After more research to confirm what seemed pretty obvious, it turns out several franchised Shell stations in L.A. with similar ownership are known for pulling this ripoff. And they don't even sell lotto tickets, so you'll have to stop somewhere else if you want to grab one of those anyway, so why bother? I thought this was pretty weird, but when you're stealing people's bank funds to make up for low gas sales, why bother with Lottery? Just sell cigarettes, gas, and drain people's bank accounts or sell them on the Internet to people who do (my bank card number was attempted for purchase to buy exactly $100 - presumably an untraceable gift card - at a Lowe's in Georgia, while I was still in CA).
