Update - the quote was 1100 for mulch only when I had asked for updates to remove items as the creeping juniper did not meet what I had asked for - pricing doubled. This is less then 2.5 yards of mulch. When I asked for clarification owner did not reply and only offered a time to connect when I was not available. No taxes ever got discussed (screenshot of text attached - cash payment can be different with credit card charges - it is not illegal to ask this).
