I do not know whether Mr. Kagarlitskiy was acting under my ex's specific instructions, but on one occasion he came to my home, attempted to open our door, which was very creepy and scary. After failed, he then took out his phone and took photographs through our windows into the interior of our house. On another occasion, he repeatedly came to my office and continued to approach our front desk, even after staff clearly informed him that I did not normally work there. He then left the documents and walked off, and claimed I got "served". The court decided it's not a valid service but more harassment and dismissed the case. He also represented that he had been "sent by the court," which clearly was false and misleading. These actions were highly unprofessional and inappropriate. They also raised serious concerns about whether his conduct went beyond the legitimate service of legal documents and instead facilitated my ex's ongoing pattern of criminal behaviors, including domestic violence, stalking and harassment. If you are considering hiring him, I encourage you to carefully evaluate these issues and conduct your own due diligence. There are many professional process servers available who carry out their work without engaging in conduct that raises these kinds of concerns, and potentially can get your case dismissed due to inappropriate service.

At some point, you will need a registered process server to handle various legal documents. After becoming increasingly dissatisfied with the RPS company I had used for years, I decided to take my business elsewhere. I found Swift Legal through the California Association of Judgment Professionals, where several members highly recommended the company. When I called to ask about their fees, the person I spoke with suggested that I talk to the president, Frank Kaul, who is an expert in writs and levies. Frank called me back, and we spoke at length about my judgments and the difficult litigation I was still dealing with. He listened with genuine empathy and kindness and took the time to understand my situation and what I had been going through. I have been using Swift Legal ever since, and I couldn't be happier. They are knowledgeable, experienced, responsive, and professional, but what truly sets them apart is that they genuinely care. They make me feel like I have a partner in this years-long legal battle and that I don't have to figure everything out on my own. I only wish I had found them sooner. If you ever need a registered process server, I cannot recommend Swift Legal highly enough. You will be in excellent hands.

They just did a terrific job for me on a rush assignment dealing with a particularly difficult Sheriff's Office. They moved heaven and earth to get something done in one day. This is the second time they basically dropped everything and got something done for me that was pretty difficult. They have also finessed a few things in the San Mateo Sheriff's Office. (Frank knows the local Sheriffs and is careful to follow the procedures in each office -- this one needs a declaration re electronic writ even after the change in the SER forms etc...) If you have work in Nor Cal, I can't recommend them highly enough. (I should also mention that they just opened an office right across from CT Corporation in Glendale)

    TL;DR - This guy is a disorganized mess who messed up my ridiculously easy serve-by-mail process…read moreserving job in multiple ways over multiple days (all he had to do was mail something!!). I almost wonder if these other reviews are fake. Jesse couldn't get things done without prodding, lost things, probably lied to me about having filed proof of service with the court, until I asked him for a certified copy, and he claimed the court "lost it". He personally made a stressful process like divorce even MORE stressful. I should have bought a pothead a late night snack from Jack In The Box to do it for me - I would have gotten more effective results. Absolutely don't hire him. I hired Jesse for a "serve by mail" process. I gave him all the paperwork, my ex's address, etc. He said he'd mail it the next day. Did not hear from him the next day when he said he'd mail it. The day after that, saw I had at least one missed call from him, and a text - he wanted me to "confirm" my ex's address. I'm pretty sure he meant that he had somehow lost my ex's address. I had definitely already given him this information previously. He super stressed me out because I was afraid that because of him, I'd miss my serving process because of this 2 day delay from when I hoped to have it mailed. He texted me that day and said he had sent me the mailing tracking number. He had not. I asked him for this tracking number again. He said "as soon as I file the proof of service I will forward over the confirmation for you." I didn't hear from him at all for 2 weeks after that. Despite him saying he would let me know about the filing the proof of service with the court. After 2 weeks I asked him to please send me the certified confirmation of the proof of service, and asked him to send me the date the proof of service was filed with the court. (Since my gut told me he had never bothered to file this - and I wanted to check.) Jesse then texted me back and claimed "I just spoke with the clerk's office and they were having trouble locating the proof I filed in their drop box last week." What?! He's telling me the court lost a form from their drop box?! Somehow I highly doubt this. I'm sure he just never bothered to file it with the court, and was then just lying to me. Also didn't provide me the date as requested, which also leads me to believe he was probably lying. So he was 2 weeks late with filing proof of service with the court as well. All this for $115 to literally mail something ($75 for service-by-mail which is ridiculous, but I was desperate on short notice), and $40 to file something with the court that I've learned at least in other counties you can file online for almost free. I had to do all the endless prodding to get this process to move forward at all. Especially since I think he was lying to me and lost my ex's address and never filed the proof of service with the court initially like he said. Jesse made a stressful process like divorce SO much more stressful for me. Now that I've used other process servers who were SO much more professional and effective and hassle-free, I understand better what this process is supposed to look like. I suggest you run, don't walk, away from Jesse - and hire an actual professional process server like First Process Servers in San Jose. Cheaper and infinitely more reliable.

It took you 6 days to tell us you cannot accommodate our request knowing a life was at risk. 6 days you took our money and for 6 days you waited to tell us you could not accommodate our requests. Within those 6 days I could hired a professional company who would have said from the start yes or no. You choose to wait 6 days. 6 days to say no. And yes my gut feeling did and does feel you know the person. No length of response from you will change my opinion of this company. Again 6 days for you to read our emails. 6 days for your to call and verify everything. 6 days for you to hold our money and prolong additional help. Thankful the second process server is actually doing their job. Communication on a daily pictures of locations and text messaged. Communication. Which you won't get here. Payment and email send on 3/19 This morning 3/24 received call from Malorie and indicates theres miscommunication Lives are at risk and she waited 6 days to inform us she could not do this job. She read the paperwork and it's disgusting she waited 6 days to advise knowing the person had to be served by 3/26 has been evading being served since February. The disappointment and unprofessional and lack of empathy flat out gross.
