Seriously I have never tasted a smoky aromatic refried bean dish EVER as I have here and I've had a lifetime of refried beans. Now I don't know what this place's special dishes are but hell, just come here for the refried beans. Amazing. I was visiting Mesa for spring training and decided to try this restaurant because it was the closest to our hotel. It's one of the only open businesses in the entire shopping center. We sat on the patio and it was very clean. Our waiter was super attentive and very friendly. The chips are DELICIOUS, but I didn't care for either salsa given. The green salsa is very sweet, and the red salsa needed acidity badly. The soft drinks come in a large size, and they have the "good ice." My reason for 3 stars is due to not liking the food whatsoever. The prices are definitely on the higher end, and the food quality was not very good. Lack of flavor in almost everything, beans being the worst. The beef in my taquitos was very soft but unfortunately flavorless. Neither of us finished our food. read more

We've been eating at Rosa's for many years anytime we get over to the East side of the valley. We love the smoky refried beans, the chile corn, and the sweet tomatillo salsa. The prices have gotten quite expensive, so eating here is definitely a splurge for us. The high prices, and the fact that they ration the amount of chips and salsa you can have without having to pay for more are a downer. I've always bought a pint of tomatillo salsa to go, and it's now $12 before tax. Sadly, at that price I'll be giving that treat up. read more

We are so glad to have made the drive after arriving in town for vacation! Rosa's was clean, inviting and our server was fantastic! The classic margaritas were very tasty and well made! The chips and two salsa's were excellent especially the green tomatillo! The chili relleno with ground beef enchilada had wonderful flavor and we were so pleased to have black beans as well! We also had the flying saucer which was also excellent with the sweet pork. The star was the grilled fish taco, so much so that we ordered an extra to bring home with our leftovers! This place is nostalgic for me because my wife and I had our first date here years ago, and she ate here long before. But in my visits since then, the food has struck me as average and heavy, and the chicken has been kind of tough. This time it was the chicken mole enchiladas. Mole itself wasn't bad. My wife just wasn't impressed with chille relleno. Prices have gone up lately (which is happening everywhere), but the prices here are too high for the quality. We ate at Rosa with friends on a Saturday night. It was pretty empty when we arrived at 5:30, so it was surprising that service was so slow. It took about 20 minutes to be asked about our orders, and we weren't staring at our menus that entire time. They did supply us with large bowls of chips and fresh salsa, so that satiated us in the meantime. I ordered a fajita salad with steak. It was incredibly good, and HUGE. The steak pieces were abundant and the avocado slices were perfectly ripe. The vinaigrette worked well, too. My margarita, however, can only be described as mediocre. My husband had the steak fajitas and found them to be quite good. Large amounts of food for a good price. Our son ordered the cheese crisp. He didn't like it, but that was because of his own pickiness, not the fault of the crisp. Us adults had pieces and thought it was just fine, and the leftovers came home with us. Even with the blips in service and the state of the margarita, the food well exceeded my expectations, and I really enjoyed the atmosphere. I wouldn't mind coming here again. read more

I hate leaving bad reviews and rarely do it, but all the reviews were so misleading and we ended up driving 30 minutes to try this place. The green salsa was extra sweet which we expected, but the fact the red salsa was so sweet we couldn't eat it was a huge bummer! My husband got a beef burrito and I got the taco/enchilada combo. The beef on his burrito and my taco were also sooo sweet. The chicken on the enchilada was alright, but again the sauce was too sweet and the rice was also sweet. I ended up eating less than half my meal because of low quality and all the sweet flavors. read more

Pretty empty for a Friday night. All the servers looked busy but the service wasn't very good. At one point I realized every single table in the room we were in had to wave their server down. Semi clean - our table had dried lettuce on it but nothing else stuck out. Everything else was clean. Overall atmosphere was very festive. Our waitress seemed very new, didn't know the menu. Wouldn't have been a big deal but when we asked what Fresca Quesadilla was she went and asked, came back and said it added tomatoes and jalepenos. We ordered figuring we would try it, it actually came with pineapple, avocado and jalepenos. It actually worked flavor wise but my husband doesn't like pineapple so was pretty disappointed. The crisp also came out only a few minutes before our meal, the cheese was hard and you could tell it had sat for a bit. Chips and salsa were okay. First batch of chips were stale, second batch were fresh. Green tomatillo salsa was a little on the sweet side. Red salsa was okay but needed salt. Neither are spicey. Chicken fajitas came out sizzling but overall it was bland. The flour tortillas were pretty big so it felt more like you were making a burrito. Onions and peppers tasted more burnt and there was a lot of liquid still left in the skillet. Overall, very bland. The refried beans tasted smokey and overly cooked. The rice was actually good, good flavor. Beef enchiladas were very bland. Meat was good but the tortillas were thick and the salsa had zero flavor. Lots of meat, not much cheese. Rolled not flat which I always like. Margarita on the rocks came with out salt (which I prefer but did not request), many people ordered it frozen. It was pre-mixed but not too bad. Pretty sweet but it checks any margarita cravings you might have. Everyone seemed to be struggling with service. They were nice, always seemed busy, but never attentive. Over the years, I have eaten at Rosa's numerous times. Usually, the food and the service are good, but today both were disappointing. The young man who served us was unfriendly, bordering on rude. It seems that now Rosa's will charge diners for extra salsa -- $3 to $3.75 for a small dish of salsa. Without salsa, the burro I ordered was dry and flavorless. But I was not going to spend $3+ for a few ounces of salsa. Most Mexican restaurants generously refill salsa, some even refill chips. In the future, we will opt for Si Señor where the salsa is abundant and varied, or Valle Luna. Rosa's is no longer on our list of favored Mexican restaurants. Perhaps others have come to the same conclusion; this is the first time we have dined there and been the only ones in the restaurant. read more

The Mexican food is always good at Rosa's!i It's as authentic Arizona Traditional Mexican as it gets. Just like when I was a kid and we'd always have go out for Mexican food when we'd come to town. Enjoyed my second visit to this cozy grill tonight with friends from CO. Our server was friendly, attentive and delivered a variety of complimentary homemade hot/spicy to mild/sweet salsas with chips upon our arrival. We also ordered their Rosa's special margarita on the rocks ~ a large, tasty sipper that lasted each of us our entire tasty meals. Our dinners were a mix of items and all were delicious: tender carne asada soft corn tacos, melt in your mouth green corn tamales, roasted vegetable-cheese enchiladas, bean & guacamole tostados and a chile relleno that our friend said was the best he's ever had. Man what a disappointment.. the cool neon signage drew us in but the food fell flat! The salsa was overly sweet and bland and tasted like stewed tomatoes. Got the taco plate, ground beef and the taco shells were soggy and fell through and the meat was bland with no taste. There was no amount of salt that was going to do it justice. Also the beans and rice had the taste of liquid amino smoke flavoring which was absolutely unappetizing. Overall, we spent $55 and left unsatisfied and disappointed. Place doesn't look like much from the outside and the strip mall it sits in is well pst it's prime but upon entering the staff welcomed us warmly and got us right to a table (party of 6). The smells in the restaurant told us we had picked the right spot, mouth was watering from the moment we sat down. Our waitress was awesome! She was very friendly and gave some good suggestions. We Yelped Mexican near our downtown Mesa hotel and the list was as long as my arm, but Rosa's specifically said they had sopapillas and I wanted some sugary fried dough, so I was sold :) The spot is in an older shopping plaza. Once inside you are greeted with cute brick walls and an old school Mexican casita look and feel. We had a really attentive server who was on top of drinks, food and generally checking on us that we were happy. I started with a few margs on the rocks - they rocked and the chips and salsas. I personally preferred the red salsa over the sweet green, but the latter grew on me. For an entree I selected the chicken mole enchiladas. The enchiladas were rich and delicious. Everything was just a little different than usual and the was a welcome surprise! And of course, I got my sopapillas for dessert and they were yummy fried goodness (they had flan and fried ice cream too if that floats your boat). I am surprised we never went back during our stay, but were so on the go we just didn't make it in again, but I would go back if in Mesa in a second! read more

This is hands down the best Mexican food in Arizona and quite possibly anywhere, not Americanized, very authentic and even the decorations are authentic. This place has been a staple for my parents for the last 25 years, and this place is in an odd location in a run down strip mall but it's been there for a long time. The food is so good, great taste, the beans and rice are spot on, sometimes the beans and rice are just a filler but not here. The food was very good, with hearty servings. I shared a chimichanga with my husband and we both had food left. The salsas were where they lost us. They had two red options and two green. The mild red had no heat and the habanero was so hot it was almost inedible. The green salsa was sweet with no heat and the spicy green we didn't bother to try. They serve a generous portion of chips but there are multiple signs on the menu there's an additional charge for refills. Our server seemed to be overworked as they were very busy and it appeared she was the only one serving. Well definitely be back. read more

My boyfriend and I went to the University location last night around 7:20pm, they close at 8. I ordered the Rosa Burrito with Carne Asada and they served me the Carne Burrito. I do NOT do avacado thats why I ordered the Rosa Burrito, when I brought this to his attention he said no problem I will take it off your bill, so they took my plate of food and proceeded to tell me that they could not replace it with what I ordered because they were closed....it was NOT 8 pm. So I said to him you mean to tell me its going on 8 pm, I came here for dinner and I am not getting any food but my boyfriend gets to eat? What am I supposed to do for dinner. He said he didnt know they were closed and he was the manager. HORRIBLE experience. read more

Only reason to give this restaurant 2 stars is because the service was good and the iced tea was good. I used to be a regular customer at this restaurant and was looking forward to going there tonight since I was back in town. The shredded beef was very sweet and also very dry in my chimichanga. The beans tasted like they had been rehydrated from a pouch. There was no texture or taste to them. The rice was not even edible because it was so dry. Can't recommend this restaurant and will probably never return. Such a shame... because it had once been a great place to have dinner. read more

I have been going to Rosa's for well over 15 years now. The quality of the food hasn't gone down...but the price of the food has skyrocketed. It is now at least $25 per person, for lunch (no alcohol) and they charge for chips if you want more than one basket. Service is still good though. read more

We had to wait to be seated but our drinks and food came quickly. Our waiter was amazing. He gave us lots of options and had a great sense of humor. We ordered 2 kid meals and two combos.
