Around one month later, I checked electricity billing again, and it showed that I had used $100 of electricity for June (and 80 for July), despite the fact that I moved out in August. The electricity spike occurred around the time they did the move out inspection. My best guess is that they turned on the air conditioning, and only turned it off like a month later. I am going to have to go to small claims court since dealing with Debbie from corporate is an nightmare. I explained to her in detail how I turned off electricity after I left, which is proven in utility billing. After listening to all that, she responded with "it's your job to turn off the electricity when you leave," like she didn't just hear a single word I said.
