All discussions or suggestions, end at the managers desk. Nothing gets relayed UP the chain of command. The Barstonian tenants are willfully abused by the manager's unwritten interpretation of ICI policies and with a mean attitude. The properties website has not been updated in about 6 years. Most of the 'Points of Interest,' are closed. The manager will not even help a tenant create a work order, even to protect a tenants health. The manager insists that all maintenance requests be submitted by the tenant, on line, and that everyone must use 'the app'. Having internet access and a computer was not listed on the requirements to move in. I know of people who don't even check their email, much less ever go on line. The manager is disliked by EVERYONE I have spoken with (Including co-workers). The manager's 'go to' phrase is; "That's just Corporate Policy". When you ask to speak to a manager, the reply is frequently "I am Management". The manager is the major reason for the abundant negative word of mouth comments around Barstow about The Barstonian Apartments. There used to be a waiting list to get a unit at the Barstonian. Now the occupancy rate is terrible. I know of several prospective renters that were admonished by current tenants to 'stay away from The Barstonian'. I have personally known two separate renters that were cheated by the managers interpretation of the lease. By law, there is supposed to be an on-site employee, but no one knows who it is. If you call the after-hours number, there won't be a response unless it concerns something that is: Flooding, Burning, or Bleeding. This used to be a nice place to live, but since ICI acquired the Barstonian, the quality of life has taken a severe nose dive. Even the Manager moved out. There used to be activities, and get-togethers, sponsored by the property. Now you're lucky if you don't step in dog crap on your way to get your mail. There is no USPS out-going mail box. The sidewalks used by handicapped individual are frequently blocked because cars, and trucks have pulled too far forward. Most of the concrete stop blocks are missing. There are many easy fix items that have been allowed to fester and become bigger problems. I feel certain that none of the negative aspects of this place have filtered up to Corporate's attention. The vehicle gates to the property rarely work. "Security" is a joke. Having "Security" driving by (incognito) at night, and then sending an e-mail to the manager in the morning, does nothing to deter the criminal element. Why is my rent and Renters Insurance used to pay for this kind of 'security'? This community is frequently targeted by druggies and the homeless crowd. My personal transportation has been vandalized/targeted three times, but I have nothing to show for it, but the repair bills, and Police Reports. Yet, I am required to have Renters Insurance. I should get some kind of financial rebate for my Renters Insurance. Sometimes, drifters sleep on the property. The landscaping work is adequate, but what they are mowing isn't a grass lawn, and it is full of weeds and scalped spots. The amount of water run off every morning from the sprinkles is unbelievable. The Barstonian manager is only interested in making money from the suffering of the tenants. I am sure the manager is good at something, but it's certainly not being user friendly. I don't think the current manager has any future being the 'holy grail' of management for Investment Concepts.

Pros: -Affordable. -I experienced having pretty good neighbors. -The trees make for a nice environment. -convenient location. great proximity to grocery stores, fast food and the local walmart. -maintenance was very friendly and helpful. Cons: -our apartment had [new] sickly yellowish paint from top to bottom and didn't having light fixtures in the living room or bedrooms. Lighting (at least in our apartment) relied heavily upon lamps, and with the shade from the trees, it made for a shadowy, depressing atmosphere. -as I mentioned before, our apartment had fresh paint along with fresh carpet when we moved in. Unfortunately the fresh paint didn't cover the grease runs and splatters on the kitchen walls and the dishwasher was chock full of food debris from the last resident(s). Not ideal. -management was rarely ever in the office, which made dealing with paying rent or asking questions in person inconvenient. -management made silly little mistakes, like leaving us a "pay rent or quit" notice after my husband had paid rent early. -non-residents carpool from there during the week and take up parking. It's a great community of people to begin with, and even though hundreds of people live here, it's so quiet, all you hear is the birds chirping. It's got 2 pools and jacuzzis that are professionally maintained and kept crystal clear. The management is friendly and capable and goes the extra mile to organize monthly events and coffee clatches with tenants at the office. Lupita also worked with the corporate ownership to get them to pay for the feral cats around the complex to get spayed or neutered and their shots to cap the population and keep it healthy. The maintenance crew, Luis and Jorge, are friendly and helpful and hard-working staff members who always get the job done promptly and skillfully, and Lupita and Victoria are also quick to make a work order if anything needs repair. A bonus is that the Wash connect vendor just installed brand new washers and dryers in both laundry rooms a few months ago! And finally, the entire complex is at the edge of town up on a hill just below the sports complex, and from the corner of the property, you can explore the wide open desert and networks of dirt roads for miles on end. While sitting in the pool or jacuzzi, your view is of the open desert with the mountains in the distance. And yet, for all that, the rent is only $800/mo for a 1 br, $900 for a 2 br, and not much more for a 3 br. They also accept section 8 housing vouchers. And yet there's more! Each unit comes equipped with a dishwasher, full gas oven and stovetop, and, unlike many rentals in Barstow, a refrigerator! Each unit also has its own water heater, and central heat and AC. I'd move here again in a heartbeat!
