I work in the design industry so I understand that proposals can often take a bit longer than initially projected. After my first follow up, I was promised a proposal after he completed a couple others. I patiently waited and either called or texted about every three weeks and was ghosted. If the project was too small or he was too busy, the HONEST thing to do would have been forthright and responded that he was either too busy or not interested.
