You have to call ahead. The Manahawkin office looks like a house converted to an office. There is no sign indicating their hours AND no sign that you have to enter at the back of the building. I ended up wasting 2 trips without getting my return. As a first time customer, this is a poor way to get new business. They need to know that first impressions are key.
