Just slum lords. Typical type to try and bend you over to fix their shit when you move out. Requested new carpet when before we rented because it looked terrible and smelled like dog piss, they denied it and tried charging us for replacement. Moved out 2 months early with notice,.still got charged for rent, and got billed for lawn care after they requested the keys. Wouldn't let us back on the property. Charged us for leaving a shelf in the basement so the next tenants had something to actually use. We replaced their shitty toilet on our dime with no reimbursement. read more

Horrible property, once lone maintenance guy (that I'm pretty sure is not qualified to do the job....i.e. mentally "special"), disgusting water ( that will ruin dishes, clothes, hair and skin) that no one warned of when moving in AND no help from the company. Also huge rodent problem with little assistance from them. Multiple maintenance requests submitted/few handled. High rent for a dumpster to live in...too much for what they rent out. Rule Property Managment absolutely takes advantage of people's circumstances. They also just show up at the residence unannounced and expect to get in to do whatever it is they do ( certainly not fix things properly). I'm sure they'll chalk this review to one lone disgruntled renter, but feel free to look at other reviews. Don't rent from them. We were desperate for a place to live and attracted to the low rent. We ignored the red flags during a showing: 1) property manager bragged about taking tenants to court and raking them through the coals. 2) We asked about the garage, which clearly had a rotting door that was falling apart. He said it was fine so we asked if he would be able to open it. He tried and couldn't get it more than 1/4 open, then said they wouldn't fix or replace anything unless it was non-functional. He then disagreed with me when I said it was clearly non-functional. 3) The yard was a small jungle... the outside of the home was much more dilapidated than advertised and the windows and doors weren't in secure shape. We rented anyway... red flags continued. Every conversation with these folks feels like gaslighting. They treat their properties and their tenants like crap. You will not get your security deposit back even if you leave the home in better shape than when you got it. And that might partly be because when you get it, it is going to be neglected. Their repairs are cosmetic and surface level, and the bigger problems will near their heads on you after you sign a lease agreement. I've included some long-winded examples of the continued issues we had with them in the 2 years we rented: Maintenance requests are ignored or delayed. For example, We submitted a request about the heat being broken in early October and followed up via email to give a heads up. The property management secretary let us know that this would be considered an emergency that we should call about. Fair- but then the fiasco took weeks to resolve. They hired a company to come inspect our heater, and that company indicated that the safety mechanisms on the heater were busted and that a new heater would be needed. Landlords disagreed, and came to the property to look at the heater. Their solution was to completely remove the safety mechanisms, which were causing the heater to stop running. We were happy to have heat, but uneasy about that "solution". Other maintenance requests would take months to resolve. Including an entirely preventable gaping hole in the ceiling that let in water when it rained and grew week by week while they ignored our increasingly frantic requests for someone to at least come look at it. It took 6 months of us nagging and calling and emailing for them to fix the issue. And their solution was again- only cosmetic. That area of the ceiling continued to sag and crumble with every rain. It would be 12 months of them knowing the issue existed because we noted the hole and water damage in that area when we moved in and emailed additional photos. The garage door was a continued fiasco as well. Every issue we documented and badgered them about was minimized by their staff. It was exhausting to have to annoy them into addressing problems. We moved out after 2 years and when our security deposit came back, we were shocked at the things they were charging us for. Their strategy is to create an environment that is impossible to maintain and then charge the crap out of you and make you feel like you have no recourse. Then, they do their cosmetic repairs and wait for the next tenants to entrap. If you need low rent, you are better off exploring other options. And if you can't find rent that is as low as they offer, consider looking into utilities assistance or renters assistance if you haven't already. Check out ACCESS online to look into ways to cut your food costs and see what assistance you qualify for. DONT give this company your money and keep in mind that they will either withhold most of your security deposit or CHARGE you additional fees at the end of your lease. read more

I've been renting from Rule property management since 2012. A few years back they changed staff, and ever since then they have been absolutely wonderful.They are honest & professional. When something needs to be fixed they come promtly, even in an emergency situation. I recently moved from one of their properties to another making sure that I stayed with their company, because they are now hands down the best rental company I've ever worked with in my 31 years of being a renter. read more

Nightmare of a rental experience. I've since moved out and can now write a review as I no longer fear being kicked out for complaining. First off, this company must screen their calls. Got a problem? You will call every number they give you, close to never get anything but a machine, and will not hear a reply no matter how pressing the matter is. Well, not until you threaten to have the city housing inspector come, that is. At this point, they will shoddily repair things in order to appease you. These 'repairs' will fail and you will actually call the inspector, who (in my former area at least) is an awesome guy! He will inform you that RULE has a horrible reputation and he will cite them for numerous infractions. They will take their sweet time coming by, always unannounced and sometimes enter while you are home sick and sleeping, then will be rude to you while patching the problem. Some of the issues we had Peeling lead paint on deck Leaking ceilings Leaking plumbing Broken toilet Furnace not working then being charged for the service call Floor in laundry room caving in Garbage on property when we moved in which was never removed. Moved in to find a glassless window which was finally replaced in late December after at least 35 phone calls to the company and numerous repair request forms mailed in Filth all over the walls when we moved in Outlets that crackled and otherwise did not function Fence leaning for months. Only fixed after city citation was filed. Black mold in home and breathing problems of tenants. This company slumlords. Their rent seems cheap but it's not worth it. Note: I was not evicted. I moved on my own accord after my lease was up and warn everyone to RUN from this company. read more

I would not recommend Rule to any of my friends. Now that my security deposit is safe in my bank account I'm not afraid to write an honest review. When we first moved in our experience was fine, however, the first sign of trouble came when our garage door broke. I left about three messages asking for it to be fixed, finally a few days later we received a call back about another matter and I asked if the door was fixed. They confirmed it was, which was good, but they never told me when they were coming and never returned my calls to tell me it was fixed. So, we thought the door was broken for about three or four days when it wasn't. Later on, in December I unfortunately had a slip up with my rent check not arriving on time. I then asked if they could waive the late fee associated with the late payment. Again, this is something I didn't know about until a week or so after our rent was due. Instead of receiving a call saying they never received a check from me, they sent a letter giving us notice to move out immediately unless we paid the missing rent and late fee. I drove down immediately to pay in person and in cash. My roommate had a similar issue with his rent not going through, however, his late fee was waived. They also asked him to write a good review of them because a previous "unruly tenant" gave them a bad review. Well here's another bad review. I received my security deposit today and I have to say I'm surprised they gave back anything. First and foremost, it is illegal to charge someone in the state of Wisconsin for carpet cleaning unless it is beyond normal wear and tear. When I saw that we were charged for carpet cleaning I read the invoice which said that there were burn marks in the carpet, which there were none and we were not told of any upon our move out inspection. So, it was an easy way for them to go around the law and take money out of our security deposit for something they should be paying for. Do not rent from Rule Property Management. My experience was lackluster, the house was not in great condition, the basement flooded constantly, and there was black mold throughout the house. The house we chose to live in was actually better than the first one we were shown. I feel bad for whoever will be living there now. read more

We rented from them for a year, and I wish that we wouldn't have. I had good things to say at first, but things went downhill quickly. Their rental properties are dumps, and are way over priced. They aren't even credited with the BBB, and an employee was terminated for stealing rental checks! Our heat hardly ever worked, our bathroom was a living nitemare, and the power went out at least 15-20 times in one month. We moved out 2 months before our lease was up, because the downstairs neighbor was always in a loud drunken stupor. We had our apartment professionally cleaned, and now because it still hasn't been rented, they are taking us to court for bogus charges. It's been vacant over 3 months. Stay away, there are many better places to rent from in the Fox Valley! read more

I've been in my home for 10 years (this Aug.) and the only time I ever had a problem, was when I was on housing. Not due to my home tho. Yes, when I have called I have left messages but Rule Property has so many, many properties I don't expect a response the same day. For me, it's easier to send an email; I get a reply before the end of the day or at the latest, the next business day. My only complaint is that my trees are gone and I don't have any shade in the backyard. When times got tough for me, I emailed them and Lethem know right away. Communication is key and they are wonderful...always have been. Yes, my Windows are drafty but who's aren't? They even send out newsletters and they highly recommend plastic on the Windows in the winter. I love my home and the people I rent my home from. Its been a great 10 years and I'm looking forward to another 10!! read more

A joy to work with the team at Rule Property Management. I recently was relocated to the Appleton area for my job in Phoenix, AZ. I know....why would anyone in the right mind move from the beautiful weather in Arizona to the freezing cold of Wisconsin???? This Guy....:) When I started looking I found a place that looked like it would fit my needs on Craigslist so I replied. The next day i received a response from Brittany. She let me know what I needed to provide so that her Property Manager could determine if i was approved. I submitted my application with supporting documents and in a few days I received an email from Greg the Property Manager letting me know that I was approved. This was a huge relief! I have relocated before and have had to stay in a hotel because i was not able to secure a place before the move. Greg laid out the next step for me and for them and we set up a move in appointment. Before the move in appointment I asked if I could see the place since I essentially rented the place sight unseen. Greg agreed to meet me at the property on the weekend and I took a tour. The pictures were accurate to the place so I was happy and excited to get into my new home. The move in was quick and "painless" I have only been in my new place for a few weeks so I have not had to call in for any repairs or maintenance issues (that is why there is only 4 stars). Time will tell but if it is anything close to my interaction with Brittany and Greg I am not worried. read more

Do NOT rent from this property management group! I was a tenant this past year and we have had nothing but issues since day one. They are a terrible rental company!!! They will send you fines, fees and EVICTION notices when they're accounting department makes mistakes on your account, they won't come and fix anything at your house or apartment when you send in repair request forms and they never get back to you when you have questions or concerns about anything. There were times that I had to fix something myself because they never got back to us about our work repair forms. They have cheap rent on their properties but trust me it's NOT WORTH IT!! read more

They were very quick to answer back to us when inquiring to them about a rental and the application process went quickly when we were looking for a house to move into. Whenever we have had a problem, like our sink leaking, they were quick and efficient to send somebody to fix it for us. We had to move our furniture every time it rained as our ceiling would leak brown, we had mice, water leaking around light in our rest room from upstairs...super safe, fridge leaking, and sitting water in basement... beautiful aroma. Gets better....the upstairs had a rotting staircase that the children there would play on, no joke. We had to get the city involved to have things fixed up and then and only then would they honor breaking the lease. This was a terrible stressful time for us. I wouldn't even give a 1 star but obviously there is no other option. We have lived in a unit of there's for several months now. We have the same issues as everyone else posting reviews. Awful communication, no return emails, I got nowhere even after calling city health officials due to water in basement and mold. NONE of the repairs that we were told would be done before we moved in were completed. They didn't even CLEAN, proof was the soap scum in the shower still and dog food pieces throughout the home. We had standing water and mold in basement when we moved in, I have tried communicating with Nancy and get no responses from her. After the city contacted them they sent a notice saying our sub pump hose Was running into house that's where the water came from, except the water is in the back side of basement not the front, just a joke, looking for a way out I guess you could say. There is stuff left in basement from previous tenants also, I assume after reading reviews they will try to come after us for that as well. WHAT A MESS, please go elsewhere. read more

To get my review out There, STAY AWAY.. break their contract and never follow it which we have emails to prove it..was there for a year and a half never missed rent or cause problems. when things are broke or need to be done they never so it until you tell them you are going to take further action than something is done.oh they are not a credited company by the better business bureau.. they try charging you for random problems which should be covered under their part.. I wrote a review on their page and they threatened me over it, tells you how mature they are.. their property manager Nancy is rude unprofessional, when it was time to do our walk through she came in with a chip on her shoulder for us never said hi just came in and tried charging us for things that were mentioned on our move in check list or something maintenance should be doing... Also they have a mouse problem along with squirrels which nothing has been done even though they tell you they are trying they aren't, we went out and Bought multiple mouse traps and kept catching them. Now they are trying to take our 1000 for security deposit.. oh read more

They are terrible landlords, STAY AWAY! They will try to evict you if you are late for any reason, even if you talked to them and they agreed to accept late payment. They will just contact you after you made an agreement (even if by email so you have it in writting) stating that its not good enough for them and they are filling. They also don't get back to you when you contact them about repairs. They came and unlocked a storage/laundry room that is part of my rental for a repair man to fix a water heater. They unlocked it and left. They told the repair man when they contacted him that it would be unlocked and to lock it when he leaves. I had a few things stolen from there during this time. I thought someone else had a key or that it was broken into and contacted them. They didn't bother to contact me back or say anything I found out because a maintenance person told me when I asked when he came to inspect something (still didn't fix anything that was asked). read more
