So a house being rebuilt from the ground up should be insured for replacement of the structure after removal of the debris, if it is totaled. It should be the choice of the owner if the personal possessions inside are insured adequately and for how much. Some owners have priceless heirloom furnishings and others of us have old JC Penney's adequate and we know the values aren't worth insuring. Currently the land value is $65k for an unimproved lot so should be insured minus the cost of the improved lot.
