Totally fine rental place. Mom and pop type operation. Friendly staff. Low cost, accepts VAT, you have to vacuum and wash your car before returning it, there's a cap on mileage. You can rent a manual transmission car, if you're interested. You also get what you pay for, so don't expect anything fancy or top of the line. If you need to extend your days, you have to do it in person. I rented for about a month. It was easy, aside from the vacuuming and washing, which I'm not used to doing with rental cars. If you're on base, I suggest Sixt or Hertz, for convenience. read more

Part Two: Using the Car, Turn-In) I figured I wouldn't change my rating of four stars as nothing significant happened upon turning this rental car back in to the shop. We drove our rented Opel for nearly a full month, with no issues. Sure, there were a few cigarette burns, a tape deck and manual windows, but the price was still right. The car drove fine with no automotive issues or even weird sounds. The day we turned out car back in, the same man who checked it out was there to greet us. Once again courteous and helpful, he offered some polite small talk, and processed our paperwork all within 15 minutes. He processed our VAT form, answered our questions and inspected in car. Super simple stuff. In review, I can honestly say I had a very positive experience at Powell's. They offered a needed service of cheaper rental cars in the KMC area, conveniently located next to Ramstein AB, friendly-enough service with American-friendly staff and an overall good vibe. Awesome job Powell's! A few wrap-up notes, for those considering Powell's for a rental upon arriving to the KMC area, do note if you plan to travel, they do not authorize their cars to be driven outside of the KMC radius. In addition, they have a mileage limit of 1k kilometers a week. If you plan on doing HEAVY driving, maybe consider somewhere else? But if you're a total dirtbag you can ignore the above two comments. Finally, for those new in town, Powell's also offers the ability to sign up for something called ADAC (Equivalent to AAA). I highly recommend signing up for this program, it's a real life-saver! We had some unfortunate experiences renting from Powell's Auto Center. We leased a car for a month from Powell's after PCS-ing to Ramstein, intending to extend our rental until our own car arrived from the States. The rental process itself was smooth. The gentleman working there seemed courteous and professional. However, about 10 days or so after we got the car, we noticed a smudge on the back bumper, about an inch or so in diameter, that looked like someone had used cheap paint or even whiteout to try to cover a small place where paint had come or peeled off. We hadn't initially seen anything here, but it had been raining quite heavily in the days prior so we assumed the spot was now more noticeable than it would have been before. My spouse was concerned we might be blamed for this so we took the car back to Powell's to make sure they saw and understood we had not tried to cover the spot up. However, the woman working when we stopped by proceeded to blame us for damaging the car and covering the spot up. She said we would have to pay damages and that the car could not be leased out again until the damage was repaired. (Mind you this spot was only about 1-1.5 inches in diameter). We asked why we would do such a thing (i.e. try to cover it up) and then go out of our way to show them the spot, but our argument fell on deaf ears. We thus decided to return the car early and try to lease elsewhere. We cut our contract short, loosing money on the return. The woman had a mechanic look at the spot and charged us $100 for the damage. Luckily, after returning the car, we remembered that we had taken photos of it on the lot before we picked it up that first day. We checked. Sure enough, after blowing up one of the photos, we found that the spot had indeed existed when the car was first leased. We returned to Powell's and showed this picture to the woman, She initially refused to believe it was authentic, but acquiesced and called us back later when she saw the date on the photo. She returned the $100 for the damage. She did not, however, return the money we lost by returning the car early before the end of the contract. We ended up loosing money, and of course had to lease elsewhere. Also of concern: We discovered she put the car back on the lot within minutes of our return. She had said it could not be leased again soon because the damage would have to be repaired. But the car sat on the lot with the other vehicles for several days. We checked, and the spot had not been fixed. Was this a scam? Did Powell's cover the spot intending to blame us when the car was returned? Or are they simply incompetent? We can't say, but either way, beware. read more

Renter beware! I was referred to Powell's by someone who rented one of their old vehicles. I rented one of their new ones and it was not a wise choice. After a 5 minute pre-inspection with the gentleman there I was on my way. I used the car to drive to and from work for less than a month. The reception I had when I returned the car was very sobering. The difference between the pre-inspection and post inspection was 30-35 minutes. Instead of one person, it was two, They went over it with a fine tooth comb and claimed that there was some damage to a plastic piece on the undercarriage and three dings on the body. The woman in stride states to me, you have USAA? Somehow the car sustained enough "damage" to cost me the 330 Euros deductible. I paid it, as I am PCSing and didn't want to get bogged down in legal quagmire. read more

Cheap price, but they nickel and dime! I had to buy premium gas for car that doesn't normally require premium and show receipts. I had to pay for and oil change because it was due during the time i had it... really and after that they charged me 100 euro claiming i had a dog and children in the back seat that left stains that were already there!!!! I don't have a dog or children, I didn't even use the back seat!!! On top of it all they were just really rude in general... read more

Terrible. I rent cars about once a month for business, and this is my worst experience. First off for pick up, they want to check for any already made scratches/damages outside in the rain in the dark, with a flashlight that was not properly working. There were so many small scratches, this took an hour and I ended up getting sick for my trip standing in the cold and rain to find all the scratches. During this time, I saw several customers returning cars and being charged for damages that seemed very suspicious to me. We returned the vehicle on time and clean after driving to Austria and back in rainy winter weather, they claimed the car was filthy (there were some pieces of grass on the floor, and the outside had normal dirt from driving on an autobahn in the rain with salt on the roads). So I had to drive it next door, spend 6,50 on a car wash and several euro on a broken vacuum cleaner to clean up the few bits of grass off the floor at the gas station. - Staff was rude and not well trained, in Total I spent at least 3 hours to pick up and return the car. After I received my deposit back, I told them that's the first time i had a rental company make me do the standard cleaning for them, and the lady working there got red in the face with embarrassment, but tried to say if I don't do it, they have to pay to have it done! Also, the van we rented kept giving an alert that the oil level was too high, randomly while driving. - This is a typical scenario of a business located right outside a U.S. military base that tries to take advantage of its American clientele. read more
