I'm not someone who takes a dog into restaurants or libraries or anywhere else that might be problematic but why wouldn't you mention the "no dog" policy somewhere as a courtesy.

Well, it is against federal law (Durbin Amendment). The Durbin Amendment (part of the Dodd-Frank Act) aims to control debit card interchange fees and prohibits surcharging. So, just a word to the wise, you will get fleeced at this place so make sure you bring cash or go somewhere else.
