He had the entire place repainted and cleaned in two days, and followed up with me the day after move-in to make sure everything was to my satisfaction. THEN, when I discovered a *very* minor issue with the plumbing, rather than saying "deal with it" (which I offered to do), he paid for a fix to be made so that it was done right. I originally moved to Blacksburg due to a relocation with the military. My office was on the campus of Virginia Tech, so I wanted to live somewhere that was close by. Windsor Hills is just that, being a short two miles from where I needed to be. The second necessity for me was that it needed to be pet friendly, which it is. I found this to be a difficult feature to find, as the vast majority of the locations around Blacksburg are NOT pet friendly. This might be to shut out "irresponsible" college kids and their animals. As a result, though, it seems about 80% or more of Windsor Hills residents have a pet (mostly dogs). My two major concerns fulfilled, I'll discuss a few of their pros and cons. PRO: * Pet Friendly. Not only pet friendly, but caters to pet owners. There are numerous pet waste stations where they provide waste bags and places to dispose of the poop. There's a small dog park on the property where you can let your dog run free. They also host Yappy Hours on the hillside where people let their dogs run and play together, while also providing water and treats. Also, during the summer, they'll sometimes host pool parties where all the dogs get to jump in the pool and play with each other. Despite the amount of dogs that live in the complex, I've never been bothered by barking dogs and never have had to worry about dog poop everywhere. All of us were owners in the same community, so there was much respect and responsibility! * Hosted Events. They often hosted events in the clubhouse where there were themed parties, or just free food offered. This wasn't once a quarter or once a month; it was more like several times a week. Examples are where they'd provide free donuts from 8-11am from a great local donut shop, or during lunchtimes they'd provide all the fixings for you to come and make your own sandwiches. Great benefit for "starving students". * Pool and Gym. Their gym wasn't an LA Fitness, but it was pretty good for an apartment complex. They have a few treadmills, bikes, and ellipticals. The weight room is better, though. It actually has a decent selection of free weight and cable machines. Definitely enough for a good lift. Afterwards, take a dip in the outdoor pool. I don't think it was heated in any way, because it was always cold, but this wasn't too bad during Virginia summers when its 90 degrees out. * Tenants. I never had any issues with any of my neighbors. This, actually, was a great surprise to me. I'm not old, but at 31, I'm older than all the kids in college. My neighbors, however, weren't 18 and 19 year olds. The audience at Windsor Hills was primarily graduate students, a few teachers, or people like me that didn't attend school but were somehow connected. There were a few undergraduate students in my building, but mostly seniors. Regardless of age or situation, not once did I experience loud parties, drunk people stumbling back at night, or any other disruption. Even at the height of football season, I never saw any rambunctious behavior. Shocking! CON: * Parking. Honestly, coming from Seattle, I didn't find the parking that bad. But I can see how some would get annoyed at times. During the summer, or on Friday nights, parking is wiiiide open. But during the school year, it can get full after about 6pm. My building wasn't so bad due to its location, but down the way, I could see that people sometimes struggled to find parking out front. * Laundry Machines. This is a semi-con that could easily be a pro all the way. Each building has one to two washers and dryers in the basement. Very convenient versus going to a central location or a laundromat. My issue is that they're all coin operated and there's no on-site change machine. I once lived at a place that had machines that read cards that you could load money onto. Or, like a laundromat, they could have change machines. But everyone had their own solution. I would go to an actual laundromat and get a few handfuls of quarters. Others would go to a bank and get rolls of quarters. Not a major hiccup, but kind of annoying when you want to do laundry and then realize you don't have a dozen quarters on hand. Those are about the only two cons, and they're stretching it. It was a real joy living here during my stay in Blacksburg. To wrap it up, I have to say my end was nice as well. Easy staff to deal with and I got all of my deposit back. Not bad for living in an apartment for two years with a 85lb dog. Kudos for Windsor Hills. Check them out if you need a place to stay.

The apartment itself was not up to par - it had what looked like 15-year-old carpets, outdated appliances, and walls that were far from clean. If you don't have your own washer and dryer, you'll be paying $2 for each wash and another $2 to dry your clothes, but be prepared for your clothes not to be fully dried. These machines are terrible. The deck was in a filthy condition when I moved in, and during my two years here while attending graduate school, the apartment building I was in experienced three fires. One of these fires was caused by my dishwasher suddenly bursting into flames, forcing me to evacuate myself and my cat. I was relocated to a model apartment for two days due to this incident, which was clearly caused by old appliances. After my fire, maintenance did an extremely poor job cleaning and left cracks in my counter and near my wall. I ended up spending an additional week cleaning myself. Sound insulation is practically non-existent in these apartments, meaning you'll hear everything happening below and above you. Additionally, the landscaping and exterior of the apartments are poorly maintained, often resulting in many bugs and spiderwebs right outside your door. The only reason I endured this place for the full two years was because I had great neighbors who shared in our collective suffering. When I moved out, I left the apartment cleaner than it was when I received it. However, my security deposit was mailed to me 10 days late, which is in violation of Virginia Law, and they made deductions because they claimed I left a light bulb somewhere. I showed them a video of my spotless apartment, but they were unresponsive and dismissive of my concerns regarding the late check and my well-maintained home. Maintenance was consistently slow in responding to even the simplest requests. The assistant property manager, Cheyenne, was unhelpful (honestly useless) and ineffectual in addressing any of the issues I encountered. After my son's three-year tenancy, the company withheld his security deposit and charged him an additional $205, for a total of $405. The other three renters in the unit received similar charges and also had their deposits withheld. Altogether, the company charged the four residents approximately $1,620 for items that appeared to include light bulbs, cleaning, and what is generally considered normal wear and tear. If you do not have a roommate, the company assigns you to a room without necessarily considering your preferences. After my son complained about his living conditions and was charged for allegedly leaving the apartment messy, he was eventually offered a different apartment with a private bedroom and bathroom. My son regularly cleaned his room and bathroom, and I also traveled there several times to help clean. He was nevertheless charged a $200 transfer fee for moving to the new apartment. During one winter month, an exterior pipe burst, leaving the apartment surrounded by dust, noise, debris, and industrial fans for nearly four weeks. My son could not properly study or use the bathroom included with his rental. He was instructed to use the one bathroom shared with the other three residents, although he was still charged for the full use of his apartment. Because the conditions were not suitable for him to live or study, I moved him to a hotel and insisted that the company address the situation immediately. The dust and debris also created concerns about potential damage to electronic equipment. When we requested reimbursement for the hotel so that we could cover those unexpected expenses, the request was denied. Communication with the company was also extremely difficult. They were rarely available by phone, and email responses often took several days. We had to insist that someone call us to discuss the situation and inform them that, if they did not respond, we would have our attorney address the matter. Only after that did we receive a response. At the end of the lease, I personally cleaned my son's bedroom, bathroom, and the kitchen. The other residents had not yet returned, so I cannot speak to the condition of the apartment after we left in July, when my son graduated. However, after contacting them, I learned that they received the same type of letter regarding charges. They agreed that they should have left the apartment as it was because, in their view, the company charged them for work that would ordinarily be expected after a three-year tenancy, such as repainting and routine maintenance. Based on our experience with the living conditions, maintenance issues, additional fees, security-deposit charges, and lack of timely communication, I would not recommend renting from this company.

The electric bill was regularly over $200/month for me and my roommate because of the wall A/C and heating. The apartment had cockroaches, lingering carpet odors, and maintenance problems that were left unresolved for months, such as holes in the bathroom wall. We also dealt with a major flood that ruined the carpet. Management's initial "solution" was to leave a fan running for a week before finally sending in someone to clean it, but it never actually felt clean afterward. On top of that, one of the two laundry facilities was broken for our entire lease, meaning every resident had to share just 8 washers and dryers. To make matters worse, when we moved out, they tried to raise the rent for another year and made getting our security deposit back a nightmare. Despite spending an entire day deep-cleaning, they withheld $590 of our $950 deposit with charges like $10 for not wiping off the A/C filter, $90 for a "slightly dirty bathroom," and $185 for not having the carpets professionally cleaned. I've lived in five different apartments, and this was by far the most difficult and frustrating experience I've had. Save yourself the stress and look elsewhere.
