Do not be fooled by their demo apartment room they show during their tours. My apartment had no ceiling lights and only one fan. There apartments are poorly maintained and the office admin treat you like second class citizens. I lived here a few years and paid my rent a week before it was due by check and they would lose my checks even though the payment was taken from my account and would have to fight the office to remove the late fees every other month. I recently moved out of Windsor Hills after living there for two years. I have to say that my experience there was a great one. I originally moved to Blacksburg due to a relocation with the military. My office was on the campus of Virginia Tech, so I wanted to live somewhere that was close by. Windsor Hills is just that, being a short two miles from where I needed to be. The second necessity for me was that it needed to be pet friendly, which it is. I found this to be a difficult feature to find, as the vast majority of the locations around Blacksburg are NOT pet friendly. This might be to shut out "irresponsible" college kids and their animals. As a result, though, it seems about 80% or more of Windsor Hills residents have a pet (mostly dogs). My two major concerns fulfilled, I'll discuss a few of their pros and cons. PRO: * Pet Friendly. Not only pet friendly, but caters to pet owners. There are numerous pet waste stations where they provide waste bags and places to dispose of the poop. There's a small dog park on the property where you can let your dog run free. They also host Yappy Hours on the hillside where people let their dogs run and play together, while also providing water and treats. Also, during the summer, they'll sometimes host pool parties where all the dogs get to jump in the pool and play with each other. Despite the amount of dogs that live in the complex, I've never been bothered by barking dogs and never have had to worry about dog poop everywhere. All of us were owners in the same community, so there was much respect and responsibility! * Hosted Events. They often hosted events in the clubhouse where there were themed parties, or just free food offered. This wasn't once a quarter or once a month; it was more like several times a week. Examples are where they'd provide free donuts from 8-11am from a great local donut shop, or during lunchtimes they'd provide all the fixings for you to come and make your own sandwiches. Great benefit for "starving students". * Pool and Gym. Their gym wasn't an LA Fitness, but it was pretty good for an apartment complex. They have a few treadmills, bikes, and ellipticals. The weight room is better, though. It actually has a decent selection of free weight and cable machines. Definitely enough for a good lift. Afterwards, take a dip in the outdoor pool. I don't think it was heated in any way, because it was always cold, but this wasn't too bad during Virginia summers when its 90 degrees out. * Tenants. I never had any issues with any of my neighbors. This, actually, was a great surprise to me. I'm not old, but at 31, I'm older than all the kids in college. My neighbors, however, weren't 18 and 19 year olds. The audience at Windsor Hills was primarily graduate students, a few teachers, or people like me that didn't attend school but were somehow connected. There were a few undergraduate students in my building, but mostly seniors. Regardless of age or situation, not once did I experience loud parties, drunk people stumbling back at night, or any other disruption. Even at the height of football season, I never saw any rambunctious behavior. Shocking! CON: * Parking. Honestly, coming from Seattle, I didn't find the parking that bad. But I can see how some would get annoyed at times. During the summer, or on Friday nights, parking is wiiiide open. But during the school year, it can get full after about 6pm. My building wasn't so bad due to its location, but down the way, I could see that people sometimes struggled to find parking out front. * Laundry Machines. This is a semi-con that could easily be a pro all the way. Each building has one to two washers and dryers in the basement. Very convenient versus going to a central location or a laundromat. My issue is that they're all coin operated and there's no on-site change machine. I once lived at a place that had machines that read cards that you could load money onto. Or, like a laundromat, they could have change machines. But everyone had their own solution. I would go to an actual laundromat and get a few handfuls of quarters. Others would go to a bank and get rolls of quarters. Not a major hiccup, but kind of annoying when you want to do laundry and then realize you don't have a dozen quarters on hand. Those are about the only two cons, and they're stretching it. It was a real joy living here during my stay in Blacksburg. To wrap it up, I have to say my end was nice as well. Easy staff to deal with and I got all of my deposit back. Not bad for living in an apartment for two years with a 85lb dog. Kudos for Windsor Hills. This is the third year I've lived here. Every year they've changed management and rent has gone up each year. We are continuously charged late fees, even though we've never turned in our rent in late. We had a late fee in December, and it is now March and there is STILL a late fee on our account. Ridiculous. Electricity is also extremely expensive because these are older apartments. There's also only 2 guest parking spots per building which is ridiculous as well. It's in a nice area. I can get to campus in 5-8 minutes. It's also quiet, not a lot of partying which is nice. Maintenance is also nice, as are the students that work in the office. But management and corporate are not great. read more

My son lived in a renovated apartment for one year. "Renovated" is really a stretch. Yes, the carpets in the main living area had been replaced with vinyl flooring and the washer and dryer were brand new, but the rest of it is lipstick on a pig. Cheap paint over older cheap paint, lousy cabinets and very low quality, poor condition bathroom finishes. I'm ok with my college student living in a dumpy apartment, but they are charging as if the place is much nicer. We were glad to move him out! read more

Despite the decent apartments and nice location, the office is absolutely terrible to deal with, ESPECIALLY when it comes to military. When I signed my lease, I was promised that when I got military orders, I could break my lease and my roommate would be able to leave as well, so she wouldn't be stuck paying for the rent. Fast forward 6 months when I got military orders, they tried to tell my roommate that she was now responsible for paying both rents for the remainder of the lease (and Windsor Hills is NOT cheap). The office said because we didn't get it in writing when we signed the lease, they couldn't do anything about it. It wasn't until I threatened to file complaints with the University and Town Council that they finally agreed to break the lease. Even then they still made my roommate pay an entire month of rent by herself, even though we both moved out. Pretty ridiculous. Now I've been calling the office asking about getting my deposit back, and I keep getting told different things and getting a general run around. It's been two months since the lease officially ended and there is no check in sight. I would never want to move back here for the sole reason that the office has made this a horrible experience, and made it clear they won't work with military members. read more

I've been here for a couple of years now and I'm very impressed. Windsor Hills offers nice apartments at a decent price for the area. Their handymen are constantly available and extremely helpful! One of the gentlemen that work for the complex makes himself available to help any time he sees one of my older neighbors struggling with her groceries, helping her get them to the top floor. There's even a story about how the handymen helped one of the residents when the resident had an accident: They drove her out to the wrecked car (at the junker by this point) so that she could get her belongings out of it! What place do you know of that treats their residents like that? It's like you're a part of the family! Every problem we've had (and to be fair we've had a few) has been addressed quickly and once. We haven't had to call back for the same problem twice. I highly recommend living at the Windsor Hills Apartments. We'll be moving out of state some time early next year, so there will be at least one opening but probably not many! read more

My husband moved to Blacksburg 2 years ago and we were fortunate enough to find Windsor Hills. They are a super pet friendly apartment complex that also offers a lot of social events for the residents. They often host pool parties or themed events related to movie releases (Harry Potter movies & treats, etc). The parking can get a little hectic during the school year when the kids are back but for the most part, the complex is quiet and not rowdy. read more

Having lived in Blacksburg for 4 years, one in the dorms, two years in terrace view and one year in a small apartment on Green street, I moved into Windsor Hills with great expectations. However, I have been extremely disappointed. The area is dog friendly, but I've found this is often a pain as very few people interact with each others dogs, and very few neighbors meet each other. The pool and gym are nice, but not any better than Terrace View and the apartments themselves weren't that terribly appealing either. The bathroom we have has no outlet, the toilet doesn't flush all the time, even though we have had maintenance done on it (did not expect to have to put a maintenance request in when moving into a new lease). The cabinets and drawers in the kitchen are the cheapest I have seen in any of my residences, and the area was somewhat of a disappointment. Overall, I find the apartments to be identical in layout to terrace view, with worse bathrooms and kitchens and cost at least $50 more a month. The location is not great, and the bus service does not run late if you want to go downtown. I was much happier living in a smaller apartment where I was paying $150-200 less a month with no issues on Green Street (granted I didn't have a pool or a gym) where I expected nothing out of such a low rent, and Terrace view was nicer as well. Management is also terrible, they have a "state of the art" texting system to send you texts about "free donuts" or "bbq party" every other day but can't send you a message or email about a late payment. We had a ground floor and often used our sliding glass door instead of our front door where they had put a notice once that we didn't see until we got charged another late fee. The management can't tell you what you're getting charged for if you have additional dog charges or anything else affecting your rent unless you call and slam your head against a wall for a month. The online payments are terribly explained to residents, and they changed them for us mid lease and didn't explain how to do it. I live here now in a studio apartment. Although it is pricier than some studios in the area, its worth it if you care about a quiet, pet-friendly, nice apartment. I haven't had one noisy neighbor or issue with the office (unlike Terrace View). Only issue I've had is a service order was put in in late August and still hasn't been acknowledged/fulfilled but it isn't a huge issue anyways. Also, its not as conveniently located as some other apartment complexes but the bus comes every 15-30 minutes so it doesn't really affect me. read more

While the apartments are nice, the maintenance staff is great, it still is a college town full of college kids who love to not pay attention to the lease they signed (more likely their parents) that says this is a quiet community and quiet hours are from 10am - 10pm. If you're a graduate student or anyone who has a job/adult responsibilities, living in this community may not be ideal because of the noise and attitude of spoiled kids who are numerous in this town. I'd say avoid living in any apartment complex altogether and just rent a house. read more
