We got to try out Roger Carter for the first time today. We went for an event at the splash pad, and my kids had such a great time. Check in was simple, and there is ample parking, although getting out is much harder than getting in. There are men's, women's and family locker rooms. The pool was sunny and seemed best suited for lap swimmers. The splash pad was pretty big with lots of lounge chairs in both sun and shade. read more

8/11/25 RE: CHILD HEAD INJURY AND BULLYING Be wary of signing your young children up for camp, at this facility, under the supervision of Howard County Parks and Recs' camp leaders. I signed my 5 year old daughter up for The Gateway to China camp, held at the Roger Carter Community Center.The camp description provided is as follows: "Learn about the Chinese culture and language! This popular all-day camp is back for its 18th year! WeeStar Corp and Howard County Chinese School staff provide a full immersion program that includes fabulous classes that focus on math and the Chinese abacus, geography, history, science, Chinese music, arts & crafts, and games. Campers visit the center's pool twice a week." The camp took place from 8/4/2025 - 8/8/2025. The hours were 8:30am to 5:30pm. A participant form must be filled out before your child(ren) can participate, which gives the camp facilitators your contact information, emergency contacts, medical concerns, etc. It also includes a disclaimer that injury can occur and you waive your rights to hold Howard County responsible. I never expected a program that was described to me to emulate a classroom setting to be dangerous for a 5 year old. I also expressed on the Participant Form that my child was to not participate with swimming at the pool or change clothing, without parental supervision. My parental instincts would not allow it. In hindsight, I believe I made the right decision. Throughout the week, there were some minor issues--such as my child getting wet at the pool and the camp leaders changing my child's clothes without explicit consent from us or notification. I wasn't aware until I picked them up from the camp and my adult daughter inquiring about the outfit change. Also, the camp leaders made us aware that my child was asking for extra snacks. Typical of children but I did address my child about it. On Friday, 8/8, I assumed the camp day went well. My adult daughter went into the facility to pick my daughter up, and there was no mention of any issues. She looked tired but I assumed it was from a long day. Upon returning home, my child complained of having a headache. While discussing what could have been causing her headache, she revealed an incident that had occurred at the camp earlier that day. According to her, a few of the campers were bullying her by saying they were going to make her day "bad". They chanted something at her that she didn't understand. Later, one of the other campers pushed her out of her chair, and she LANDED ON HER HEAD! She began crying, but no one came to console her. She went to the main leader of the camp, and she was instructed to go to another camp leader. Apparently, the camp leaders were busy on their laptop, so my child put two chairs together and lay down because she was feeling "tired". Something she is accustomed to doing because she has been instructed to do so by the camp leader before. When it was time for the campers to go outside, the main camp leader instructed my child to stay with her, and they were lying down beside each other. I believe the main camp leader was trying to protect my child from any further conflict with the other campers. I was never contacted about any conflicts with other campers or that my child sustained injuries. If not for my child telling me, I would have never known. Thank goodness my child was able to clearly explain to me and the medical staff, that evaluated her, what occurred. While preparing my child for medical intervention, I contacted Roger Carter Community Center immediately what I had learned and initiated an incident report with Justin Smith. Mr. Smith was very attentive and diligent. He swiftly escalated and submitted the report to Patrick Hughes (Recreation Supervisor). In about a half hour later, I received a call from Mr. Hughes. At that time, we were with the doctor so I missed his call--but he did leave a lengthy voicemail, that seemed to show his concern. I appreciated it. I drafted an email to send on Monday, during business hours. It outlined the details of the incident and my concerns, as a parent. On Monday, 8/11, Mr. Hughes followed up to my email by calling me. He initially seemed apologetic and worried about my child. I question the genuine nature of his call now. He asked how my child was doing. He also mentioned how he read my email and confronted the camp leaders about the incident. OF COURSE they have a different version of events. They claim they didn't witness any incident of my child injuring herself or any crying. I guess they're implying my child AND medical staff is lying. No accountability whatsoever. This isn't the first incident in which staff did not alert me of issues, at an appropriate time. If you don't inquire as a parent, you will not know! I had a super unpleasant experience at this community center almost a month ago. I am an Asian middle-aged woman, and I was harassed twice by a middle-aged white man while using the facility. What made the situation even more unacceptable was that this man pressured me by leveraging the authority of the center's staff -- and shockingly, a white staff in her early twenties directly used a vicious tone became his spokesperson. Her behavior not only failed to quell the conflicts among members, but also amplified us, even creating a hidden danger of escalating and intensifying the contradictions. From a member's personal offensive behavior to a baseless public accusation from the management towards me. Throughout the entire incident, I felt deeply disrespected and unfairly treated. June 8 I sent a detailed complaint to the center manager via email. I wrote in the email that " I need a response that reflects the facts, especially an explanation of the behavior of the young female staff member. If she can recognize any inappropriate actions and understand the root of her mistakes, I am willing to forgive her. I believe this is an important lesson for someone so young." To my surprise, in the three emails she sent in response, there was not a single word of "sorry" or any expression of apology. Even after such a long time, I have not received any update or explanation regarding an investigation or outcome of the incident. I've spent lots of time and energy doing this not for personal gain. I do not expect any compensation for tangible or material interests. I am speaking out because I believe every one in this society deserves to be treated fairly -- including the white man involved, the young female staff, and the center manager. Of course, as things currently stand, they must be held accountable before they can truly claim that fairness for themselves. Good community center with a variety of facilities including pool, workout area, multi use gym with separate walking track, and dance room for classes. A community center that offers a great place for exercise and other activities. They have pool and a list of aquatic exercises, if you'd like to sign up, you can check on Howard County website or simply ask the front desk, they'll gladly helping you out. The downside is the parking lot are a bit far at the back and there's like lack of signage for another entry from the back of the building. There's a signage for disable entry while you're in the garage, but after you follow that sign you still have to look for another sign to the entry. The good thing is, this place is not too big, so if you're walking around or asking around you'll find it. They have installed the BGE EV charger by the parking lot, if you're planning to charge here, make sure you have sign up from the app and it's ready to use. read more

Frustrating experience. Went for a swim on Sunday and forgot our brand new swimsuits in the locker room. Called as soon as we got home, the front desk grabbed them and added them to lost and found. When we came back two days later, they told us they had already thrown out/donated our swimsuits. We will not be coming back. read more

Love this community center. Prices are affordable. Rules are reasonable and they sell snacks at the location. You can also bring in your own goodies!! Our volleyball league games are located in the gym area. Though the ceilings are lower, and it takes a bit of an adjustment to serve with the smaller court space, I still love playing at this location. The parking situation is a bit strange, you park in the back and have to walk around; there should be a cut through. Once inside, we're always greeted by friendly staff directing us. The bathrooms are nice, always stocked and clean :) And the track is a great resource! read more

The one extra star earned is because the staff seemed friendly. However there are 2 major flaws to this location: 1) Seen it elsewhere in the reviews. This center is overcapacity and multipurposed well beyond what it should be. You have multiple clubs and groups using it while at the same time having a membership base supported. Be prepared to spend extra time there, no matter what the reason of your visit. 2) The parking was constructed as if to punish someone. The parking garage is hard to get to, crowded for the traffic this place receives and far away from the entrance. That is dangerous far away too because pedestrian access is minimally supported even though everyone has to walk. There are two options: walk this dangerous, long path to the entrance or use the aforementioned handicapped elevator at the top of the parking garage where you have to push a call button to notify someone to activate the elevator down to the lobby. I think they have things reversed: the handicapped entrance should be the ground level entrance and this elevator should be the normal access that everyone uses. Figure these two major problems out, and this could be a great place. read more

Although we are normally CA swimmers, we had a pleasant evening open swim session w my family at RCCC since CA pools are closed summer 2020. I booked a 90 min open swim session a few days ahead of time. The facilities were clean and COVID compliant. There were about 4-5 other families present that evening, but plenty of space in the pool and within the pool deck, distance definitely wasn't an issue. The kiddie splash-pad was up and running, which is awesome for toddlers and babies both walkers and/or non-walkers, my 5 year old got a chance to run around there before other kids started showing up to enjoy it - mixed feelings about that (I miss seeing kids at play). All in all, very enjoyable experience and I will certainly return. For non-members it's $5 per person to book a pool session, and you must book by phone Mon-Fri, 8-4. Have fun! read more

Come here pretty often for good reason. Facilities are new and offer everything you need and its rarely too crowded. Most workers are friendly and personable. Prices are very reasonable too. A couple negatives are parking, pool is closed pretty often and elevator breaks down nearly monthly. Outside of that it's a can't miss and still well worth the money. read more

Wow, y'all are some tough critics - one specific bad experience doesn't merit a 1 or 2* review IMO. It's a nice, newer facility with good equipment and every staff member I've interacted with has been very warm and friendly. I use the workout area as a drop-in user ($5/visit, no sign-ups) which is a great option for me since I'm in the area intermittently and prefer to workout outdoors when it's doable. It can be busy at peak times, and there are some users with bad gym etiquette, but no moreso than any other gym. They also have longer hours compared to many community centers. I wish they had a salt-water pool, but I don't blame them for doing the traditional chlorine-y thing. They do have pretty good ventilation so that the upstairs gym doesn't have much chlorine odor at least. The ramp into the pool is great for my Mom with mobility issues. Check the website for the drop-in schedule or call ahead to see when spaces are being used for classes or specific drop-in activities, and enjoy! read more

Similar to what someone else wrote, they now have massive amounts of children from day camps coming and are over capacity. They should have a designated time for them, and then for other people wanting to use the pool. We waited an hour and a half before leaving... and we got a membership. I agree with the other reviewers that this place just gets worse and worse. There are no ethics, no customer service, and they are rude and obnoxious. It also smells filthy. They pipe in chemical perfumes to hide the odor, or maybe it is the overwhelming smell of cheap perfume-scented industrial cleaners, but it doesn't really cover the smell of fungus and what smells like dirty feet. The worst part is the obnoxious 300 lb rude girl at the desk named Michaela. If they keep things like this around that cannot even act human they will end up with a lawsuit. The last time I was there, when I got in to my car, it seemed like I was carrying the smell of the place with me. I was using this place when my community pool was closed or for various reasons, but I will NOT shower there. The showers are tiny cramped and the floors are bare rough cement and don't feel clean. I always go home and shower. I always told myself it was palatable at $5.00, but now they have the nerve to raise the price by 50%. Unbeleivable. The parking there is a nightmare. There are approx. 6 parking spaces (also being used by those there to use the outside basketball court); the rest are down an unlit, dark sidewalk to the dimly lit garage behind the building. It does not seem safe, it is not the best area, and I will not go there after dark. There is no lighting!!! Also, after you park, you have to walk entirely around the building, all the way around the center and around the basket ball court. This is the best our Maryland state and county taxes can bring us? The gym is large with lots of equipment, weight machines, cardio, plus free weights. They also feature balance balls, kettle balls and other strength builders. There is a second floor track which encircles the gym below and often, guys playing full court basket ball provide diversion when walking the track. There is a climbing wall and ping ping, though use is restricted to certain days and times. The large pool is rarely crowded, even when the kids are on summer break. Employees are friendly and respond promptly when notified of empty wipes dispensers. There are exercise classes for an extra fee. The parking however is abominable, with most spaces a distance of 2 blocks to reach the entrance. Handicapped spaces (2) near the door are rarely empty. Bus pick-up/drop off takes up the rest of the block near the entrance where more handicapped spaces could be designated. For the horrible design of parking lots/spaces I am deducting one star. The gym is great though, and a bargain for seniors. read more

Not actually a member here but they host volleyball tournaments on Sunday's which is very cool. I haven't explored the gym itself but the basketball courts where volleyball games are hosted is a nice area with a track above the court for members to walk/run on. The only real issue I have with the place is the parking areas?.. none of them are located anywhere close to entrances which I find strange. In order the enter from the parking garages you have to walk thru a fenced in archway then call button to the front who calls the elevator for you because there are no buttons on the outside of the elevator?... sort of strange read more

Grew up going to the Roger Carter Center pool in Ellicott City, so when I looked it up recently and saw they opened up a brand new community center up the street from the old one I was excited to check it out. The pool is enclosed for season-round use with a retractable roof and doors. They haven't retracted the roof yet, but since I burn easily, it didn't bother me. The pool is huge and separated into 3 parts: very crowded kiddie pool, large open middle section with varying depths and one lap lane, and deep-end with a diving board. Outside there is a large patio with lounge chairs that filled up as the day went on. As with the old pool, they institute adult swim for 15 minutes every hour. I resented it as a child, but fully appreciate it in adulthood. Daily drop-in rates are $5/person, much better than the Columbia Association pools. The rec center has a full gym, rock climbing wall, track, and indoor/outdoor basketball courts. They offer different packages and rates based on age, residency and length of membership. For now, the occasional drop in works for us. They take credit cards at the front, concession stand is cash only, and you can bring your own food/drinks. read more

Beautiful and airy center. The gym has less equipment than YMCA but it is spacious overlooking the big indoor swimming pool. Comparing to YMCA and lifetime fitness, I like the pool here better, it is bright and clean, less chroline smell and better ventilation. There is no big slider outdoor pool but it has a beach entrance and special are for little kids. For $5 per person, you can access the gym, walk way and pool. They offer membership too $24/month. I am not a gym rat so the drop-in is fine for me. Please open the back entrance from the garage. The private party rooms were pretty big ranging from 500 -750 sq ft the rental fee is great$40-$65 per hour for howard county residents. The two room can be combined for bigger rooms. I came to the community center to get a yearly pass for the local Worthington dog park. I had already jumped theough a lot of hoops, purchasung a Baltimore County dog lisence, locating my dogs rabies certificate. I had tried out the park and spoke to the attendant who saw my papers and told me I had everything I needed to apply. Drove 15 minutes to the community center, spent 5 minutes looking for parking, more time hiking back to the entrance, more time waiting in line only to be told that somehow my lisence doesn't show proof of ownership. WHAT?? I asked the attendant to explain because I had spent quite a bit of time jumping through hoops to come to the dog park to begin with. She snidely said she was following rules and walked off. REALLY. I had several papers from the rescue organization prooving ownership I could show. But she turned her back and was clearly done and refused to speak....while obviously upset and dissapionted Ihad been polite the entire time and gone through considerable effort, surely I at least deserved closure to the conversating and a chance to ask to speak to a manager. Now I don't know what to do, I would love to join the dog park but can't even understand what else I can do???? One day off should be more than enough time to figure out how to join a park I hope! read more

My 13 yo son and I went to the new Roger Carter Community Center today. We were both very impressed with the facility which is attractively designed and affordable. We took a tour and used the pool. I love that the pool is very spacious and feels like you are outside with the doors open to the pool deck but have a glass roof over you to protect you from the sun. The pool was not crowded at all on this Sunday afternoon. Our tour guide said that a small splash pad outside will open soon. Parking was ample and close to the building, which is another improvement from the old center. I know we will return again as the drop in rate is only $5 per person which is a great deal and requires no monthly membership fee. read more

I am surprised at some of the ratings here. I workout at work so I don't have a gym membership. I come here when I miss a workout so I don't fall behind. With no membership I only pay $5 to use their equipment. I can go rock climbing as an alternative or swimming. They also have an indoor track. If I tried to go to far lower quality gyms in the area for a day without a membership I would have to pay $20. For what you pay you can't beat this place. My daughter, husband, and I have been coming here for a few years to use either the pool or the workout room. We have had my daughter in everything from hip hop classes, volleyball, and swimming. For the past three seasons my daughter has been enrolled in the non competitive swim team in the spring and winter sessions. My daughter loves to swim and for the past two summers has been swimming on two different area swim teams. We have many times come over for her to practice and swim laps while I watch from the chair on the far end. Each time for the past three years I have paid $5 for her to swim. I was NEVER charged to sit in the pool. Today, however, I was charged to sit. According, to the front desk lady everyone for the past three years has been incorrect in not charging me. Imagine that everyone in the past three years didn't know that I was to be charged to watch. Needless to say I'm pretty irritated especially after all the money I have spent in the past on classes and clinics. Goodbye Roger Carter Center. My very first review because I'm that concerned about others who might consider this venue as a place for their family and kids. This is my first visit to the RCCC and it's mainly about the pool and the staff. PROS: **Beautiful new facility made of glass and steel and concrete. A lovely facade. **Membership is relatively inexpensive. I purchased the three month adult membership for only $105 which included use to two other community centers in addition to Roger Carter Community Center (RCCC). I only wanted a short term membership so I could bring my pre-teen girls there for the pool during the hot months. To bring guests, it's $5/person/visit. Not bad! ** I was lulled to purchase a membership because of the pool. Just beautiful. Separated into three parts with 2/3 very safe for kids as the depth only reaches 5' and there's one with beach entry. The last 1/3 has depths to about 10'. The selling point was that the pool would operate as an indoor and outdoor pool. One then figures that for inclement weather, the pool doors be closed so the pool becomes an indoor pool but that is not what it is in reality. CONS: *Rude teenage lifeguards at the pool. First, after we went to the pool, everything seemed fine. Ha! Well, the time for adult swim came about which is usually 15 minutes long and all kids are forbidden to step into the pool. No problem. However, the lifeguards screamed at the kids to get out with impatience like they were drunk with power. That didn't go well with my pre-teen girls. As the fifteen minutes of adult swim ticked on, many kids still had their feet in the water which I think went on for about 10 minutes. The lifeguard was too busy talking to the other lifeguard and exhibiting nonchalance. Is it my place to tell the kids to take their feet out of the pool? Or is it even the little kids' responsibility if the lifeguard appears to be okay with that? Her supervisor came out, and yelled at the kids to take their feet out of the pool and started the 15 minute clock again. So now my kids and I have to wait an extra 15 minutes (and I didn't see any adults using the pool). Then, faint rolls of thunder were heard. Guess who's the first to notice the thunder? Wow, it was the teenage kids. So, they notice the thunder but not the kids who have their feet draped over the pool's edge? An additional 1/2 hour was tacked onto the waiting time because of the thunder rolls. So the total wait time turned into about 50 minutes and then all the visitors were dismissed because of continuous thunder rolls. This part is unfortunate but I do understand about the thunder and lightning precaution. **The "indoor" aspect of the pool is a sham. This pool is technically an outdoor pool because of the architecture consists of conductive steel and breakable glass which probably is not a good design choice given MD is always having thunderstorms! **Ineffectual employee at the front desk. When we walked out of the pool, we went up the staircase to check out the work-out area and walking track (which is a balcony overlooking the basketball court that's being used by summer camps). As we ascended, one of the employees yelled at me "Ma'am, you're not allowed up there. The exit is down here. " I'm a member....it's assumed that only members and their guests can access any part of the public spaces within the building, right? I told her that I wanted for us to take a tour. She was dumbfounded, saying "Aren't you leaving?" At this point, her rudeness really got under my skin, and I answered with a resounding and annoyed "No!" and walked up. Afterward, when we came down, I went up to the front desk to ask questions about the membership. The one who was rude continued to be rude and the other was nice and helpful. The rude one didn't even offer to return my membership card (cards must be left at front desk at entry) and pretended not to hear. VERDICT: Take a tour and get a guest pass to USE this place before committing to a membership. I now understand why many of my neighbors choose to take membership with Columbia Association or the YMCA or they suck it up and construct a pool in their yard. Since I was trying not to spend a lot of money and my family usually never swims except in the summer, I thought that this was my best choice. I REALLY regret my decision to pick this sorry excuse of a community center who I'm sure raised so much money to build this wonderful looking place, promising affordable costs and reasonable access to recreational activities. However, it's the community that has lost out as this place really only has the following indoor options: a gym for working out for adults and a pool that is not even a viable indoor recreational option. What kids I saw that actually had things to do were those in day or summer camp and they were kept active by camp counselors. read more

For me this place was a joke went there this afternoon. I use to go to this center before it was remodeled. Go in Man at the desk said to us we have to put our names on a waiting list ,I became confused and I asked what for he said pool was filled had reached it's capacity and there were 8 groups ahead of us. I was shocked because pool was not full maybe 20 people actually inthe pool swimming . What a change from before when I would go they would bus so many kids from camps in and pool was always packed and was never told had to be put on a waiting list to go swimming also man said he did not know how long the wait would be. I have been waiting since this place opened for them to utilize what they built, but for unknown reasons, I have yet to see them transition this to an outdoor pool in the Summer. Who wants to go to a hot and humid indoor pool during the Summer?! Not me, haven't been back since they opened and every year since have checked to see if the roof is off before I'll go back. No way am I paying $5 to lay outside on a concrete pad and then go inside to jump in the pool? That's just strange. A recent visit to the pool MLK 2014) started with excitement and tons of fun and ended with a sinus infection for me, both of my sons with fever, runny noses, and head colds. My brother-in-law and mother-in-law were also there with us and the following day they too awoke with the same symptoms. We were there for two hours and didn't notice anyone checking the PH levels. We were not happy campers for about 2-3 days... To end on a positive note, I will say that we were impressed with the facility. The staff members were polite. Visited with my family to use the pool. Nice and clean facility. Large locker rooms including family changing rooms which is great if you have kids that require both parents (in none same sex couples) to get them ready. Pool is gorgeous and full of natural light. What I love is that even children under one are welcome to swim which is often not the case at public pools. The facility is very affordable and has a lot to offer. read more

This facility is extremely un-family-friendly. The first day that I took my two daughters to swim practice, the staff opened the splash pad and welcomed my children to come outside and play. In between one child being in a class, the other would go outside and get some sun and wait for the classes to be finished. We all dried off outside because the mom and me class had me getting in the water, and I didn't want my kids going home cold and wet. The second day, a lifeguard came up to me and asked with a rude tone where my wristband was, shortly after my second daughter's class had ended. Both of my daughters were enjoying the facility until this point. I called to ask a manager if I understood correctly that after each kids' class was over, we would have to pay $15 a day for the 2 week class in order for my children to dry off outside. The manager explained that I was absolutely correct, that it would be $15 a day for every single day of the two week class for me and my kids to be outside to dry off. He recommended that my child bring an iPad to keep herself busy while waiting for the second child to finish her swim class, and explained that the $5 fee per person helped them to pay the lifeguards who are supposed to be watching the splash pad. I say supposed to because I never once saw a lifeguard come outside in the two days I was there except for the one lifeguard who told me I needed to pay to be there. I already belong to a community pool and have no interest in paying this place enough for me to have a gym membership for my entire family at the YMCA where I could also have childcare and go to the gym regularly. In fact I also have a gym as part of my community membership at my home. This Roger Carter community center is too expensive, not family friendly and their staff is incredibly less than friendly. I would not recommend taking classes at this community center. Previously, I enrolled my older daughter at a swim class at the YMCA and for the whole program a father had his daughter in the other side of the pool waiting for her swim class to happen and getting some extra swim time end. The staff never bothered that parent and that showed how incredibly family friendly their facility was. I was very impressed that they were so inviting to families there. Again, it's only been a couple days of taking classes at this community center, but I have not seen my children become any better swimmers than I could have taught them to be. The instructors are fine but do not push the kids incredibly far, and do not try to make it an enjoyable experience to visit the facility. This review is mainly about the Chinese camp, not the entire community center. Last summer, I went to this camp, and it was horrendous. On my first day, i could already tell that this camp was going to be dreadful. The counselor was very uninspiring, and out of eight hours of camp, less than one hour was spent learning Chinese, usually about 45 minutes. The "chinese" that we learned was basically drawing an abacus, day after day. I told my father my dilemma, and he suggested that I record what is going on in class, every fifteen minutes. After seeing my results, he pulled me out of that wretched camp. never again. At the community center, some of the employees were very rude, and the pool was crowded. The swim test was a mockery; all you had to do was swim one lap and tread water for 30 seconds. Do not join this center, and do not enroll your kids in the chinese camp! read more
