Hopefully this is my last review ever of this place. Last review I gave the rental office credit. I now take that credit back As a have had changes in employees.... Last post I wrote about how awful one of the neighbors were. It only got worse--in addition to the things I wrote previous, the adolescent boy who lives upstairs broke in to my mailbox leaving a bag of dog feces, spit on my door, flattened 4 of my tires (including my neighbors) smeared feces on my neighbors wheelchair, grabbed and shook his crotch at a 3 little girls age 3 to 8. And most recently $2300 worth of damage to my brand new car... When you call the rental office, it only escalates the situation or They don't want to deal with that and tell you to call the police.....Then you have to wait for the police to show up (sometimes up to an hour) only for them to tell you "there's nothing they can do without evidence". I installed cameras but was demanded to take them down. So if you plan to move here please be aware there are no security guards and there are no cameras, And you are not allowed to have a camera pointed at your car or in/at common areas--- so anything can happen.... Last straw for me was when the officer who responded to my most recent incident stated that "she responds here all the time for things like this" The rental office made it seem like the issues I was having were my fault. They offered to move me to another apartment come up at claimed I would probly have the same issues no matter where they put me. Would also cost me to move to another apartment - - or offered to let me break my lease for a huge fee A gentleman at Picerne was kind enough to let me out of my lease after hearing how terrible things have gone, That I had contacted an attorney, and have a friend who works at WJAR. The apartments themselves are pretty nice, amenities are great, the fact you can have a pet is wonderful.... That's kind of where it ends. read more

There is a reason they'll only show you a model apartment before you move in, it's because the one you move into will have a decades worth of barely covered damages on every surface. 1000 layers of paint over everything, paint drips everywhere. We even had some unrepaired holes inside closet walls and doors. Super old inefficient AC and the loudest dishwasher in the world. Only put up with for 4 years out of sheer laziness. Lots of (sometimes bad) neighbors moving in and out every 6 months. my last 2 neighbors were young people who didn't realize that this isn't student housing and they aren't suppose to openly smoke weed, and run up and down the stairs at maximum volume, and play loud bassy music any time 24/7. One of them even moved a dog into this non-dog building. On plus side: The grounds are beautiful and exteriors are well maintained. read more

I would give it zero star rating the place is a joke !!! Management sucks they have no compassion no heart no soul!! And the company that it's run by Picerne don't ever rent from them at any other apartment complex stay away from them!! They are horrible, they try to charge you for everything and anything. Like the community room you can rent it for $300 but you don't get your money back, you can go to the pool but it's $10 a person if you have a friend come along, you have to pay for the laundry,but it has to be on a card from another company and you can only use five dollar bills or $10 bills and then there's a fee for having the card !! When we moved in our rent was $ 1250 we left because it went up to 1650 that's freaking ridiculous they suck !!!!! read more

I just moved in. Two bedroom rent 1525. Very nice sales reps but this apartment has in even floors, sliding doors that need to be reset after every use, apartment door is very abused, I have to pull towards me as I leave to lock it. Building entry door lock is about to fall off the lock wasn't secured right to the door it self. The showroom models are best case scenarios. My walk in closet is a cell will warped shelves a a bare light bulb in the center. Not what was shown. Overall not worth the $1500 they ask for. This is a $900 apartment baked in a $1500 oven. Mold in the shower, plumbing will get shut off almost biweekly due to maintenance and a slight wind will have you in the dark with no power. Trying to move out early but unless you have the entire lease rent amount you aren't going anywhere. read more

I'm not entirely sure how anyone can give this place a good review. I'd give it zero stars if possible. This place is an absolute DUMP. If you're leaving a good review then you are either a shill, or you've suffered some kind of brain damage. We signed a 12 month lease, and only lasted three months. Yup that's right, things got so bad that they allowed us to break our lease penalty-free. If I had to list pros and cons, that would be my only pro. As far as cons, I don't even know where to start. We lost our power several times (sometimes a week) for the three months that we were living there. The breaker box is in the basement to each building, and if you don't pay for extra storage space, then you don't have access to the reset it. So we had to call maintenance each time we lost power. It's fun losing it at 10 o'clock at night when maintenance isn't on site, and you're at the mercy of whether they can make it out or not. This happened more on hot summer nights. Then there are the obnoxious CCRI baseball students who are housed there from out of state, who treat the place like its a frat house. You will enjoy their parties from within the paper-thin walls of your apartment. If you're really lucky, you may even be woken up at odd hours by them screaming as they race through the parking lot in their underwear. If you have any complaints don't even bother telling management. They're totally useless, and will do absolutely nothing to resolve any issues. If you're unhappy and have an experience which may require you to contact the board of health, then they will do what it takes to make you happy (this includes letting you out of your lease). Otherwise, they will just dismiss any of your complaints, and make you feel like you're the problem. There are other nicer properties in the area that do cost more money, and trust me it is totally worth it. If you're looking for real "apartment living", then look elsewhere because Cowesett is a slum. read more

The customer service that is presented from the office members is quite disrespectful. There is a gentleman in the office that has blonde and brown hair with a comb over to the side for a brief description. I was asking for basic information regarding tenant info. This office worker was very impatient and proceed to use racial slurs due to his frustration. This is a direct result of inexcusable unprofessionalism. I am sorry to see that people like this are still out here. I would not recommend this complex. read more

Pros: -rarely had noise issues -plenty of parking -nice clubhouse, gym open 24/7 with key fob -the bare minimums are there Cons: -outdated everything -pet policy said 2 dogs allowed, with COMBINED weight of both dogs being 40lbs and so they denied one of our dogs. However saw more than a handful of dogs on the property that were well over 75lbs. -dog park was filthy and littered with poop that no one ever picked up. The wood chips were also really uncomfortable for the dogs. Lastly, no lights unless you had the random bizarre people without dogs who would show up in their cars and just sit in the parking lot for hours. -no cleaning or maintenance of communal spaces like hallways and lobbies with filthy, stained carpets -the clubhouse is nice but besides free community events the building hosts, it costs $300 (not deposit, actual cost) to rent. And is not available to residents to use unless you rent it out. -more of a personal issue, our unit became infested with cockroaches from the unit below that was so overrun with roaches and trash, the tenants were evicted. After FOUR months of treatments, there was hardly any resolution and we had to get lawyers and the Warwick Department of Buildings involved because they would not offer us transfer to a different unit or release us from the lease early. (Eventually got out one month sooner than our lease was running out). After we moved, we gave them a forwarding address. Guess how many pieces of forwarded mail we received from them? Zero. Called several times and told them we had time sensitive mail that we were told were already delivered and they denied ever getting it. Even denied getting an Amazon package delivered to their clubhouse office so I had to drive all the way back there to prove it had been delivered there and retrieve the package. All in all, we didn't have many issues while we lived there up until the end and were actually wanting to stay there much longer. read more

DO NOT MOVE IN HERE!!! This company does not care about you, they only care about getting MONEY. I am in the process of moving out after only living here for one year. Your rent will increase every year, and for the next lease they want us to pay for rental insurance. FOR A ONE BEDROOM, we have to pay just for the rent, over 1400, electric, and now insurance. It's honestly hilarious; their clubhouse may be nice, but the apartment buildings are not worth it. We have to pay for laundry, and most of the times our clothes are still wet after the high heat setting in the dryer. For some reason, there's carpet in the DINING ROOM. Huh? Unfortunately, that is not even the reason I'm writing this review. I processed a payment online of $1350 on September 1st. The money had gone through. About a week after, I saw there was $1350 added to my account. I called Cowesett to see if something had gone wrong in the payment process. They said the payment had gone through on their end and that we were all set. We called again to see if maybe it was the security deposit since we had recently told them we were moving. We were told that it was not since that doesn't go through until 2 weeks after you move out, but we were again told that we were all set. All of our payments were made on time with no issues, and this was our final payment, so we did not want to risk processing the payment again when we had no idea what was happening. On our account online, our balance also appeared as 0. We were charged a late fee of 50 dollars and a returned check fee of 50. We tried to tell the manager of this establishment of the situation and she was not trying to hear us out. SHE HAS NO PATIENCE. Not only did she give us attitude, but she was tapping her fingers on the desk. She tried to make it seem like she was doing us a favor, by saying that we should have been charged 150 but she waived the second "late" fee. She kept saying our payment was late, even though we tried to process it on the 1st of the month. I honestly understand if we were charged the 50 for the returned check but why does she care so much about charging us this $50 late fee? We know she is able to waive the fee, she just doesn't want to; she doesn't care. We have our apartment in good condition, however; I feel like they are going to charge me absurd fees when I move out so they could cash in most of my deposit. Besides the rent being too high for us personally, what really left a bad taste in our mouths was that manager. A couple months ago I was thinking about moving to another Picerne apartment, Villa del Rio, but after this experience, never again will I give my money to this company. The other people I have spoken to in the office have been nice, but this manager has definitely let the power get over her head. read more

Overpriced and everyone who works here is an inconsiderate a**hole. My apartment is in the more expensive (supposedly nicer) building called Brookside Village. I am in one of the apartments that is technically the first floor, but half the apartments underground. Since day one i've had the largest and grossest bugs (I've attached pictures, the bugs are different every time) i've ever seen in my life and the front office basically laughs in your face when you tell them your uncomfortable waking up to ants and spiders in your bed/ on you. But don't worry...they have a de-bug team that comes once a week (every Tuesday) because THAT'S how bad these apartments get, that this company had to come once a week and it doesn't solve the problem, just temporarily fixes it. Since moving in in May, we have had to complain 5 times, and the problem still isn't fixed. The last time this happened, the front office promised to move me if the problem continued because they had torn my apartment apart to get every crevice of the apartment. Well a month later and the problem is worse than ever, the worst employee of them all, the property manager KRISSIE, not only screamed at me, but also my parents that there was no chance in hell they were letting me move, but they would just send de-bug every week for the rest of my lease..she is the most unprofessional woman I have ever had the pleasure of dealing with. DO NOT WASTE YOUR TIME, and the pictures on this site are pictures from their "touring apartment", it's not an actual persons apartment, the actual living properties are run down and gross, just ask anyone that lives there!! read more

The short version is this: My advice to you is do not move here. After 3 years I can honestly say it is NOT worth the high price tag and the problems associated with it. Look elsewhere and save yourself the headache. If you'd like to know why... Here it goes... The "property management" is the single most disorganized establishment I have ever had to deal with. They have mislead us and messed up several important documents. Let me give you some examples: Before we moved in the leasing agent guaranteed me that my pet snake was totally OK to move in. Once I received the leasing document it in fact, stated the opposite and that any terrarium pets are banned and therefore could cause us to be evicted. When I went over this with the leasing agent, and basically said my pet was basically a large contributing factor to moving into Cowessett Hills, he said it was something he "thought" he could amend for me and found out he couldn't. So I had to rehome my pet of 15 years because I was mislead from the beginning. I also paid a one time pet fee of $500 for my dog. No big deal, pretty standard. However, when I got my second dog, and notified the leasing office, they denied ever having documentation of my previous dog, claimed I never paid them $500, and threatened to fine me. I had to argue with them until a week or two later they discovered they had misfiled all of my doccuments into another tenants file. On top of this they have sent fine notices several times for "patio violations" for things that were not related to us. I've had to go down to the leasing office to plead my case several times only to discover that they meant to fine another tenant for their patio violations and just "got mixed up". This seems to be a running theme. The absolute WORST thing that happened was the mold in my apartment. Upon moving in there was some mildew in the bathroom but I properly cleaned it and it didnt seem to be a problem. Although I will say it was an annoyance to have these problems the day I moved in. The real issue was that my air conditioner was ridden with black mold. When I bought attention to this problem, they told me they would have it professionally cleaned. Instead, they said their on site maintenance man to come and change the unit which they left on my carpet for quite some time. I photographed this because, well it was both disgusting and disturbing, especially since I was pregnant at the time and didn't particularly love the idea of spreading mold spores around my apartment. After showing the leasing agent these pictures they agreed to have the carpets cleaned but still would not pay for professionals to come take care of the actual mold problem. Looking back I completely regret not reporting this to the health department. But hopefully this serves as a warning to those of you looking to move in. Be warned of the maintaining of the buildings. They will show you their office and their lovely staged apartments. Do not be fooled. Moving into our apartment looked nothing like the "show" apartment. The paint in the buildings are half hazardly painted, there are cracks in foundations and walls. The carpets are not padded so basically you're walking on concrete. A chunk of my counter top fell off thr first week I moved in, only to learn it was glued on previously. This is absolutely ridiculous considering how costly it is to live here. You will not see your actual unit until you move in and by then it is too late. The laundry situation is by far the worst I've ever dealt with. The washers are dryers are constantly broken. The rooms flood when it rains or the washers are on the fritz. And several rooms that I've used smell like mildew. It had become such a hassle and always a coin toss of whether my laundry would actually be clean by the end of the ordeal. The machines have definitely eaten up a good chunk of my money throughout the years. If you choose to live here, I wish you luck.... read more

I've lived here for about a year now. I really love their constant communication with the tenants as well as the great deal of attention they give to the grounds. We have had to contact maintenance once and were happy to find they responded right away and sent over someone who could better assist us immediately. The pool and workout area are well kept and easily accessible. They do often increase the rent cost the following year, and more so if you are interested in a longer lease. Which is understandable but good to know beforehand. My roommate and I have agreed that if and when we should move we would definitely continue in looking at Picerne owned properties. read more

So hear is my story and experience with Cowesett Hills Management I have lived here 3 years as of this February , and it started off pretty good till I found mold at my front door. I call the office and they sent out a guy pretty quick with a paper in his hand looked at it and said I will report this to management. I called back 2 weeks or so and was told they would fix it and nothing, so I ended up taking care of it myself at my cost, From then on I mostly took care of whatever was wrong myself. Then a new hire comes into the office, rude, condescending giving me a hard time about my dogs which are service and emotional support animals. Fined me $50 for having them off leash which is on me but then take me to court costing me lawyer fees so I could keep my dogs. They lost in court and when my Lease came up to renew they won't renew it with no reason whats ever. On top of that they didn't tell me they would not till 4.5 weeks before it was due to renew. This is all On the Assistant Manager Trisha in the onsite office, she is in the wrong line of business has no clue how to deal with people. I may bring this to WJAR or WPRI we will see. Ending on a good note and only thing good i can say is the Maintenance people are wonderful shame they have to work for this company.......... read more

My boyfriend and I have been residents here for one and a half years now. Since here rent has been raised and multiple maintenance issues have occurred. From the pot holes that were in the road causing a flat tire on my vehicle or the broken toilet, dishwasher that doesn't work correctly or leaking kitchen sink, this place has been nothing but horrible...But the icing on the cake was the disrespect I received from the office staff this morning. Trish and Chrissy (spell check on her name but supposedly she was the manager) treated me with such unprofessionalism and made me feel so belittled. I called regarding a late fee notice on this months rent and without being heard out I was shut down and told rules are only followed under certain circumstances and waived fees are apparently only under managers discretion. To me rules are rules and should be followed religiously so no confusion occurs. Another issue was when we called over a month ago complaining about our hallway light being out and the weatherstrip never being put back on the front door which causes a major draft and also causes the door to slam...and nothing was ever done. I called again today to let them know (after being disrespected about the late fee) and they said someone would be here today which is what they said last time so we will see. Bottom line this place is very unaccommodating. They are so quick to raise rent or give you late fees but it takes forever for them to get something fixed within your living conditions. We will be leaving once this lease is up and sharing the awful experience with all of our family and friends. read more

If I could give this place 0 stars I would. They've increased the price every year. They take real care of the outside of the building but the insides are horrible, whoever painted these buildings need to be fired I still find hair stuck in the wall from the painters. They're parts that aren't even painted. The fees are ridiculous. They don't care about their tenets. Walls are thin you have little to no privacy. These are fabulous and lovely apartments at such an incredible price. The staff is very friendly and helpful and they ensure that residents are taken care of really well. I lived here before, back in 2001 and loved the place. When my wife and I needed a new place, I suggested Cowesett based on the past....wow was that a BAD call. The slider door barely opens because the header (if there is one) over the door is either broken or not there and it sags horribly. the windows and door leak almost every time it rains. our apartment was hit by lightening, and they argued with us about replacing our oven for 2 weeks before they finally relented. we had to beg them for a new fridge after maintenance and myself had to thaw the freezer out every other day (literally) for a month before they finally caved after I demanded a new one. then we can talk safety....there ISN'T any. I personally witnessed someone robbing cars and assisted in the person's identification with police. when I asked cowesett if they spoke to anyone in the building about it, I was told to shut my mouth, they will determine what is best for the residents. this is AFTER we had an armed break-in two doors down from us in the same building. and, I have emails to back ALL of this up. they simply do not care anything about you, only your money. oh, and all the walls are cracked...and as a carpenter, i mean they're cracked STRUCTURALLY, not superficially..... the ice pooling up on the fire escape/deck that they refused to fix for over 3 weeks as it became more and more dangerous...the way they plow the snow in front of the stairs to said fire escape, thus blocking your emergency egress. oh, and again, those decks/fire escapes....our upstairs neighbor PUT HIS FOOT THROUGH THE DECKING while moving out. when i asked them about fixing it, they told me to go around, find what i felt was deficient, and let them know....thought that was what maintenance was for.... read more

My experience with Cowesett Hills Apartments has been okay. The amount of rent I pay is on par with other properties in the area. More expensive than it should be though I really do like the location and I've been fortunate enough not to have any major problems. There are kids in the complex yet they're not bothersome and keep to themselves. My neighbors are nice and we'll exchange greetings if we see one another in the parking lot. Not professionally manicured- the grounds are decently kept. The staff is polite and helpful. They do a good job communicating with residents and are prompt at clearing snow. My criticism comes primarily from the internal condition of the buildings. I have a 1bed/1bath unit. My kitchen appliances are fairly new - nothing fancy- yet the cabinets are cheap. They've been painted white (originally natural wood colored?) though not well. I'm not certain if painting cabinets is a thing but they should, in my opinion, have been replaced even if were with stock cabinets from Home Depot. My countertops are cheap laminate that are supposed to look like marble. The against the wall are highly visible. They were installed either by amateurs or someone who was in a rush. Any 'handy man' could have done better. I have decent tile floors. The bathroom is okay. The granite vanity top was poorly installed. Calk is clearly visible and the back plate was cut too short. Tile is fine and in good condition. Typical fiberglass shower/tub combo. Does its job. Walls have been painted too many times without being properly sanded. Many imperfections in the walls. In need of repair. The sliding glass door out to the patio bust have been replaced. They did not do a good job of 'taping'. Seams are clearly visible around the door and around the A/C unit. A/C unit itself is in good condition and works well to cool the living area and kitchen. Bedroom is not well cooled by the single unit. An additional unit probably should have been placed in the bedroom for optimal cooling. Or, central air should have been installed. Carpets were professionally cleaned before I moved in and are in decent condition. I have carpet throughout (excluding kitchen and bathroom). I would have recommended tile entry way so you're not walking directly onto carpet with dirty or wet shoes. Its a small investment that would have made a significant detail. read more

These guys will forge your signature LIE to cover thier mistakes. Being a contract worker out of state ,I was on a short term leasefor six months that was drawn up by managers. I have rounded my monthly payments up and paid on time every month never missing a payment. I have never had an issue until one of the office maids forgot to have me sign a new lease agreement form she stated I still have on voice recording, due to long work hours I was unable to come in and sign.. I have varable proof that I was working that day. After six months of lease i was repeatedly called by office asking if i was staying or signing a new lease i replied no.. i had until the 5th of each month to pay my monthly lease so i turned my appartment keys in on the 5th due to traveling back home from vehicle accident.. when i returned on the 5th there was a male rep. In the office he stated that i had to pay another month on my lease because improper notice of 30days notice.. i havent signed anything in that manner which i stated, at that time he presented me with a document in which he stated i signed (the absent paper that was forgotten by manager i was suppose to have signed) i reported the issue of document falsification to the main office associated with cowesett hills where I was assured the issue would be looked into never heard back but instead issued a document from a collection agency that were trying to collect money from me..I refuse to pay another months rent in which documents were falsely signed...
