Apparently, be it from drugs, alcohol, ignorance, or negligence, couldn't and didn't observe a red vehicle on a clear morning doing 30mph on the main thoroughfare headed his way. You really do see your life flash before your eyes when you think you're about to die. Toms should be investigated by the DOT and OSHA, and likely will be.
