A fire occurred in my daughter's apartment building in Richmond. According to the responding fire fighters, the fire alarms and suppression were not functional. As a result my daughter's belongings were damaged by the smoke. They have not returned the vast majority of belongings months later and are charging us rent for a property that is not safe to occupy despite repeated requests for them to provide a safe dwelling. They have lost or broken many items, did not clean vents despite toxic fumes and are unwilling to work with us on rent despite all of these issues. DO NOT rent with this company. read more

I rented from Walid Daniels sort of by accident, I rented from some one else and he bought the building. Walid was very creepy, and would enter the building at any time day of night with his key, without calling or knocking. Near the end of our lease, he showed up one day at 9AM with a bunch of prospective renters, about 8 people, that he was showing properties to. He let himself and the renters in without knocking and tried to show them around while my wife was still in bed and i was in a robe making coffee. I told him he could not just show up unannounced with a bunch of people with no notice. He argued with me and all the prospective renters left as soon as they realized what was going on. He really thinks that everyone who rents a property is beneath him and treats all his renters very very poorly. read more

Watch out for these guys. I also had Walid Daniel as my landlord and I've endured fruit fly infestations and a break-in at one of Pollard and Bagbys properties. Then to make it even worse they deceived me into signing a new lease when the property changed hands in order to pay my last months rent. Im still paying for an apartment that I no longer live in and its just wrong. Period. Ive seen homeless people sleeping in the common area of my apartment and my apt had no deadbolt on the front door while others did. Then when the break-in happened it took DAYS for them to come fix the broken doorknob, so my apt was WIDE OPEN because the broken doorknob wouldnt latch. During the fruit fly infestation, I told them I needed the exterminator and they never came. One time the exterminator left a note saying he had been by but his key for MY apt didn't work and he never returned. Now, 3-4 months later I have been duped into signing a new lease when I told them I was leaving and they are dragging their feet to get someone else in the apartment and I'm tired of being quiet about it. I moved into a Pollard and Bagby apartment last week and the entire experience has been a mess. I was told that a certain amount was required in move in fees and then was texted later in the week that they made an error and I owed a higher amount. They told me if I didn't pay then I would owe extra late fees even though it was a mistake made by them. On top of this, my air conditioning has never worked and it is over ninety degrees in my apartment. I have left multiple maintenance requests over the phone, over text and over the app and no changes have been made. The living conditions are genuinely unsafe and I have had to take my pet to the vet for overheating. Do not give your money to this company. Apparently if you have mold in your apartment and complain, they don't care!!! My daughters bathroom in her apartment was leaking water in the walls for quite some time. There was so much mold, it came through the walls. When we called to have them fix it, they took forever and refused to remediate the mold properly. We have had nothing but the run-a-round with Pollard and Bagby. If you check reviews online, you will see it's all true. They rent for Walid Daniel, a known slum-lord in Richmond. His properties are full of roaches, mold and lead based paint. He makes you pay him directly, to his name?? Hmmmm. Please, be careful before moving your children into one of Pollard and Bagby or Walid Daniels apartments. THERE IS ALSO LEAD PAINT in the building on Park Avenue! DO NOT rent with them. if i could give them no stars i would. we have not had hot water for 4 months now, every maintenance request we put in has no outcome besides maintenance trying to gaslight my roommate and i that its been "fixed". they also don't contact us when maintenance comes so I've woke up numerous time to men in my apartment without my knowledge , which is incredibly scary as a woman. Whenever we try to get anything fixed they come up with stories as to why they cant reach maintenance and lie to us. Nothing is worth this amount of stress. I have had nothing but excellent experiences with Pollard and Bagby. I rented from them and the Loupassi family as owners for 25 years in a different location, and have now returned to them after another house was sold, because I wanted to make sure I had a trustworthy landlord. Therefore I have a great deal of experience with them. Last year when I had a leak in my bathroom ceiling from an empty apartment above me at midnight, I called the emergency number, and got a response within 10 minutes. After making sure the leak had stopped and I was OK, they were there first thing the next morning. I have read some bad reviews on this site, but it seems that they are for a particular owner of some of the apartment buildings they manage who does his own repairs. I am lucky in that my landlord, the Loupasssi family, does their own repairs and do an excellent job of it. They are very involved in a good way. They have a regular maintenance group in addition to work they do themselves. They are also very nice. I have also had very good experiences with the staff of Pollard and Bagby. read more

Worst renting experience we've had because of how ill-kept the property is and how unresponsive maintenance has been. We weren't able to view the apartment in-person prior to signing a lease due to COVID. Had we been more diligent about reading reviews and seen the unit in-person, we would not have chosen to live here. Upon move-in the floors were completely covered in dirt and dust, windows had been painted shut, every sink was leaking, the fridge (which is significantly old) had sticky stuff covering the shelves, and there were house centipedes everywhere. Despite putting in maintenance requests and speaking with staff directly, these things never got addressed. We have fixed the sinks and re-caulked around windows, the tub, and the kitchen sink ourself. There's significant damages to the floors and walls, and the floor is pulling away from the walls significantly. It's an old building (which was a draw for us), but there's absolutely no consistent care or effort to maintain or preserve the property, which is a shame. The maintenance team reached out to schedule a time to come for repairs and to spray for bugs (again, house centipedes everywhere - disgusting) but never showed up. They still marked the task as complete and sent us a survey to fill out. The one time we had a maintenance issue addressed, it was because the hot water in the tub wouldn't turn off and my husband called/texted to ensure it was addressed. The person who came to fix it left more damage to the wall in the second bedroom. The laundry room has outdated machines - one (of 2) washers for the building has a steady leak and the dryers are inconsistent - often requiring we dry clothes twice. Most recently, on low heat, a dryer completely scorched and ruined my laundry. P&B can get by with terrible communication and non-existent building maintenance because the location is great. It's extremely disappointing. Would recommend looking elsewhere to rent. read more

We were unable to tour my apartment due to covid and the video they showed made it seem like a nice enough place to live. When we moved in we found that my apartment was filled with mold, had leaks, the heat was out consistently, had a person living in our basement who wasn't supposed to be in their, mice, and was just overall rundown. Anytime you complain they will come out and do the absolute bare minimum so at a point you just give up and accept it. We had already bought a uhaul, moved down from NOVA, took off work and brought our families on Friday. They did all this after pushing back the time 4x. My security deposit saga: I spent 120 days after my lease ended trying to figure out what the hell was going on with my $915 security deposit. Sometimes I spoke in a plaintiff whisper, begging for mercy, sometimes I stressed this in anger, but MANY times I said, "The state gives you 45 days to return my deposit to me. This is not fair." I sent one letter. I sent three emails. I threatened to take Walid Daniel to court twice. I made approximately 50 phone calls. I left approximately 20 voicemails for Walid Daniel. -----I left one voicemail in the form of a song; it went like this, "95 days after my lease ended I still have not received: My Security Deposit". I sung it to the tune of the 12 days of Christmas. ---I left two voicemails in a shouting rage. Walid Daniel actually answered the phone zero times. Getting my security deposit back from Walid Daniel shouldn't have been so hard. FYI: When you rent an apartment owned by Walid Daniel, Daniel handles the money and Pollard and Bagby manages the day-to-day stuff. read more

I have been renting with pollard and bagby since april 14th, less than a month and me and my roommates have had the worst experience of our lives with a renting company. The house they gave us was a total wreck with countless problems like a broken dryer, graffiti on bedroom door, and lights that don't work in a bedroom, the kitchen, and living room. The air conditioning does not work after being told to our faces that it did and the window units were just there in case. Those window units are the only thing that keep the house from getting to the 90's and we had to install them ourselves. The water heater was terribly installed and needed to be replaced and the breaker system to our oven & stove malfunctions to the point where it is unsafe for us to use it at all. Not to mention the fire alarms upstairs don't work and we don't even have any downstairs. As I write this our roof is leaking in my roommates bedroom as it rains. I hope this review will get the attention of our leasing company seeing as our countless calls and emails won't. I am usually a patient person and was with them at the beginning of this process but it seems like every week new problems pop up and we can't catch a break. We have live in a house with a horrific rental past and it shows but what shows more is how pollard and bagby and meredith hughes leased three first time renters a house that is completely unlivable. I'm willing to create a better relationship with my landlords but seeing as I've never been able to meet him that isn't possible. I hope to write a better review later on but until the problems that came with this house are resolved I will keep this one. read more

I did not deal w Walid Daniels so my experience was better than most. I also am a meticulous bureaucrat myself so I'm good about following procedures , cleaning an apartment, making phone calls etc. so I did get my full deposit back in a timely manner. However , I can not give PB a good review. The general upkeep of their buildings is lacking entirely; most have serious infestation problems like our apartment which had cockroaches the last 6 months I lived there. The washer driers In the basement are a joke , cockroaches living and breeding in there and the machines were ancient. My clothes felt dirtier coming out the machine than going in. The landscaping is terrible and maintenance was slow to respond. The overall vibe in their office is unprofessional. The front receptionist: would it kill you to smile or answer the phone w some inflection ?! I found my first leasing agent (I asked to be switched) was pretty inappropriate sharing office drama w me and was maybe drinking on the job? Avoid if you can. read more

If you have been searching for a truly hellish rental experience, then by all means, rent from Pollard and Bagby. They are neglectful and disrespectful; they even left our entire building without hot water for two weeks with little to no communication, and only after our entire building pestered them they awarded us $50 (per apartment, might I add) in compensation. Not one interaction I had with any of their staff was a positive. Most of the maintenance was done by Walid Daniels, the building owner, and every time he was in our unit he was inexplicably angry and condescending. We left our apartment in a better condition than we found it, and even so, it took us 3 months to get ahold of our security deposit check (which was for half of what we paid). They're greedy slumlords and scam artists. Don't give them your money, no matter how tempting the rent seems. read more

I have rented with P&B now going on 2 years. I have had nothing but exceptional professionalism from these agents and owners. Everything from major issues like leaks, and broken heat/AC, to locking my keys in my apartment and needed to get in right away so that I could make it back to work on time. They are swift with their responses and never fail to show up wearing a friendly smile. Pete and her helper showed up while I wasn't home to fix both the wall below my AC unit and the wall in my son's room because they needed replacing. When I got back to my apartment I couldn't even tell that anyone had been there. They did a beautiful job and cleaned up very well behind themselves which to me is huge. It appears that I had a completely different experience renting with Pollard & Bagby than the majority. P&B managed my last apartment and were great. I think a large part of it had to do with the fact that it was a building owned by M. Loupassi, who is a wonderful owner. I only had a few minor issues in almost 2 years of living there and they were promptly taken care of (one time, Loupassi even fixed problems I had yet to notice). The apartment was the best deal I have yet to find in the city and was in great shape by Richmond standards. Rick Cliff was our agent. I've had a completely opposite experience with this company. At first when I was looking for a place, I responded to one of their ads, called multiple times but never heard back and ended up renting elsewhere. Two years later I was moving again, and ended up moving in to one of their apartments with someone who already had a lease. Since I moved in I've never had any issues with the company. They let us pay rent however we wanted, cash, check, money order. Rick Cliff is an old school type of guy but he's really nice and helpful. The apartment was a great deal price wise, nice location and i personally loved it. Any issue that we had maintenance wise was fixed quickly every time. There was water damage in the kitchen so tiles were coming up, so they came and renovated the whole kitchen. We got new countertops, a new oven and they added a dishwasher in, which was a plus. Our heat stopped working once, they came the same day and fixed it. The only issue I had was the recycling dumpster behind the building was always full, but thats not the fault of P&B, more the city. The parking situation sometimes sucks, but most of the time there are available spots. The farthest away I've had to park was a block, which isn't bad in my opinion. I've lived in the apartment for over two years now, and they've never raised our rent or charged us extra. The lease said no pets, but they changed it so I could bring my cat. Without charging a pet deposit or monthly fee, which I thought was pretty cool. Overall, I've never had issues and love my apartment. I'm about to move out and I'm sad that I can't stay. read more

We called to view a home today and the person on the phone said there was a viewing at 2. We got there and the realtor said the home we wanted to look at was about to be signed to someone else. They didn't tell us this when we scheduled the appointment.This was a huge waste of our day. There is no excuse that the receptionist was so neglectful to not tell us it was in the process of being signed. Furthermore, the realtor was extremely dismissive towards us and didn't even attempt to apologize for wasting our time. Manuel Loupassi, the landlord, is the only reason P&B has my business. You DO NOT want to get stuck in a lease with these people. They sped through the lease-signing procedure with me and my roommate because they were so understaffed and unorganized, that they had no time and felt no obligation to do their job. If you are interested in a property owned by Mr. Loupassi try and find a way to rent directly from him, as going through P&B is a special kind of hell. My dryer broke, and they not only refused to fix it or install a new one, but expected me to BUY THEM a new dryer to improve their apartment which clearly has not been renovated since it was built in the 1800s. There are some obvious health and safety code violations in my apartment that Manuel Loupassi was quick to fix as soon as he was contacted, however Pollard and Bagby neglected to inform him of ANY of the issues until the city inspector got involved. Renting with these people will be an enormous mistake you will regret. If you like one of their properties, find out who the landlord is and contact them directly if you ever have issues; the management company is trash. read more

Walid Daniel is a slumlord. They do not clean or repair anything before a new tenant moves in. My apartment was filthy upon move-in, but I was able to clean most of it. However, the bathroom was beyond cleanable with dirty caulking on the tiles and a stained shower floor. Also, almost all of my blinds were broken upon move-in. I listed all of this on my move in checklist and maintenance was supposed to come and fix it. Oh, and don't bother to ever open any windows or by any means LOCK THEM because they won't! Most windows wont lock and some of the glass panes of been painted, yes painted, in place instead of properly installed. I had one shatter all over me when I tried to open a window during the summer. Well, I ended up thankfully moving out this past summer and I deep-cleaned my apartment to the best of my ability before the new tenants arrived (since I wasn't expecting P&B to do so). I even showed my apartment myself to 4 groups of possible tenants to expedite the process even further. Bob, the director of maintenance for P&B, did a final walk through with me and said the apartment looked great. He also said he'd been telling Walid to gut the bathrooms in the building for YEARS because they were beyond cleanable and it was just decades of wear and tear. Bob is the one positive experience I had while renting from this company. WELL, long story-short, I get my 2/3 of my security deposit back because they charged me for broken blinds, a broken window pane and a "filthy bathroom"... all things I listed in my move in checklist or listed as emergency maintenance that they promised to fix themselves. I was a full time student, working a shitty job full time, and they KNEW they could take advantage of me and my roommate. We genuinely left the house better than they left it for us (which isn't saying too much, because we got to the house and it was filthy and cigarette butts were everywhere and there was mouse poop. they lied about having a cleaner over, because when we called the company who was supposed to come they said they did not). Yet, they took our security deposits when we as working class women needed it the most. They never gave us an invoice for the work that might have been done to accrue those charges.
