Pottery, jewelry, wood and glass work... trinkets and statement pieces adorn the quiet gallery shop shelves and walls. Beyond that, the space opens up into the gallery itself. A single, brightly-lit room that showcases the work of local artists. It's run by the Allied Arts Association who states that they seek to provide "art development, awareness and education for the Mid-Columbia region of Washington State, including the cities of Pasco, Kennewick, Richland and surrounding areas." Currently, they are running a show themed: Urban Sketchers: Tri-Cities and David Wyatt. The work was well-displayed, with room to breathe -- I should think that any artist would be honored to have their artwork displayed there. The Allied Arts Association and Gallery also have adult and children's workshops, and host an annual Art in the Park festival. Had I known this I would have never moved to Kennewick, but I was new here and had no idea that the quality of service could be so low at a public utility. Having worked in the utility industry for decades it's mind boggling to me how there is zero accountability for their absolute ineptitude in operations. No explanation, no public tracking of outages and repairs, no customer satisfaction, no independent study group, no public representation (neighborhood representatives that the board would answer to). Nothing, silence. They don't work overtime or weekends. It's rare to see them working at all in such a small town. Because it's irrigation water there is no rush. They already have your money. There is no refund for services not delivered. No quarterly report to the PUC documenting service levels, response to outages and what is being done to shorten downtime and prevent outages. What an absolute scam this agency is. You have a job for life, the easiest product ever to deliver (untreated water), a captive customer base with no options to opt-out of service, no tracking of service levels and no accountability to a growing population. Revenues, executive salaries and excuses increase with the rise in population while service to customers decreases. It's brilliant. It's legal theft with no consequence. My conscience wouldn't allow me to work for an agency like this, I'd be embarrassed to admit that it's like a jobs program. I'm really surprised that it's not just contracted out and have a few contract administrators and a crew to pull weeds and rake moss (community service). Somehow the (City of Kennewick) water district is able to immediately perform repairs to their distribution system at any time, evenings, weekends, holidays, but KID remains incapable of timely repairs (or not breaking their infrastructure through incompetence) despite it being little more than a part time set of sprinklers. The system isn't complex or vast, yet they fail to deliver or improve every season.
