Even though this happened a year ago, I am publishing this review. As one said, there is no statute…read moreof limitation on bad Workmanship. Late in December of 2023, having first spoken on the phone with the owner, Ms. Aleksandra Quartel, who assured me she had much experience with the mounting of such items, I dropped off WW2 medals, a WW2 paper ID Card, a small photo and a WW2 RCAF Tour of Duty Badge. I picked up the frame on Jan 19. All looked good at first however once at home, I had a better look at the frame. It looked like the ID Card had been glued down. That also made me wonder what had happened to the fasteners that secured the Tour of Duty badge onto the airman's uniform. I immediately emailed the owner asking to have the fasteners returned to me. I was told the fasteners were disposed of in the garbage. I then called the store only to find out the owner was away for the week. I asked the person who answered if they could look for the fasteners. Sadly, the garbage had been picked up and the fasteners were nowhere to be found. I then sent another email asking the owner why the fasteners were thrown in the trash and why I was not called before going ahead and gluing a WW2 artifact down which destroyed the front of the ID Card to confirm that I was OK with this. I was answered: "When you decided to do framing of your father's items how did you think the items would be fastened to the matte without falling to the bottom of the frame?" When I asked why the fasteners were disposed of in the garbage, the owner responded: "We have never kept fasteners unless a customer asked us to do so." I then asked for a full refund for the cost of the framing as for the cost of replacing the fasteners which would involve purchasing a WW2 badge. I also submitted a complaint to the Better Business Bureau of Central Canada which proved to be useless. The owner offered to refund the cost only if I returned the actual frame and the glass which I believe is ridiculous as it would require me to drive 150 km each way. She also flatly refused to replace the fasteners and also accused me of being a scammer and bullying her. I can assure you as a Veteran I am neither. I am a customer unsatisfied with the work completed. I would strongly suggest to anyone wanting to have similar work done to find another framing business.

Aleksandra took lots of time and went over each picture and helped my mom choose the right matting and frames. The pictures turned out beautiful! I would recommend Winnipeg Picture Framing to anyone needing a picture to be framed. Thank you Aleksandra!
