    Since the ownership transfer, the new management company has been largely unresponsive to service…read morerequests and has imposed unreasonable fees without justification. During ongoing construction of new apartment units, walkways and common areas have been left in hazardous, unkempt condition -- with no apparent regard for the safety or comfort of existing residents. Most troublingly, the company initiated legal action against at least one former tenant using what appear to be forged documents, without proper personal service of process. Additionally, tenants have been billed for rent covering periods prior to the ownership change -- months during which some had already vacated the property. To make matters worse, rental rates have been increased by $800 -- a hike that is simply not justified by the current conditions. Security remains a serious concern, with homeless individuals regularly found sleeping in the back stairwells and basement areas, leaving residents feeling unsafe in their own building. At this price point, the value simply is not there. Do yourself a favor -- don't stay here.

I never had an initial walkthrough upon move in. That Should have been my first red flag. Water leaks from ceiling from the bathroom above about once a month. The plumbing in the entire building is shot, and she refuses to actually get it fixed. My tub, bathroom sink, and kitchen sink we're constantly clogged. I saw cockroaches on MULTIPLE occasions. The fridge wouldn't shut all the way making my electric bill outrageous. None of his was ever fixed properly. OK now the bad stuff... I had to terminate my lease early due to military orders. She threatened to keep my deposit. I know my rights and brought it to her attention that it's illegal to keep a deposit because of early termination, orders or not. VA law states you have 45 days to return a deposit. Fast forward 76 days. I threaten her with court and FINALLY I get a check in the mail. She deducted 100$ for nail holes, not cleaning the SHARED balcony, and the kicker? The inspection. The inspection that she REFUSED to do with me there. I asked her about it twice and she wouldn't do it. Save yourself the Drano, roach killer, lawyer's fees, and a massive headache. DO NOT RENT HERE.

    We've only lived here for 6 weeks but so far we're very satisfied. Kim Edwards in the leasing…read moreoffice, with whom we met via FaceTime and via voice and email, was personable, professional, and expedient in processing our paperwork etc. We actually rented sight unseen but were happy with our building upon arrival. It was clean, odor free, and well appointed. The seating area on the ground floor is currently closed due to COVID. We are hoping that within the near future it will be re-opened. Unfortunately, the roof top deck access available for all the residents is also closed. This is disappointing but I'm sure that they're complying with the governors directives and it will be made available again soon. Our 8th floor flat in this circa 1904 building was as expected. Nicely laid out and spic and span. Dimensions not exactly what we had calculated but we were able to move our furniture around a bit and made it work. Since we've been here we've a couple of minor issues. We were extremely impressed by the way they were dealt with. Literally, within hours which was greatly appreciated. The system that the leasing company use has a multitude of capabilities from submitting work orders, to paying for rent and utilities. Since COVID-19, and until recently, the gym was shut due comply with the governors recommendations. The gym is now open, albeit at a smaller capacity, the leasing company is making a concerted effort to re-open it. It's necessary to book a gym session for the moment and that can be accomplished via the app. So, thanks to KimEdwards and her colleagues, so far, we're happy with our little flat. We hope that the roof top desk on the Virginia Building will be open soon so we can see the sites offered by this lovely city. The location of this building is incredible. Surrounded by water, parks, shops, restaurants....Who could ask for anything more. As I said above, we've only been here 6 weeks and hope that things continue to be very satisfactory.

Let's start with the package situation: probably 40% of my packages were lost -- either completely misplaced or dumped somewhere inaccessible. When I brought it up, management shrugged, deflected blame, and treated me like the problem. Apparently, having a working mail system is not their responsibility. The Luxer package system is a complete joke, and half the time things would be lost in the black hole between Amazon and their disorganized front desk. Management is sleazy and aggressive. Every interaction felt like I was being gaslit. Present an issue? They'd get defensive and act like you were trying to pull one over on them. And good luck getting any empathy or flexibility -- when they suddenly told us on June 10 that we had to be out by June 15, despite being told we could stay through the end of the month, we were basically one step from being homeless with two cats. And then, of course, they refused to prorate any rent or offer assistance -- just cold, indifferent, and focused on squeezing out every last penny. Let's talk rent: we paid nearly $3,000/month for a two-bedroom "penthouse" unit. For what? A bizarre layout full of unnecessary doors, awkward use of space, and a "common" area with floor-to-ceiling windows that no one used because it offered zero privacy. Elevators took forever -- both up and down -- like living in a hotel from hell with a broken lift. They also hit us with random automatic fees and unexplained charges with little to no notice. You'd just get a "you owe $XYZ" notification without warning or clarity on what it was for. Bottom line: Icon Norfolk is a poorly run, overpriced, and unethical operation. Save yourself the money, stress, and constant gaslighting. This place markets itself as luxury -- in reality, it's dysfunctional management wrapped in a pretty building.

UNTIL- sl nusbaum Took over the property and really change the flavor of ICON living. Granted, the building is amazing its like living in a resort- Living here was amazing - The issues started off small the changes power bill was never explained, the build security was Meh at best and the thing that carried me over were the racial under tones I experienced. Now before people say yo you play the race card.. This was just MY experience. The ladies that worked in the front office catered to the residents who were not POC. There was a even where I and another person of color were complexly ignored at a community event, we were left out of the games and raffles. I thought it was me, but when I asked other POC that were my neighbors I was not alone, and was told some pretty bad stories. SO its something to think about. Last what made me move, was how the amount of money you pay did not add up to my safety, the ease of enjoying the amenities, the parking lot expense, the elevators not working ( i had to climb 24 flights of stairs to get to a event) the power bill , the threat of losing roof access, homeless people wandering the lobby, dog pee in the elevator, the amazon thief. the roof top being trashed EVERY WEEKEND in the summer time. SO if you want to live here, i am not going to tell you not too, because its beautiful the views, the VIP access to City events , paying 2k+ a month, i need to be treated like I pay 2k+ a month.. Some people pay WAY more than i do . Just do you research.

    Since the time we moved in, we have been subjected to multiple violations of our rights as tenants…read more These are the violations under the Ghent Village contract: #21 Unlawful use and disturbances, noises etc., #22 Breach of Lease: B. where our complaints have been continuously violated breaking the 21 day rule C. repeat violations with no remedy We have continuously made complaints to the main office, previous property management and numerous phone calls to Silbar Security about our health and safety concerns. Not only have we been dealing with marijuana and cigarette smoke coming through our vents every night, we have been subjected to loud parties, blaring music past 1am, people yelling on balconies, slamming doors, trash left at our front door, passive aggressive harassment including parking in our assigned space (on multiple occasions for multiple days). In addition to these ongoing violations from our below tenant, there have been safety concerns from the continuous construction for the entire time we have lived here including: random construction workers showing up on our balcony unannounced without prior notice, construction workers leaving all material in the road and parking in your spot, rusty railings by the front door that were not attached to the wall for months, and now 2x4's in place of the detached railings that have been up for over a week. Because of these multiple violations and disregard for us as tenants we had no other choice but to vacate early. We have been very patient over the last 8 months with management and nothing has been done to improve our living experience here.

The walls are thin as paper, and you will hear every step your upstairs neighbor(s) take. If they're a heavy walker, are young and like to have people come over regularly (day or night), or are a family of five with young children, it will sound like a stampede is above your head. In our experience, the front office staff is limited in what they can do to provide relief. And if you try to speak with Corporate, they legit don't care about upholding its lease agreement to provide an enjoyable living environment. I've gotten nothing but the run-around and piss-poor excuses. In my 15 years of renting apartments (all over the country), I have never experienced this level of neighbor noise (upstairs and side). We were around during the construction phase (despite being told while touring the apartment it was "almost" finished) which lasted over a year, and there are not enough words to describe how chaotic and uncomfortable it was. Workers broke my belongings out on my deck. The number of people in and out of my apartment was insane. Just recently, I was asked to let another man into my apartment to repaint a door and the trim around the sliding glass, he explained the contractor in charge of the site was a drunk and showed up drunk every day and that's why there was such an issue during construction. We signed paperwork asking nobody enter our unit without our presence because we have a pet. I came home one day for lunch and found maintenance inside my apartment and was told, "it was an accident." If you get lucky about who lives next and above you, it's a great place to live as the apartments are spacious and in a great location to walk anywhere. But, it's a gamble.

    These apartments are well overpriced. You are paying solely for the location which honestly is nice…read morebut not necessarily worth the price-point. Ive just moved in, I've been here for less than a month and in these few weeks that I've noticed that the walls are paper thin. I can hear my neighbors as well as street traffic and the city's holiday festivities all hours of the night and day; I can also SMELL what someone is smoking very strongly almost as if they were in my very own apartment. For a luxury apartment the hallways aren't well kept. They haven't been vacuumed since I've moved in. The apartment is drafty which will end up costing me heavy utilities bill wise. The wood floors are so scratched up as well as the baseboards and some of the cabinetry from the previous tenant, not to mention when I moved in the unit was very dusty and honestly looked like it hadn't been cleaned since the last tenant moved out. The front doors have about a gap of 2-3 inches from the floor which is concerning in the event rodents or roaches infest the building(no sign of yet). Other issues to note, My kitchen sink head has randomly fallen off and water is leaking heavily and maintenance still hasn't come to investigate or fix the issue despite my calling twice in one week. All in all the location is beautiful but there really is nothing luxury about these apartments aside from the "history" of the building. To be honest I only choose this apartment because I relocated from out of state and this was one of the only apartments with available units, oh yeah and the power is out as I type this very review and has been for about 15 minutes
