He was able to use fabric from the underneath layer of the dress to create both so it looked like it was made to be that way. There were many details about the panel and the fabrication of the straps that made it high quality. The panel has a flap on the bottom that tucked into the waistline so it didn't show skin. He reinforced the straps with heavier duty material inside to make them more sturdy. The dress was a little too small and he also found a solution to make it fit because we couldn't get the next size larger in time.

Personally, I would request a quote in writing. See the picture for the response the owner personally messaged me on Yelp after I posted the above paragraph. (She also yelled at me on the phone.) It's their job to give accurate and transparent pricing.
