I would run fast from this person and company. Unorganized and horribly orchestrated. My ex is a user and one of the many reasons for supervised visitation. When we used Watchful Eye (that my ex selected upon Court Approved supervisors) - she did not even WATCH the supervised visit! She is not up with current technology - you have to use Google and ONLY Google as that is the only system she knows. She will not be open to using Zoom or another video conferencing site/software. Everything is done virtually and she has an ipad that she sets up showing her ceiling. You cannot even see the supervisor on the call. She handwrites all notes, rather than typing them or recording it and taking notes later. The handwritten notes are a joke! She cannot possibly capture/write fast enough the entire hour long visit. The kiddos are constantly saying they cannot see her and asking where she is. When they do, she will momentarily adjust the ipad to show herself and then immediately reposition it back to the ceiling. If there was any suspision of drug use, the call was supposed to end. How do you know if there is or isn't when you're not actually WATCHING the call? This was not one instance, this was every single week. We asked all the time to show herself and she just refused, making it hard to "supervise" a visit when you're just listening, not watching and actually seeing what it going on. She was unprofessional, out of date, limited on technology, scheduling difficulties, and all around was a very negative experience. Sorry Neoma Gottlieb, I ordered a full report of all prior visitations in the beginning of January once I learned my ex had cancelled all future visitations. I needed this route to compete my write up for the court, and after countless text and email's telling me and reassuring it was coming I gave up and finally filed in June. I received the report in August. I understood that what i was asking for was not the easiest of tasks, and understood Neoma may need / run 0over the 2 week notice that is requested in the visitation contract, and while the report is quite comprehensive and would have helped me out tremendously, if only I had it 6 months earlier. I honestly thought we had a decent repose some days and others not so much, but given I needed that report to showcase that my ex was intentionally withholding my child without a court order...... Be careful who you choose as your court-ordered visitation supervisor. Once they have been assigned, it can be very difficult to change -- and they know It. I will add more detail at a later date... Based on my experiences over the last year with Ms. Gottlieb, this would be my last choice for enduring what is an already sensitive arrangement. Throughout my time with Neoma (owner of Watchful Eye Supervision) she violated court rule 5.20 repeatedly by failing to provide me and my attorney report copies even when we emailed and phoned and texted Neoma repeatedly (I still have all of the emails and some of the text messages that were not responded to). Having to chase Neoma took up a bunch of my time, and cost me a lot of extra money in legal fees. Smells like racketeering. Of course, Neoma had no problem taking payment by credit card while acting outside of Court Rules. If Neoma has done this to you you might want to file a credit card dispute for services not completely rendered per California Rules of Court 5.20. As far as choices of supervisors go within this County (Contra Costa), your choices are in fact actually very limited. However, if you must pick a provider for said service then I wholeheartedly urge you to not walk but RUN from Neoma Gottlieb and Watchful Eye Supervision. I believe Neoma and Watchful Eye receives federal funding assistance. But, on top of that, I was informed that you JUST might be able to add some "extra" into her fees so that you get the exact testimony from her and report written on the parent using her services that you want. I don't dislike her because she is part of the "system." It is because she cuts WAAAAY too many corners....using teenagers (?) to do some of the visitation and possibly incentivized by "a little bit of x-tra cash in her stash" aka bribes. read more

This woman, Neoma, is a mean, not professional and rude cold person. Also, she thinks she is a very important person but in my opinion she has some mental issues: my daughter was playing with her nephew making faces and joking and laughing but Neoma thought they are making fun of her and started yelling at my sweet 27 y o daughter, made her went to the bathroom and cry! She also yelled at my grandson when he asked me how to say "dog" in my original language... I just lost my daughter of cancer and my youngest daughter lost her only sister and we wanted to spend a quality time with my grandkids but we were sitting in a smaller then bathroom room and afraid to say a word like we are sort of criminals and guilty of some thing... after a two hours visit and a lot of money for the visit she made us to vacuum and clean the kitchen even we didn't even eat and made no mess wow!!! The one star is only because no stars is not an optional. This woman has been given a power that not only should one person be allowed to have. But especially a person like Noama. She is irresponsible, forgetful, unethical and outright dishonest. Her book keeping skills are atrocious. I recieved a message on 3 occassions saying i had not paid , when in fact i had not only paid, but had paid in advance for future visits. If you question any of the policies, she takes it as if you have insulted her. She and her staff wete frequently late, leaving us standing outside a locked door, in awkward situation as the hand off is supose to be done seperately, with parents not crossing paths. She has power to negatively affect families and the future of their parenting and custody The first 3 visits that were arranged through Watchful Eye, were horrible. First visit eas schedule on a non visitation day. When asked to confirm this was correct. I was shut down and treated as though i had personally insulted her personally. As it turned out, my ex, new nothing of the scheduled visit making me look like a liar. The next 2 visit were schudled without consulting me even though i was paying. And the times that were given to my ex and i were off by an hour . And were only discoveted prior to visit because our child had conflicting stories from each of us . I would not use this company unless you want to be treated like you are some kind of criminal. They have no compassion for the children. As a parent trying to see their child, and having to pay for it, one doesn't always have the money to pay for 2-3 visits in advance. They don't care. Unless you have the money to pay for several visits in advance, then they will cancel your visit. Unlike any supervisor I have used in the past. Cancelling a visit, 1 hour before it is to take place because they want to get paid for several weekends in advance is not cool to do to a child who is expecting to see their parent. To top it all off, you have to sit in their office for your visit. Not much fun for the child. There are other supervisors in Contra Costa county who care about the children and their needs before anything. read more

Do NOT let your attorney pressure you into going to this court supervision business. Avoid this place at all costs. I did let my attorney pressure me to accept them instead of another place, even though my attorney did not want Watchful Eye and was very critical of their communication skills. I did my intake interview 2 months ago. Why so long? No court order was received by the court supervisor or the attorney. So at the last minute my first visit with my grandchild in a year was canceled, Listed on pg.2 #2 of their contract under Supervisor's Responsibility, 'get a copy of the court order'. NO one who was suppose to know this did their job and so we had to wait another month for my daughter to agree to another date. As the new date approached I texted the Supervisor Neoma with questions about setting up the rest of my visits and to make sure everything was in place for the visit. She ignored me. She only likes texts, no phone calls. Any questions are met with curt replies and yes this place has communication issues. They spell words wrong, leave words out, especially in their contract. I text'd this morning saying it was over 2 months since we met for intake and I couldn't remember if I arrived first or where to park. Neoma wrote back to arrive at such and such time and to park at the side of the building where the gas station is located. I arrived early to make sure I could find the place. I drove to the place, went in a circle through the parking lot to use the restroom at the gas station, then parked, waited two minutes to go in and left my car. As I approached the door a women was at the front door with 3 kids, including a baby. She said a very forward hi to me, I thought maybe she knew me, but I couldn't place her. I finally said hi and saw she had keys and was unlocking the door. She was dressed in jeans, a t-shirt and sneakers. I went inside and then it became apparent that she worked there. She did not identify herself as an employee, sure didn't look like an employee and brought her kids with her, including a baby!! She settled her kids and then showed me the room my grandchild was in. We were happy to see each other and played games and did our best to enjoy our 2 hours. The woman's baby cried and cried almost the entire visit. It's a small office. She interrupted us in the middle of the 2 hour visit to charge me for the visit. I objected since this in the only 2 hours I've had with my precious grand child in a year. She warned me not to be rude or disrespecful to her, that I had to respond when she said hi. I replied that I did not know who she was, so she launched into a very hurtful lecture about arriving early and driving through the parking lot. This was really wrong apparently. My daughter had complained she had seen my car. I was able to go back to my visit. Neoma came in, they talked, exchanged keys, talked some more, changed places, generally disrupted our precious visit time. Neoma cut the visit short, so I didn't get the 2 hour visit, at best it was 1 1/2 hour, all while a baby cried. Neoma took my grandchild out to her mom, came back in, loomed over me and berated me very harshly for arriving early. She threatened to charge me $5.00 for every minute I was early. At one point I was physically afraid. I'm not in good health. I told her I had no bad intentions and I only wanted to be on time. She indicated that this was all in her contract. So pulled it out. I had read before I left home, but guess what it says? It says to park on the side street, it doesn't say I can't go around the block to find a restroom. She had to hand the contract back to me and again was very rude, hurtful and dismissive. I was given no time to ask questions, they had other people to attend to. The final jab was Neoma threatening to label me difficult!!! DON'T use this company, They are rude, they don't complete tasks that are very clearly stated in their contract as their responsibility, they are unprofessional to a terrible degree and THEY DON'T SEEM TO CARE AT ALL. I think they enjoy lording it over people forced to use a service like this. Avoid this place at all costs or you'll end up paying to be treated like dirt. Watchful Eye and Neoma Gottlieb are nothing more than custody hatchet men. They know exactly what the court wants from them when they are recommended for supervision and they deliver it with dishonesty and a frightening lack of care for children. My son admitted in front of Neoma (the owner of watchful eye) that a large bruise on his leg was given to him by his mother during an argument they had. My son was beside himself with grief at having to out his mother but also clearly wanted to be free from the abusive behavior his mother was well known for. Neoma refused to allow me to talk to him about it, document the bruise, seek a Doctor's or the police's advice under threat of terminating my visitation. She did however promise to, and as a mandated reporter was required to, report the incident to CPS. Not only did she not make a report to CPS (a violation of California state law) she then downplayed the severity of my son's wound in a letter she wrote to the court condemning me. She called the police on me for asking my 3 year old daughter where my son was when he mysteriously and inexplicably did not show up at the next supervision appointment. My daughter and I sat and enjoyed some ice cream and bonding time together (as I correctly assumed it would be the last time I saw her for quite some time due to Neoma's dishonesty and underhanded tactics) rather than get caught up in Neoma's petty drama. When the police arrived Neoma lied to them and said she was afraid I was going to kidnap my daughter. She terminated my visitation with her and condemned me to the court. Since that day almost 9 months ago I have spent a total of 12 hours with my son and daughter thanks to Neoma. This woman is as deplorable as they come. Avoid her at all costs. read more
