their stuff, and are very nice, but there is definitely a lack of leadership and order at this location.

As a supervisor, I think you should be able to put your pride aside and realize when you're wrong and help a customer rather than shut down and turn them away when proven wrong.
