12-6-25 Both Craig and the entire PCF Team are great to work with. Anytime I submit a meld/work order, it is always addressed promptly. Craig has been our inspector a few times over the 5.5 years we have lived in our rental property in Millersville. He is always genuinely interested in the proper functioning of all house matters including electrical, plumbing, the gas fireplace and all appliances. I actually look forward to our 6-month inspections because any minor issues that need PCF's attention are promptly addressed and resolved. Earlier this week, we had 2 appliances break. The first one was replaced within 48 hours and the second one is currently in the process of being replaced. The rental property we live in is 25+ years ago and a few things are becoming problematic, but PCF always communicates a resolution. read more

I rented with PCF three separate times. The first time was great - which was why I went back. The second time, they were changing employees right before the move out and it was pretty bad. We needed a place quickly, so we ended up with them a third time, which was HORRIBLE. They are so unprofessional and tried to charge us for fees they claimed they could but weren't in the lease agreement. We sued them to get the erroneous charges reimbursed. Their lawyer offered a partial reimbursement and gave a snotty comment about how I probably wouldn't win more. I told him I'd take my chances and I DID win the court case. Stay FAR away! read more

Warning! Do not rent through PCF. PCF steals from their tenets. Please allow me to explain. As you can see from the photo attached to this post PCF had charged $200 out of the security deposit for a few move out expenses. PCF charged $50 to replace the HVAC filter that their maintenance department had installed knowing that it was the incorrect size. (Maintenance were always professional and polite when responding to calls) PCF charged $25 to put a refrigerator shelf back in. The plastic shelf that easily snaps back in place. PCF charged $50 to remove black out tint from a bedroom window. This would be the only reasonable fee that I could understand PCF charging. PCF charged $25 to take an over head shower caddy off of the shower head. The shower caddy wasn't installed with adhesive or hard mounted. It was held on the shower head with gravity. PCF charged $50 to remove leftover items. That's $25 each for two pans that were left in the oven. PCF had also issued us a visitor parking pass but when our vehicle was towed for not having a permanent parking pass displayed they did not acknowledge their fault in the tow. Due to my occupation I have lived all over the country and globe and have never until now felt the need to leave a review on a leasing company. I would strongly advise to stay away from this company as a tenet. But if you're a owner they will help you get a few extra bucks in your pocket! read more

Evicted me in just 15 days for their false determination and billing me for 8400 for 30 days scam

We used PCF property management for three years to manage our townhome rental. We selected PCF property management mainly because their rates were the best. There aren't very many reviews of property management companies out there so I am hoping this helps someone who was in our situation. For the first year we had a great tenant and everything went well. As soon as this tenant moved out is when our issues began. After the tenant moved out PCF inspected the house and quoted us over $1,500 for miscellaneous repairs and cleaning. Fortunately, my parents were in the area and were able to do their own inspection. They completed PCF's entire list of repairs/cleaning in about 4 hours and spending under $50 in materials. Our next tenant was a nightmare. They seemed to have a new issue they wanted addressed every month. They called PCF out for the most minor of inconveniences. PCF then quoted us to fix the problem. Their quotes were consistently high. When the tenant moved out they left the place a mess, both dirty and damaged. PCF only charged them $400 against their security deposit and refused our requests for more. PCF's reasoning is that they would have charged us $400 to fix the problems, which is an outrageous lie considering their bill after the first tenant departed. If you are looking for a property management company I highly suggest you look elsewhere. read more

I hired PCF Management at the beginning of 2014 to manage two condos that I own in Columbia. Right from the start, their management of my properties was problematic. They took nearly 4 months to fill one of my condo vacancies. When upgrades or repairs were needed, they would not honor their estimates and charged me significantly over the original estimate. When I disputed this, they got angry with me and threatened to terminate my contract. When one of my condos failed a Howard County housing dept. inspection, due to the tenant's failure to report a roof leak, PCF completely bungled coordinating the repair with the condo association. After a county deadline was missed, my condo was put into rent abatement and I had to negotiate directly with the county over a period of two months to get my rents returned. When another unit went vacant in May, they took over 4 weeks to do a basic turnover (paint, carpet and a few other odds and ends). They put in a tenant whom they did not properly screen, even though their agent assured me that the tenant was highly qualified. I was not provided the tenant's credit report until after the tenant moved out a year later. Without my authorization, they placed this tenant without taking ANY security deposit. Meanwhile, the tenant failed to pay his gas utilities during the entire tenancy. He was regularly behind on his rent, and caused $400 in damages to my gas stove, which PCF never recovered for me. I lost thousands of dollars due to this tenant, but when I asked PCF to compensate me even for just some of the losses, or to help recoup the losses from the former tenant, they got angry and refused to help. I own other investment properties in another state, where I have EXCELLENT property management services. I am not the type of client who complains about all property managers and who cannot be satisfied. If you look at my other ratings, you'll see that I've given 5 stars to another company. I know what quality property management looks like and PCF fails in every respect. I could write a volume on the sad saga of their mismanagement of my properties, but hopefully this short summary suffices to warn any prospective clients not to use PCF's services. As I was shopping around for another management company in 2015, several of the prospective managers I spoke with also told me that they were encountering other deeply dissatisfied PCF clients. They're thieves. Absolutely horrible experience. The house is falling apart and they're charging me to fix it. The stuff the took care of had a ridiculous response time. Leaky pipes, tiles falling off, floor is sinking, etc. They're taking $1800 out of my security deposit for things like removing the satellite dish that was there before I moved in and replacing door knobs for no reason. read more

I have been dealing with them as a tenant for almost 4 years and find them to be horrible at service. They are outright rude and have no legal structure. Extremely unorganized and unprofessional. Cynthia especially has no idea what she is talking about most of the time and conveniently responds to contact a lawyer with any issues that they are incapable of handling. They could not handle mold in the apartment for 3 months, have no renovation experience with flooding and dont know whats going on among other members of the team. We lived here for a year and moved out as of Jan 18th, 2020. We finally got our deposit minus all the charges back after a whole month. They managed to ripped us off with fees for more than $500 from our $1,850 deposit. It was all for petty items as was revealed such as kids crayons to be removed from door's closet. Minor scratches that was on porch rails which was there when we moved in. They identified little branches that continuously falls from trees as it's the season. Ridiculous! Please keep in mind that if you have to rent with PCF; they are going to charge and nit pick for everything as long you have your security deposit with them. Try fixing and never call them for anything if you have other means or any options. Their fees for repairs are not superb either. So, stay well within contract details and make sure you detail each and everything on your inspection IN before moving in as it will come back against you when leaving like it is for us. Company is a scam. In the beginning they were fine. Then they start to charge you excessive amounts for every repair. They charge $90 per hour for every repair. If you are billed less than $300 for anything be happy. I was over charged/ ripped off for many years till I decided to switch. The final straw came when I was charged for HVAC warranty work for labor only on a new system of a $1000. I checked around and the highest estimate I received was $400. I talked to the owner David and Jeff of operations and they could care less. I wasn't notified of the bill as I was suppose to be in my contract for charges over $500 either. There is no negationing with these people either, it's all about making money from the repair side of the company. Do not let this company manage your rental property. Although our first few months and up to a year was a bit disappointing because of poor management, account keeping and customer relations. after an effort from our side pointing the flaws, things started showing up on the brighter side. Now almost for a year, things have been going smooth and looks like they have made some administrative changes and hired more hands My advice to those who look for a management company is to not to entirely depend on them for everything but keep liaising with the tenants with friendly communications, opening up our hearts to them, helping them to be there when they can hardly find time from work to attend to waiting and being with repair contractors. PCF Management attempted to keep my full $1500 security deposit. After had to move because the property they were renting to me was Flagged for false lead certificates being issued. The MD Dept of environment noticed PCF and mailed a letter to the property address. When I contact them they lied stating it wasn't my rental property & everything was fine. After being contacted by MDOE They sent the same company back to inspect knowing they'd falsified the 1st lead cert and that the company had loss their accreditation. PCF used Lead-free home Again they issued another lead cert 11/18 that was deemed invalid Again by MDOE. PCF Mang staff Adam (maintenance supervisor) Bonnie (office manager) Cynthia (leasing agent) were often rude used Strong Overtones of being racist and Very unprofessional. A leaking pipe in the living room wall had to be repaired. They opened the wall from floor to ceiling they used no protective precautions to safeguard my family or their maintenance crew. They put my family my unborn grandchild's life in danger by exposing use to lead. Adam & another staff called one day & told me their attorney would send me a Cease and desist order if I continued to request maintenance repairs & follow ups. When I requested the owners inform David Starthmore (spell check) contact infor. I really became a target of their harassment! After paying my rent on time for 11 months this company still made my life a living hell‼ They kept with their usual pattern of attempting to keep renters deposits and I also have read their responses to posted reviews with emotional fueled untruths. As you can see I had no choice but to retain legal counsel the return of my deposit. PCF Management - Letter after I won for them to return my security deposit - Property Management Near Me - Ellicott City, Maryland

I rented from this management company for over three years and never owed rent, I gave enough notice that I will like to move a few months after the lease was up because I was closing on a new home and there will be delays. The management was impossible to work with, they were all about keeping the security deposit. Even after the owner of the property said I could move out before the end of the lease period because she wanted to sell the house, the management still wanted to charge me for unpaid rent. When I moved into the house the next door neighbor had things stored in the garage and yard. He was friends with the owner and I did not mind his storing things in the garage or yard. When I vacated the house I left the things belonging to the next door neighbor in the garage and yard just as I had seen it when I moved in, PCF management guy who did the walk through was aware of the relationship between the landlady and the next door neighbor and did not comment on the property he left in the yard when I moved in and accepted that since the owner allowed the neighbor to keep the things in the yard and I did not mind. When I moved out, the PCF management decided to keep a big part of my security deposit because of the things left in the garage and yard. I simply left the things as I found them when I moved in I have called the management and spoke to JD who does the walk through, he agreed with me that the things on the property belongs to the next door neighbor and he will notify the management to refund my money. Till date I have not seen a dime. I moved in to this property when I was desperately looking for accommodation, if you have time to look for a rental property stay away from this management company whether you a renter or a home owner, this company will take your money and do every thing humanly possible to keep your money from you. I learnt a good lesson to search up about the rental company that advertised a property before I show any interest or move in. the security deposit paid to PCF will never be returned regardless of whether you maintained the property in a perfect condition. read more

I would strongly advise home owners not to trust their home to this company. Saying they are property managers is a joke! Run away from them. PCF provides little management. In the 7 years we had to rent out our house due to losing our jobs in the MD area, if I had not done the managing of our property from another state, I doubt the building would be standing. I had to not only tell them what had to be done (such as having the heating and a/c checked, checking with tenants to see if they would be renewing their contract within the required time frame ...) but I had to check repeatedly to see if these things had been done. Often they were not done the first time I told them they needed to be done. Communication was poor. They were absent in the management and communication process. We often had to drive 8 hours to check on the house ourselves because PCF were so non-responsive. PCF are absurdly in favor of the tenants. When we asked our tenants to leave, it took us many months to fix all of the damages and PCF only gave us $300 of our security deposit back! There were such blatant things as hundreds of trees growing out of the gutters, garage doors broken (but never reported) which allowed rodents to infiltrate the garage and house, but PCF thought the tenants were "golden". It cost us thousands of dollars and nearly a year of our time to get things half decent again, but we didn't get to use any of the security deposit towards the damages. They were grossly unfair to us. The tenants were allowed to store things floor to ceiling (horder situation) on every level of this home, so that when we wanted to have a termite inspection done, it could not even be checked. There was that much stuff that the inspector could not get in to see what he needed to. PCF Management Inc. said that was the tenants right to store all that stuff without any extra charge. They did not care that our property - earned by a life time of hard work - was at jeopardy. PCF Management Inc. never advised us that rents had gone up, so that we were undercharging and losing out on $1,100 a month in rent that we should have been getting - rent that others in our area were getting. During this time our taxes had doubled and all of the damages caused by the tenants cost us thousands of dollars. It was neglectful of PCF Management not to tell us. They only look out for the tenants - not the property owners/landlords. They don't care what happens to your hard earned home. The tenant could knock down the walls. The only thing that mattered to PCF was if the tenants paid their rent. The tenants were not required to leave the house in a clean condition. There were mouse and rat droppings all over the house which created a flea and mite infestation that took months to get under control. I got full body mites under my skin due to cleaning up the many messes left by the tenants. The medication for the body mites cost us hundreds of dollars, not to mention several doctors visits. Food and other liquids were stuck on the walls. A fire had been left in the fireplace for at least 6 months for us to clean up. The grass was always knee high, trees untrimmed, bamboo had grown over the lawn up to the back door. None of it a problem according to PCF Management Inc. The tenants got all of their security deposit back. Somebody else wrote "25 years of mismanagement". I couldn't agree more. read more

Do not rent a property is this company is in anyway related to it. They are not accommodating to their tenants. And if you have a dog good luck getting a technician to come to your home. They expect you to take time off work to fit their schedule. They will not ask their tech's to work outside of their work schedule which ends at 3:00 pm. They say they have an emergency number but I called and got no answer because the staff had an all-day meeting. We had a bathroom sink leak and I put in a request through the portal. I was given an appointment time when the tech would show. No problem but I get a text from the tech two hours earlier than he said he would show and then he could not enter due to the dog. Which I told them about or they could look at my renter information to know that I have a dog. I immediately called him with no answer. Left 4 messages with no replies. I called the next day and got that the company would be in an "all day" meeting and you can try back on Monday. (since they do not work weekends at all). They have a 24 emergency call in case you do have a water leak but no one answered that either. So I called my landlord and told him about the leak and he sent over his "handyman" who did not fix the leak so we fixed it ourselves. He sent his handyman because Property management charges a crazy fee to the landlord to fix things. So also find out who the landlord is and how long they have used property management. Our property also had a house fire which we were not told about or even show the burnt ceiling that is still there. They do not tell you about any previous damage and play dumb to the fact things have happened. The basement got flooded due to to the Ellicott city flood and when we asked they said nothing happened. We saw the previous tenants and all the basements in the row homes got flooded out. 18 inches of water. They lie about most items you ask about. They do a 6-month evaluation that is due on the property. This is a walk-thru for our technician to ensure that the heat/ac, electric, and plumbing are functioning properly. You do not need to be present for this walk-thru, however, we do encourage you to be there if you would like to walk-thru with the technician. Evaluations are completed Tuesday thru Thursday from 9 am to 3 pm. Please contact me at the number provided below or by replying to this email to schedule. I replied that my husband and I can not take off time from our jobs and that we have a dog on premises. So we need to find a time to do this walkthrough. Their reply, "Unfortunately, we cannot ask our technicians to work outside of their scheduled hours to accommodate for tenants that have dogs. When a tenant cannot be home for a technician to enter and that tenant also has a dog that prohibits the technician from entering in their absence, it is up to the tenant to make whatever arrangements are necessary for our technician to enter the property." I don't feel it is up to me to fit your schedule and second of all if something wasn't working I would of let you know. I don't feel I have to take time out of my job and lose time accrued so your tech can do a 2-minute walk thru. Which by the way wouldn't fix anything if they did see something. Stay far away from renting anything from them. We can not wait to move out. read more

As the owner of a townhouse in Laurel, MD I contracted with PCF Management Company to find a renter and manage the property. Upon the 6 month inspection of the property their representative decided to "dewinterize" the house by turning on the outdoor hose bibbs. Dewinterizing my home was not an agreed upon service nor had I asked for this to take place. Needless to say he did not slowly release the shut-off valve, but instead flipped it like a switch. Instantly the bathroom pipe burst and there was water flooding the basement. To make matters worse I NEVER received a call from PCF Management regarding that the incidence even took place. Fortunately, the tenant who was present at the time called to alert me of the damage and what had been done by the representative. When I contacted PCF Management I was told someone would get back to me.....Three days later the technician called and acknowledged what had happened. I said I needed to speak with the owner and I needed to be reimbursed for the repair of the burst pipe. I never got a call for the owner, received reimbursement or even an apology.
