RUINED A 1940's FAMILY HEIRLOOM

I brought in my late grandmother's 1940's cocktail dress; black silk with San Francisco style pleats on top, shoulder rested straps with tasteful scoop on front and mild V cut on back, silk bottom with sheer black over lay and hem lined with real Ostrich Feather. She gave this to me many years ago to wear to my Senior Prom, I wanted to have it cleaned to wear to her Funeral. Prior to taking it in, it had some dust from the 80 years of life, but looked amazing still.
I brought it in two weeks before the funeral (which is this Monday 9/28/20200), the first time I picked it up there was no change to the cleanliness or appearance at all. I asked for my $40 back so I could take it elsewhere since I only had a week left to get the dress in order. He insisted he would make it right, asked to give him until Friday (the weekend before Funeral) and assured me it would be right. When I picked it up on Friday 9/25/2020, the dress was dustier than in my closet and RUINED!
There is a hole is the bottom front side of skirt, wrinkled beyond belief, the dust that originally was only on the arm pits and seam between the top and bottom is now everywhere! The fabric also feels as though its at any moment is going to curmble. I am ashamed to wear this once amazing piece of history to lay my grandmother to rest.
Forgot to mention, I also had just picked it up from the tailor, immediately before taking to be cleaned, so it would fit me like it once did and look fresh. To further give you a better sense of how treasured this dress was to me, and the effort put into reviving it to pay homage to my Grandmother and her priceless (irreplaceable) vintage dress.
I asked for my money back, he walked away from me, turned the volume up on his radio and ignored me. I refused to leave and kept asking for a refund, completely frustrated and so upset at this point. He finally comes back and says to me "My english is not so good, I don't know what your saying"!!
