    I can only recommend hiring Robert, IF you do the following:…read more1) Do NOT pay for any labor in advance, his best incentive for doing the work, is collecting more money that day. 2) Be patient, and expect that he will rarely show up at the time arranged. 3) Hire a real plumber if the job involves any plumbing. 4) make sure he renews his contractor license, insurance and bond. 5) No matter how bad the service, do not leave a negative review unless you are ready to deal with threats of a law suit. Check the ccb site, it tracks contractor licenses ccb.state.or.us Select "All Records" (this allows you to see those that are expired or suspended) Put in name Robert Hilliard If he does renew his license, it will show up here. The actual work quality, of the work he did do, was quite good, better than the last person who installed flooring in my house. He does take the extra time to do the needed pre-work. There were issues with his work habits and responsibility. There were several days where every few hours he would tell me he is delayed, but will be there in a few hours, yet never actually showed up (that day) at all. While he had my toilet sitting in my shower, he left to buy an O-Ring, and then Forgot to come back, until I messaged him several hours later. Then he installed the toilet wrong (wobbly, and then it started leaking), and I had to hire a plumber to fix the job. At this point, he had already been paid in full (plus $500 for another job). He probably knew he was not going to get a good review, so lacked the incentive to finish the job. I now have to hire someone to put back the doors he removed, finish the edging and do the transitions. After leaving a very honest 2 star review, He threatened me with a law suit, even saying he would claim I sexually harassed him (nothing took place that could even be interpreted this way).

Doesn't finish what he starts…read more Found this "contractor" (Robert Edward Hilliard CCB # 182911 "Supreme Flooring & Installations") online through a service called Thumbtack. It's sort of like Angie's list. He clearly prefers to operate in cash. Now that I've learned how dishonest this person is, I can clearly see how operating in cash would also help him to skate on his tax obligations. I find it fitting that he calls himself "Rob" because, ironically, robbing seems to be his forte. Anyway..... He installed the carpet on October 3. He couldn't finish vacuuming the room because he didn't pack his vacuum in his truck. (I've had carpets installed twice before and the installers always had a vacuum with them.) So my daughter vacuumed the room. Found a bump under the carpet the size of a golf ball. Right in the middle of the floor you can't miss it. He did come back to fix that. But here's where things went sideways with this crook. I had asked him to hookup a cadet heater that was in the room. He bid $150 to do the heater hookup. I left cash payment, in full, upfront for that job. This is evidently where I went wrong.... Never pay this guy upfront. NEVER. He will never return to do his work. And God help you if you should ever need a refund. Getting a refund from him is like pulling chickens' teeth. I will give you the timeline just so you can see how ridiculous this guy is....That was Oct 3rd. He promises to return the next day to finish. Oct 4 - I inquire as to status of job. He tells me he "spaced" it and will be out later this afternoon or tomorrow. Oct 5 - I inquire as to job status? He couldn't make it out that day, promises for the next day. Oct 6 - Again, I ask, status? Makes it to the job site, takes care of bump under carpet. Works on cadet heater but had to leave it unplugged because he "didn't have the proper size wire nuts." He promises to be back to work on it on Monday. (this is a Thursday). Seriously? Home Depot is about nine minutes from my house. Why not go and get wire nuts and come back and finish this stuff up? Be done, right? Of course not, that would be too simple ...... by all means, just drag it out. If I have not warned you yet please heed my warning now, do not, I repeat, DO NOT pay this guy upfront! Monday Oct 10 at 9:30 pm I inquire as to why the heater is still not fixed. No response. Tues Oct 11 - still no response from "contractor" Wednesday Oct 12 - I inquire if he's going to be out to fix the heater soon? He texts me saying that he's driving and he will call me back. I wait..... nothing. Thursday Oct 13 still no word from this guy Friday Oct 14 again, no word from this character. Saturday Oct 15 I inquire again. I let him know that I need to know when it will be fixed or I'm going to ask for my money back. Finally I get a response. He claims he was able to get the heater working but then it stopped working so we might have to replace the heater all together. Says that if he can't get it working he will refund my money because that's how he operates. Promises he will come over tomorrow, which is a Sunday, to fix it. (His whole story is very suspicious because there are usually people home at my house and no one has seen this guy in the last several days. So when did he work on it? I think he was lying to me.) Sunday Oct 16 ... once again, no surprise really, this guy is a complete no-show. Monday Oct 17 I inquire "what are the chances I could get the heater fixed today?" Hey response back that the chances are "very good" Later that day, I inquire, "did the heater get fixed today?" he responds "no ma'am" followed by a big long story and he's going to buy a space heater that can be used in the meantime until he get some free time to do the actual job. And he'll drop that but tonight.... Totally incoherent message. Tuesday Oct 18 I let "contractor" know that this is gone on long enough and I will just find somebody else to do the job please refund me my money. He promises to mail the money or put it on Google Wallet and I should have it by Friday. Saturday Oct 22 now I have to inquire as to where my refund is.... yesterday was Friday and you promised you'd have my money to me by then. He gives me a story about how he didn't make it to the bank on Friday and that it will be in Google wallet by Monday. Monday Oct 24, I figure I might as well do the paperwork for him and send this crook a payment request through Google Wallet noting to do the right thing and refund my $150 Tuesday Oct 25, he responds and very angrily about how he had driven out to my house so many times blah blah blah and that in reality I owe him money for him having to make all those trips....blah blah blah incoherent rambling ....he really is something else Oct 30th - still no $150 refund. He has essentially stolen money from me.
