It was busy with lots of traffic, as school is letting out around this time. Google told me to put the turtle in a box and call someone for further instruction. Enter Kevin Luce, everybody! He was extremely knowledgeable, understanding, and concerned for this turtle we found. He explained to us that right now is breeding season and this turtle is likely trying to find a sandy spot to bury eggs, so it's best to put our new friend in a similar spot as close to the area we found it as we can, so we did. Tactical answered the call after only ringing once or twice, and helped us potentially save a turtle's life!
