    I love the location of Windsor on the River but cannot fully recommend the complex as a permanent…read morehome because of the issues described below and the sense that it is not going to get better any time soon. I recommend that anyone considering this complex study the situation carefully and understand all fees and leasing regulations before deciding. Since moving in, minor issues have been addressed. The staff seem willing and even though they are constantly short staffed, there's been an effort to deal with the easy fixes. The apartments are clean and there are no bug problems. New carpets recently replaced the old hallway carpeting - a HUGE improvement. Built in 1977, updates and improvements have been sluggish. Replacement materials are not of the quality I would expect. Available staff are doing the best they can with what they are given but staff shortages, turnover and low budget do not allow them to make adequate repairs and improvements. There is an excess of additional fees: big application fee, a hold fee, redecoration fee, higher rent than when I began looking at these apartments, not to mention a "common" utility fee in which tenants must share the cost of utility usage in common areas, in addition to the cost of rent. This means that I am paying to do my laundry in pay-for- use machines and also paying extra for the electricity to run the machine! Small issues have been handled - the door lock on the slider was repaired and a broken kitchen drawer was somewhat repaired, but basic carpentry issues with the cabinetry does not allow for complete repair. I'm expected to just live with it. It's taken over a month for me to finally get someone in to check out the odor problem in my apartment. It smells like old, stale coffee grounds mixed with body odor. Management has agreed to use an ozone machine to help the smell but belittled my complaint by describing it only as "smells like coffee" - that is not the whole of it by far. New kitchen appliances are of less than desirable quality, but they ARE new and functional, except that: * The pull-out faucet in the kitchen must be wiggled back into position each time it is used and makes a weird clunking sound because it does not fit properly into the cabinet structure. * The dishwasher does not fit into the cabinet. I am told they don't make dishwashers anymore that fit this space! No attempt has been made to remedy the cabinet space, just force an appliance into a space where it does not fit, leaving a 1/2 to 1" space around the dishwasher, which is not flush with the cabinet- I expect this will result in a mouse problem come winter. * The carpet was removed from the living/dining area leaving the baseboard unpainted at the bottom and noticeably marred by multiple nicks and scratches. Management will not fix this until I move out because of the "liability" of potential paint spills They did not fix it when the previous tenants moved out because??? I offered to move all furniture to the middle, cover it with tarp AND sign a waiver, but no, they will not make the repair. Therefore, if I were to extend my lease (very doubtful at this point), it would not ever be repaired at all! * Landscaping is essentially nonexistent. The pool has not been open all summer with no date in sight for us to be able to use it. We are told that there is one thing or another that needs to be addressed but it will be ready soon. Now it is approaching time to close the pool for the year! We've been paying for an apartment with a pool all this time. No offer of a discount on the rent because the facility is not as advertised. * Recently my car window was broken by an errant golf ball from an adjoining golf course. I paid a $500 deductible to replace the window. Local management from both the apartment complex and the gold course disavowed any responsibility. The golf ball that went through my car window and lodged into the headrest could have been lethal to a person, so I wrote letters of concern regarding public safety to the city, the golf course and Highland Vista Group (Windsor on the River). The city and the golf course both responded that the issue is being taken for review and I will hear back soon. Highlands did not even bother to respond! There is constant staff shortage/turnover keeping the repairs and upkeep from being performed at an optimal level. It is very sad to see an apartment complex that is in a beautiful location and could be outstanding but is instead a sad, old property. It is probably somewhat satisfactory for temporary renters, just looking for a place to stay for a while, but is a big disappointment to anyone who wants to make this a permanent home.

I love the underground parking, elevator, wood-burning fireplace, and trash chute. I feel so spoiled! We lost our shade tree in the Derecho, but we still love it here. It's pretty quiet, as I like my privacy, and I feel safe. Issues are dealt with quickly. There are a couple sour apples, like anywhere. We ignore them. All in all, VERY reasonable rent for all the amenities.
