He said he couldn't install it into the ground; but it can. When I told him it was too high he said it was code, which it was not. He also suggested I plant shrubs to make it look less high, which would add to the expense. The worst part is that he said he could probably do something to make it more appealing to me, but I have been calling him for weeks and he obviously is not going to honor his obligation.
