If reservations are being watched closely enough to manage customer flow, then staffing should be handled with that same level of attention. Having very few people working when it's clearly needed just creates longer waits, more stress on the employees, and a worse experience for customers. Better scheduling based on reservation demand would make a big difference.

If you want a short, medium, or long haircut, or a flat-top, or a beard trim, go see Bob. By the way, he doesn't do manicures but he does play his guitar in between customers.
